The Department of Education and Training of Thanh Hoa province has recently issued a report proposing plans to review and rearrange public educational institutions in the area. This proposal will be compiled and submitted to the People's Committee of Thanh Hoa province for consideration and decision, with the goal of significantly reducing the number of educational institutions.
Thanh Hoa Department of Education and Training has proposed to arrange 4 main groups, including: Preschool and general education; vocational education centers - continuing education; colleges, intermediate schools and universities.

For 16 border communes, Thanh Hoa province plans to build primary and secondary boarding schools by merging existing primary and secondary schools.
The remaining public preschool and general education facilities will be merged into schools and school sites within the same commune-level administrative unit. Priority will be given to retaining schools with good facilities, convenient transportation and concentrated population.
Sub-schools that do not meet the minimum standards will be dissolved, ensuring that each commune has one kindergarten, one primary school and one secondary school.
The Department of Education and Training proposed merging and converting 23 public vocational education and continuing education centers into 14 vocational high schools.
The Agricultural College and the Medical College will remain the same. In particular, the Thanh Hoa Industrial College will merge with the Nghi Son Vocational College to form the new Thanh Hoa Industrial College.
For public secondary schools, the Transport Vocational Secondary School will remain unchanged. The Mountainous Vocational Secondary School and the Tourism Trade Vocational Secondary School are proposed to develop a plan for autonomy in regular spending and remain unchanged.
Notably, Bim Son Vocational College and Thanh Hoa Industrial Vocational College will merge into Thanh Hoa Industrial College, with a northern branch located at the current headquarters of Bim Son Vocational College. Thach Thanh Vocational College and Nga Son Vocational College are proposed to be converted into two vocational high schools.
Thanh Hoa province also proposed merging the University of Culture, Sports and Tourism into Hong Duc University. The goal is to reduce the number of university education institutions, form a multidisciplinary university, increase student attraction and international cooperation, and focus investment resources to increase the scale and quality of training.
According to the Thanh Hoa Department of Education and Training, after the plans are approved, the arrangement of preschool and general education facilities will be urgently implemented. For public universities, vocational education and continuing education facilities, the number is expected to decrease from 38 to 24 facilities, equivalent to a reduction of 39%.
