Ninh Binh City organizes civil defense cooperation for disaster prevention and control

On April 17, the Ninh Binh City Steering Committee for Natural Disaster Prevention and Control and Search and Rescue held a conference on coordination of civil defense, natural disaster prevention and control and search and rescue (PCTT&TKCN); fire and explosion prevention, forest fires, and collapse rescue in 2024.

Attending the conference were representatives of the Provincial Military Command, Ninh Binh City People's Committee, and wards and communes in the area.

In 2023, the City's Steering Committee for Disaster Prevention and Control actively and proactively coordinated with agencies and units to advise the City People's Committee to develop plans and prepare well in terms of forces, means, materials, and equipment; closely coordinated with military units, city departments and branches, and communes and wards to organize well the coordination work to be ready to evacuate, brace, reinforce works, warehouses, barracks, houses, dykes, embankments, and sewers when storms and floods occur.

During the year, damage caused by heavy rains affected 83.4 hectares of rice and crops, and 3 hectares of aquatic products. There were no floods, explosions, forest fires, or collapses of large structures in the city, and no human casualties.

At the conference, delegates discussed and proposed proactive solutions for PCTT&TKCN, clearly identified key points that need to be implemented in measures for natural disaster prevention, control, search and rescue (PCTT&TKCN); fire and explosion prevention, forest fire prevention, and collapse rescue; discussed and organized close coordination between military and police units in natural disaster prevention and control. Approved the Draft plan for coordination in civil defense, natural disaster prevention and control, search and rescue; fire and explosion prevention, forest fire prevention, and collapse rescue of the city in 2024.

In 2024, the weather and climate situation is forecast to continue to have complicated developments; prolonged sunshine and heat, high temperatures leading to storms and tropical depressions are likely to appear early and last for a long time, which can create dangers for people and make it difficult for search, rescue and relief work when an incident occurs.

To ensure the work of search and rescue, the City's Steering Committee for Search and Rescue continues to synchronously implement solutions to raise awareness, responsibility and effectively carry out the work of search and rescue; prevent and fight fires, forest fires, and rescue collapses.

Prepare thoroughly in all aspects, implement well the plans for natural disaster prevention and control and search and rescue (PCTT&TKCN); prevent and fight fires, forest fires, and rescue collapses with the motto: proactively prevent, combat, detect, and handle promptly. Prepare well the "4 on-site" plan: On-site forces, on-site materials and means, on-site logistics, and on-site command.

When a situation occurs in the area, the City's Steering Committee for Disaster Prevention and Control directs the City's Military Command, the Military Commands of communes and wards to proactively mobilize forces, means and materials on the spot, coordinate with agencies, departments and branches, closely coordinate with reinforced military units, prepare forces and means according to plan, quickly overcome the consequences of natural disasters; ensure safety for natural disaster prevention and control works, protect people and property of the State and people.

At the conference, leaders of the City People's Committee and representatives of the units signed a contract on PCTT&TKCN; fire prevention and fighting, forest fires, and collapse rescue in 2024.
