On the morning of September 17, Prime Minister Pham Minh Chinh and Deputy Prime Ministers chaired the third national online conference on promoting public investment growth momentum by 2025.
Chairman of the Provincial People's Committee Vo Trong Hai and Permanent Vice Chairman of the Provincial People's Committee Nguyen Hong Linh presided at the Ha Tinh bridge.

According to the report at the conference, by August 31, ministries, central and local agencies had allocated and assigned detailed capital investment plans for 2025 for the list of tasks and projects of VND 846,187 billion, reaching 95.66% of the plan assigned by the Prime Minister .
The disbursement of public investment capital from the beginning of the year to August 31, 2025 reached VND 409,174 billion, reaching 46.3% of the plan assigned by the Prime Minister, higher than the same period in 2024. Of which, 8 ministries, central agencies and 22 localities have disbursement rates higher than the national average.


In Ha Tinh, the total capital plan for 2025 allocated in detail for tasks and projects as of September 12 reached more than VND9,916 billion, equal to 217% of the plan assigned by the Prime Minister.
The total disbursement value of the public investment capital plan managed by localities as of September 12 reached more than VND5,371 billion, equal to 116.3% of the plan assigned by the Prime Minister and 54.2% of the plan implemented by localities, higher than the same period last year and among the localities with high disbursement rates in the country.
Discussing at the conference, representatives of ministries, branches, units and localities focused on evaluating the achieved results, clarifying the causes of difficulties and obstacles in allocating and disbursing public investment capital since the beginning of the year; committed to progress and proposed many solutions to promote disbursement of public investment capital in the coming time.
According to analysis, some "bottlenecks" affecting the disbursement of public investment capital in recent times include: site clearance; impacts from the arrangement of administrative units and apparatus organization; problems with legal documents; difficulties in planning, environment, fluctuations in construction material prices, etc.

Concluding the conference, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the results achieved by ministries, branches and localities, especially units and localities with disbursement rates above the national average.
Emphasizing the determination to disburse public investment capital to reach 100% of the plan, the Prime Minister requested ministries, branches and localities to continue to seriously implement telegrams, directives and guiding documents of the Government and the Prime Minister in disbursing public investment capital; strengthen leadership and direction, promote the role of the head, decentralize, delegate authority, and individualize responsibilities; have high determination, make great efforts, and take drastic actions in the spirit of "6 clear".
Urgently allocate the remaining capital to projects according to the assigned plan; mobilize the entire political system to participate in site clearance, strengthen information and propaganda to create consensus in the whole society; assign specific leaders and officers in charge of each project, build a progress critical path; closely follow reality, review and classify according to project progress to remove difficulties and obstacles, urge contractors to speed up construction progress to speed up the disbursement rate, especially for key national works and projects.
Removing difficulties and obstacles, ensuring the supply of construction materials for projects; adjusting capital from slow-disbursement projects, projects with no possibility of disbursement to projects with good disbursement and needing additional capital; doing better in investment preparation... The Prime Minister noted that the implementation process must ensure the progress and quality of projects and ensure procedural processes, safety and environmental sanitation.
