Gia Lai speeds up disbursement of public investment capital

(GLO)- Compared to previous years, the implementation of the 2025 public investment capital plan of Gia Lai province has encountered many difficulties. In that context, the investor has made efforts and urged contractors to speed up the progress of projects, as a basis for capital settlement.

By the end of August 2025, the whole province had disbursed more than VND 8,443 billion, reaching 60.38% of the total capital plan for the year.

Investors strive to overcome difficulties

In early 2025, due to prolonged rains, most of the province's key transport projects with large public investment capital could not be implemented and payment volume was not received, greatly affecting the province's overall disbursement rate.

Furthermore, the process of operating the 2-level local government model has changed responsibilities and powers to perform tasks, more or less affecting the progress of project works and the disbursement of public investment capital. In this situation, units, investment agencies, and contractors are trying to speed up the construction progress and disbursement of capital.

At the coastal road construction site, from National Highway 1D to the new National Highway 19, there are often many groups of workers handling the roadbed and constructing many items, the working atmosphere is very urgent.

Mr. Dao Duy Tung - Director of Construction Joint Stock Company 510, one of the construction units of the road - said: The company cooperated with Bridge Construction Joint Stock Company 75, Dacinco Construction Investment Joint Stock Company to build bridges and spillways to overcome floods in Nhon Binh, Song Dinh, Ha Thanh under package No. 2, worth nearly 391 billion VND.

"In addition to the investor's attention and support, the contractor itself also determined that ensuring the progress and quality of the project would reduce input costs and increase the company's reputation, so it devoted all its efforts to implementing it. Currently, we have completed more than 70% of the work volume, ensuring the investor's requirements," said Mr. Tung.

Mr. Luu Nhat Phong, Director of the Provincial Traffic and Civil Project Management Board, said: "We proactively develop detailed plans on construction progress and disbursement progress for each project and require contractors to commit to implementation from the beginning of the year."

According to Mr. Phong, the completed work volume is quickly settled, creating motivation for contractors to promote their capacity and complete the packages soon. Thanks to that, the construction progress and disbursement of investment capital for projects invested by the unit are all guaranteed to meet the requirements. The Provincial Traffic and Civil Project Management Board is determined to disburse all the allocated capital plan.

Speed ​​up construction and capital disbursement

Not only at the provincial level, the task of capital disbursement has also been actively and effectively implemented by communes and wards. For example, Phu My Dong commune has disbursed 41,257 billion VND, reaching 93.38% of the total capital plan assigned by the province.

Mr. Tran Minh Thong - Chairman of Phu My Dong Commune People's Committee - shared: Immediately after the projects were approved by competent authorities, the locality selected capable and experienced investors to implement the projects.

During the implementation process, the Commune People's Committee has always proactively supported the construction unit to quickly resolve arising issues, and at the same time quickly settle the completed work volume. Currently, the commune is promoting the renovation and repair of My An Medical Station and the Commune People's Committee headquarters, ensuring the disbursement of all capital plans allocated by the province.

By the end of August 2025, the whole province had disbursed more than VND 8,443 billion, reaching 60.38% of the total capital plan for the year, of which the provincial budget capital had disbursed more than VND 6,691 billion, reaching 62.45%; the central budget capital had disbursed nearly VND 1,752 billion, reaching 53.61%.

Currently, the volume of work at the completed construction site that is in the process of carrying out payment procedures is quite large, so the rate of public investment capital disbursed in the coming time will increase.

However, to achieve the target of disbursing 100% of the planned public investment capital for 2025 by the end of January 2026, provincial leaders regularly remind units not to be subjective, because the remaining undisbursed capital is still large, in addition to the unusual weather, affecting the construction progress of works and projects.

At the meeting to evaluate the socio-economic situation in the past 8 months and deploy tasks in September, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized: Public investment capital accounts for a large proportion of total investment expenditure. Accelerating construction and speeding up capital disbursement is the responsibility of the entire political system, ensuring the goal of sustainable economic growth. Therefore, departments, branches and localities inspect, review and make detailed disbursement plans for each project on a monthly and quarterly basis; at the same time, promptly remove difficulties and obstacles and take responsibility for the disbursement results of each project, considering this an important basis when assessing the level of completion of assigned tasks in 2025.
