The Chairman of the Council is the Minister of Planning and Investment .

The Vice Chairman of the Council is the Deputy Minister of Planning and Investment.

Council members include leaders of the Ministries of Transport, Finance, Natural Resources and Environment, Agriculture and Rural Development, National Defense, Public Security, Construction, Justice, Culture, Sports and Tourism, Science and Technology, State Bank of Vietnam and leaders of the People's Committees of Binh Phuoc and Dak Nong provinces.

The Ministry of Planning and Investment is the standing body of the State Appraisal Council.

The responsibilities and powers of the Council, the Chairman of the Council, the Vice Chairman of the Council, the Council members, and the Council's standing body shall be implemented in accordance with the provisions of Articles 4, 5, 6, 7, and 8 of Decree No. 29/2021/ND-CP dated March 26, 2021 of the Government regulating the order and procedures for appraising important national projects and monitoring and evaluating investments.

The Council dissolves itself after completing its mission.

* It is known that the North - South Expressway Construction Investment Project, Western section Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) (Project) has a length of about 128.8 km, passing through Binh Phuoc province (101 km) and Dak Nong province (27.8 km), with an investment scale of 4 complete lanes, roadbed width of 24.75 m, and one-time site clearance according to the approved planning scale (scale of 6 lanes, roadbed width of 32.25 m).

Regarding the route direction, the starting point of the route is from Km1915+900 of National Highway 14, here the route goes to the left of National Highway 14 in Nhan Co commune, Dak R'lap district, Dak Nong province. The end point of the route is from the intersection with Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, building a new open section of about 2km long connecting with Ho Chi Minh road, Chon Thanh - Duc Hoa section.

After the completion of the North-South Expressway project in the West, Gia Nghia - Chon Thanh section, it will shorten the travel time from Dak Nong province to Binh Phuoc province to Ho Chi Minh City, while facilitating connections to Long Thanh international airport and Cai Mep - Thi Vai port (Ba Ria-Vung Tau province); creating a breakthrough for the region in socio-economic development, attracting investment and ensuring national defense and security.
