Previously, due to the circulation of storm No. 10 causing heavy rain for many days, the dike section of Cau River in Group 33, Phan Dinh Phung Ward was eroded, causing river water to overflow, causing local flooding of some roads in residential areas. Immediately after that, the local government mobilized armed forces, militia and local vehicles to urgently reinforce the dike section.
Mr. Duong Van Luong, Secretary and Chairman of the People's Committee of Phan Dinh Phung Ward, said: "We have deployed synchronous response measures, advised people to limit travel in dangerous areas, and moved assets to safe places. Currently, the ward continues to maintain forces on duty, closely monitoring the situation to be ready to respond to any unusual developments."
Meanwhile, many households living along the river have proactively moved their belongings and coordinated with the authorities. Mr. Duong Trung Kien, Group 8, Phan Dinh Phung Ward, shared: “At around 3 a.m., the water on Tuc Duyen Street began to rise rapidly and flooded into the residential area, making us very worried. My family had to urgently move our belongings and ask neighbors for help in moving some important items to higher ground.”
Ms. Nguyen Thi Thuy, in group 33 of Phan Dinh Phung ward, near the affected dike area, said: "Heavy rain caused the water to rise very quickly, but thanks to the army, police and youth union members arriving early to reinforce and handle the incident, people are much more secure."
The impact of floods not only affects people's lives but also affects educational activities. Some schools in the area such as Thai Nguyen High School for the Gifted, Tuc Duyen Primary School, Tuc Duyen Secondary School... have given students time off or organized online learning to ensure the safety of teachers and students.

According to the Thai Nguyen Province Hydrometeorological Station, the rain situation in the northern upstream area has decreased, and the flood on the Cau River is gradually decreasing. At 9:00 a.m. on October 1, the water level at Gia Bay station reached 2,738 cm, 0.38 m higher than alert level 3 but is decreasing slowly. Meanwhile, at Cha hydrological station, the water level reached 877 cm, 0.77 m higher than alert level 1, and is forecast to peak in the afternoon of the same day at approximately alert level 2.
