Bac Ninh: Proactively and creatively building a social security system

BAC NINH - Social security has always played a pivotal role in ensuring fairness, stability and social cohesion. Over the past years, with the attention and strong direction of Party committees and authorities at all levels, the support of the business community and people, Bac Ninh province has proactively and creatively built a social security system to improve the quality of people's lives, achieving quite comprehensive results, contributing to creating a solid foundation towards the goal of sustainable development.

Overcoming difficulties, improving quality of life

Following the introduction of the staff of the Department of Culture and Society of Hop Thinh commune, we visited the family of Ms. Nguyen Thi Nhung, born in 1985 in Hamlet 2, Dong Dao village. Looking at the beautiful, spacious house, it is hard to believe that this is the house of a household that used to be poor. Ms. Nhung was away from home for work, her parents both looked after their grandchild and warmly welcomed guests. Mr. Nguyen Van Tinh, Ms. Nhung's father, excitedly said: My daughter is not in good health and is a single mother raising a small child, so life is very difficult. Thanks to the attention of the Party Committee, local authorities, family, and neighbors joining hands to support, Nhung and her mother have had a solid house to settle down in 2023 and to escape poverty in 2024. We help take care of her grandchild so Nhung can go to work at Samsung Company with peace of mind, with a stable income to ensure her life.

Ms. Do Thi Thoan's family (Tien Du commune) used to be a poor household, going through a very difficult time to make a living. In 2021, with access to 100 million VND from the policy capital for poor households to borrow for economic development, her family boldly invested in raising pigs, chickens, fish and fruit trees on 1 hectare of land. With hard work, Ms. Thoan's family's production and livestock farming were more stable and profitable, rising out of poverty in early 2023. Thinking about the past, Ms. Thoan confided that she is always grateful to the Party and State for their attention and support of capital to help her and many families in similar circumstances have the opportunity to escape poverty.

Those in difficult circumstances have been fortunate to receive support from the government, care and sharing from the whole society and have risen to a prosperous life. That is the result of the consistent policy of our Party and State on social security with the motto "leaving no one behind" with the aim of improving the quality of people's lives. Many solutions have been led, directed and implemented synchronously by Party committees and authorities at all levels; and have been propagated and mobilized to actively participate by all classes of people. Not only helping those in difficult circumstances, good social security policies also help people have conditions to improve the quality of life.

Immediately after the re-establishment of the province, on August 11, 2025, the People's Council of Bac Ninh province passed Resolution No. 31/2025/NQ-HDND on regulations on milk support in educational institutions with preschool children and primary school students in Bac Ninh province for the period 2025-2030. Accordingly, the funding source for implementation includes the provincial budget ensuring 50% of the milk, parents contributing 25% and milk suppliers supporting 25%. In particular, children under policy (poor households, near-poor households, children of war invalids and martyrs, disabled children, orphans...) are supported by the provincial budget at 75% and parents do not have to contribute. The priority of developing and passing this Resolution in a shortened order clearly demonstrates the province's determination to care for health development and improve the stature of the young generation.

Leaving no one behind

Over the past 5 years, Bac Ninh has synchronously and effectively implemented social security policies with the motto of being timely, complete, public and transparent. In which, many policies have expanded the beneficiaries and have a higher support level than the Central regulations. In particular, special attention is paid to social protection policies, care for people with meritorious services, support for health insurance, social insurance, nursing care... In particular, during the Covid-19 outbreak, Bac Ninh quickly deployed many large-scale social security support packages such as: Supporting 7,523 units, enterprises, 4,891 business households and nearly 953 thousand people and workers facing difficulties, with a total budget of more than 1,199 billion VND. The work of caring for people with meritorious services has been comprehensively implemented, ensuring a standard of living equal to or higher than the average standard of living of local residents. Thanks to the effective implementation of sustainable poverty reduction policies, by the end of 2025, the poverty rate in the province is estimated to decrease to 0.56%, much lower than the national average.

Good social security policies and the high determination of the Party Committee, government and people of all walks of life will be a solid foundation for Bac Ninh province to continue to make breakthroughs in the coming period, realizing the goal of sustainable development.

Along with income support policies, Bac Ninh also pays special attention to housing development - an essential factor in ensuring social security. The province has completed 100% of the targets of the movement "Join hands to eliminate temporary and dilapidated houses" in 2025. The whole province has 4,032 "Great Solidarity" houses newly built and repaired. Completed the elimination of temporary and dilapidated houses with 1,594 newly built houses and 922 repaired houses, with a total support budget of 150 billion VND. Implementing the Project "Investing in the construction of at least one million social housing apartments" in the period of 2021-2030, Bac Ninh has attracted and implemented 71 social housing projects, with a total area of 255 hectares, meeting about 102,390 apartments. The province has also added more than 600 hectares of land for social housing construction, and has completed 16,124 apartments, exceeding the target set by the Prime Minister. The average housing area per capita in the province is about 34 square meters per person, significantly higher than the national average (27.8 square meters per person).

The achievements in recent times are remarkable, however, after the merger, Bac Ninh also has difficulties and challenges to overcome. The specific characteristics of the locality have differences in geographical conditions and development speed in each area. If in the communes and wards of Bac Ninh province (old), poverty has been eliminated since 2024. The central communes and wards of Bac Giang province have basically eliminated poverty or reduced poverty to below the national average. However, in some remote areas, the poverty rate is still relatively high. This was identified by the provincial government immediately after the merger (July 1, 2025) and proposed specific solutions to overcome. In particular, selecting and continuing to implement the superior policies of both Bac Ninh and Bac Giang provinces in the past will have a positive effect in ensuring social security.
