Thanh Hoa issues plan on private economic development

The purpose of the Plan is to synchronously and effectively implement Resolution No. 68-NQ/TW of the Politburo , Resolution No. 138/NQ-CP and Resolution No. 139/NQ-CP of the Government, Plan No. 282-KH/TU of the Provincial Party Standing Committee; raise awareness and responsibility of all levels, sectors, localities, units and people about the position, role and importance of the private economy in the process of socio-economic development and international economic integration of the province. Strictly and fully implement the Party's guidelines and the State's policies and laws on private economic development, aiming to develop the private economy quickly, sustainably and effectively.

The general objective of the Plan to 2030 is to develop the private economy into the most important driving force to promote socio-economic development and international economic integration of the province; to be a pioneer in science and technology development, innovation and digital transformation.

Strive to have 40,000 enterprises operating in the province, reaching a rate of 10.44 operating enterprises/1,000 people; forming a number of large enterprises participating in domestic, ASEAN and global value chains.

The average growth rate of the private economy in the 2025-2030 period will reach 13%/year; the contribution rate of the private economic sector to the province's GRDP in 2030 will reach about 58%-62%; contribute about 35%-40% of the total state budget revenue; create jobs for about 84%-85% of the total workforce.

The average labor productivity growth rate in the 2025-2030 period will reach about 15%-17%/year.

Narrow the gap in technology level, human resource quality and competitiveness of private enterprises in the province with the group of leading provinces in the country and the ASEAN region.

Vision to 2045, the private economy will develop rapidly, strongly, sustainably, proactively participating in domestic, regional and international production and supply chains. Strive to have 70,000 operating enterprises by 2045, contributing about 70% of the province's GRDP.

To achieve the above objectives, Plan No. 149 sets out specific tasks and solutions, including: Organizing propaganda, thoroughly grasping, renewing thinking, reaching high consensus on awareness and action, arousing national confidence and aspirations, creating new impetus and new momentum for private economic development. Promoting reform, perfecting institutions and policies, ensuring and effectively protecting ownership rights, property rights, freedom of business, and equal competition rights of the private economy and ensuring contract enforcement of the private economy. Facilitating the private economy's access to resources of land, capital, and high-quality human resources. Promoting science and technology, innovation, digital transformation, green transformation, effective and sustainable business in the private economy. Strengthening connections between private enterprises, private enterprises with state-owned enterprises and FDI enterprises. Rapidly form and develop large and medium enterprises, private economic groups of regional and global stature. Substantially and effectively support small and micro enterprises and business households. Promote business ethics, promote social responsibility, strongly promote the entrepreneurial spirit, and create all favorable conditions for entrepreneurs to participate in national governance.
