Thai Nguyen: "Turn on" the readiness mode for the 2-level local government model

On the morning of June 30, although there was moderate to heavy rain in the central area of Thai Nguyen province and some communes and wards in the province, the activities to welcome this historic event were still solemnly held.

Most of the cadres and party members of the communes and wards were present to follow the announcement of the resolution and decision of the Central and local governments on the merger of provincial and commune-level administrative units. With a steadfast mindset, ready to face challenges to create a streamlined, effective and closer-to-the-people government apparatus, Mr. Ha Huy Hoang, Deputy Secretary of Gia Sang Ward Party Committee, said: Gia Sang Ward was newly established on the basis of merging the entire area and population of 4 wards and communes including Huong Son, Dong Lien and part of Cam Gia and Gia Sang wards. Currently, the ward has an area of ^25.47km2 , with a population of more than 44,000 people. After the merger, the workload is relatively large, however, with the experience gained in previous work, my colleagues and I will operate the apparatus scientifically and methodically. "I believe that with a dedicated, open-minded and responsible attitude, wherever we are, we will create true values and receive the trust of the people. That is the greatest success of a cadre," he said.

For many cadres and party members, this merger process is an opportunity for each person to improve themselves. Ms. Do Thi Hang, a cadre of the Youth Union of Song Cong Ward, shared her determination when being assigned additional tasks of front work: "Previously, I worked in the field of youth work, now I have switched to front work. The new field of responsibility is more comprehensive, the area is wider, and the subjects are diverse. I consider this an opportunity to practice and contribute, while clearly defining my responsibility in contributing to strengthening the great national unity bloc, serving the local development in the new period".

Ms. Nguyen Hong Lien, an office specialist of the People's Council and People's Committee of Van Xuan Ward, confided: "When the two-level government comes into operation, my workload is greater than before. However, we are very willing to work with a high spirit and responsibility because the scale of the two-level government will help reduce hassle and create all conditions for resolving administrative procedures for the people."

People are also very excited to welcome a new beginning tomorrow (July 1). Mr. Tran Van Tuong, Secretary of the Party Cell of Uc Son residential group, Phu Binh commune (new), said: "I think the merger is a correct policy, consistent with reality. Hopefully, after the merger, the government apparatus will operate effectively. At the same time, we will pay attention to investing in upgrading traffic infrastructure, electricity and water systems and have policies to support production and business development to improve people's lives."

Sharing the same thought with Mr. Tuong, Ms. Nguyen Thi Hoan, Du Tan residential group, Song Cong ward (new), expressed: "The announcement of resolutions and decisions on merger is an important step in the roadmap to build a streamlined, effective and efficient administrative apparatus; creating a foundation for the synchronous and sustainable development of localities after the merger. I believe that the new apparatus will unite and wholeheartedly build Song Cong ward to develop more and more, keeping pace with the general innovation of the province".

Ms. Nguyen Thi Loan, a resident of Group 10, Gia Sang Ward, expressed: "I hope that after the merger, the government apparatus of the ward in particular and the whole province in general will reduce the overlapping and dispersion of resources. I also believe that the team of civil servants after the merger will work with a higher sense of responsibility, be dynamic, friendly and resolve administrative procedures more quickly and conveniently for the people."

In the general excited atmosphere, Ms. Chu Thi Dieu, Ban Chang village, Ngan Son commune, shared: "I hope that the new apparatus will be stronger, closer, listen and thoroughly solve problems in people's lives."

Phu Binh Commune Administrative Center is ready to go into operation.

Thai Nguyen is counting down the hours to synchronously start the 2-level government apparatus. Mr. Pham Ngoc Chau, Deputy Director of the Phu Binh Commune Public Administration Center (new), said: "In the past few days, all officers and civil servants of the Center have urgently reviewed and moved all necessary documents and equipment; cleaned and rearranged the working space neatly and scientifically. Up to now, the preparation work has been basically completed, ready to serve the people from July 1, without any interruption in handling administrative procedures."

Dai Phuc Commune Administrative Center has prepared conditions for smooth operation from July 1.

With high determination, 92 communes and wards in the province have "turned on" the readiness mode for the operation of the two-level government. Mr. Ca Van Thuong, Chairman of the People's Committee of Bang Thanh commune, informed: "Up to this point, the new government apparatus has ensured the conditions of human resources and facilities, ready to operate and come into operation and serve the people from July 1. Administrative procedures serving the people have been arranged with human resources and machinery to receive, ensuring no interruption of work. During the implementation process, there were also difficulties and problems that arose, but the Executive Committee and the Standing Committee promptly grasped and directed their resolution."

It can be affirmed that with the initiative in preparation work and the high sense of responsibility of the staff and party members, Thai Nguyen is ready for the new journey. After the merger, along with the organization consolidation and people's ideological stability, Thai Nguyen continues to aim for political stability, focusing on socio-economic development, improving people's lives and service quality...
