Rules of the photo and video contest 'Happy Tay Ninh

Pursuant to Decision No. 1774/QD-BTC dated September 18, 2025 of the Organizing Committee of the photo and video contest "Happy Tay Ninh - Happy Tay Ninh 2025".

I. General provisions

1. Scope of application: The contest rules apply to members of the Organizing Committee, Jury, Secretariat and organizations and individuals participating in the photo and video contest "Happy Tay Ninh - Happy Tay Ninh 2025" organized by the Department of Culture, Sports and Tourism of Tay Ninh province (hereinafter referred to as the Contest).

2. Contestants

- Authors or groups of authors whose works are submitted must be Vietnamese citizens or foreigners aged 15 years or older. Members of the Organizing Committee, Jury, and Secretariat are not allowed to participate.

- Contest entries must be created in Tay Ninh province between July 1, 2025 (merged into the new Tay Ninh province) and October 15, 2025.

3. Regulations on contest entries

3.1. The entry must be a work that has been submitted to the Happy Vietnam 2025 contest at: https://happy.vietnam.vn/ .

3.2. Content of the contest entry - Does not violate the Party's guidelines and policies, the State's laws and regulations and the contest's regulations; is consistent with the customs, traditions and culture of the Vietnamese nation and people.

- Reflecting the happy life of Tay Ninh people from many perspectives, from material and spiritual life to the cultural, historical and natural values, rich, unique and beautiful of Tay Ninh province; arousing pride and aspiration for development in all classes of people joining hands to build Tay Ninh to be more and more prosperous, civilized, prosperous and happy.

- Introduce and promote the image of Tay Ninh land and people; development achievements in all areas of political, economic, cultural - social life, national security and defense of Tay Ninh province. Encourage the introduction of destinations and tourism products of Tay Ninh.

- Convey valuable knowledge, attract strong public interest, and have wide spread domestically and internationally.

3.3. Form of entries

- The contest has 02 (two) categories: Photo and Video. There is no limit on the style of expression.

- Entries must be new, have never won an award or been selected for exhibition at regional, national or international awards organized or jointly organized by the Vietnam Association of Photographic Artists; the work must not violate the copyright of any individual or organization.

- Author name: Each author can only participate with one name (real name or pen name with supporting documents to identify the real name). The photo work is created by the author himself and he is responsible before the law for copyright ownership. The Organizing Committee will cancel the selection results and revoke the prize if the work is found to be in violation of the regulations.

a) Contest photos

- Contest photos must be single photos or photo sets in digital format, photo files must be in JPG format. The shortest dimension must be at least 3,000 pixels. Each photo file must have the name of the work, clearly marked, and no abbreviations.

+ Single photo: Each photo is a work. Number of single photos submitted: Maximum 10 single photos.

+ Photo series: Each photo series is considered a work, including a minimum of 05 photos and a maximum of 10 photos (The author must number each photo in the series). Number of photo series submitted: Maximum of 02 photo series.

+ In case the author submits both single and series photos, the single photo must not be the same as the photo in the series.

+ In case the contestant submits both photos and videos, the contest photo (single photo/photo series) must not be the same as the image in the video.

- Photos must not have borders or display information such as: names, watermarks, locations, etc.

- Photographs must be created using realistic methods. Photos that are cropped, added, removed or distorted from reality are not accepted.

b) Contest videos

- Contest videos must be in digital format, video files must be in mp4 format. Video image quality must be at least Full HD or higher. Each video must be no longer than 03 minutes in length. File size must not exceed 500MB. Contest entries are encouraged to invest in techniques (flycam filming, sound effects, images, cinematic techniques) appropriate to the theme of the Contest.

- The author must send the commentary used in the video (in hard copy or .docx/.pdf file attached to the video file); it is recommended to have narration or subtitles in 02 languages: English and Vietnamese. The commentary content must not exceed 1,000 words (maximum 02 A4 pages).

- Each author can submit up to 05 video entries. The name of the author and the representative of the author group must be taken from the name on the citizen identification card or passport.

- Contest videos include the following genres: Reportage, documentary, short video clip, skit... recorded with any device with video recording function.

- The content and plot are clear and consistent with the theme message of the Contest. The video is an original media product, copyrighted by the author, not copied from any source without permission for copyright of images, sounds, dialogue, etc.

- Characters appearing in the video must have the consent of the character or that character's guardian.

- The Organizing Committee will not accept requests that do not meet the requirements.

3.4. The winning work is considered a published work. The Organizing Committee has the right to use it in any form or means to serve public duties, political propaganda, promotion... according to the provisions of the Law on Intellectual Property which stipulates exceptional cases that do not infringe copyright.

The organizers will not return the works to the authors.

4. Competition duration

- Launch the contest:

+ Time: In September 2025.

+ Form: Notice in writing and on mass media.

- Submitting entries:

+ Time: From the date of the Competition Launch Announcement to 4:00 p.m. on October 15, 2025.

+ Form:

* Application documents include:

(1) Application form according to the attached form.

(2) Contest entries must be color printed photos or photo and video files stored in a USB or a link to store contest entries online (files can be downloaded for scoring).

(3) Screenshot proving that the work has been submitted to the contest "Happy Vietnam - Happy Viet Nam 2025".

(4) Photocopy of identity document to identify the contestant's information.

- Award selection organization:

+ Time: From October 16 to November 10, 2025.

+ Format: The judges score directly.

- Competition summary and award ceremony: + Time: November 2025. + Format: Competition summary and award ceremony held in Long An ward, Tay Ninh province.

II. Exam scores

1. Scoring principles

- Objectivity, fairness, compliance with the contest rules and scoring scale; upholding the responsibility and independence of the jury members in scoring the contest entries.

- The score of each entry is the average score of the jury members.

- Before marking the exam, the Head of the Jury will inform the members of the Jury about the contest rules, the scoring scale, and the scoring sheet for each exam section. The examiner will score according to the scoring scale announced by the Organizing Committee; record the score for each criterion; the total score of the exam section, comment on the strengths and weaknesses of each candidate's exam section on the scoring sheet; sign and clearly state the full name of the examiner.

- The Secretariat shall summarize the scores of each entry into the Exam Score Summary Form as prescribed by the Organizing Committee. The summarization of exam scores shall be carried out accurately and objectively; ensuring confidentiality of the exam results until the end of the Contest.

- Maximum score for each part of the test: 10 points.

- The score of each part of the test is not less than: 08 points.

- Smallest point unit: 0.1 point.

III. Selection criteria and award structure

1. Selection criteria

The Organizing Committee will base on the exam scores scored by the Jury to consider granting certificates and awards to the contestants, specifically:

- Select entries with scores from highest to lowest to propose rewards according to the award structure.

- In case the works have the same score, the Organizing Committee will base on the score in Section 2 of the scale to choose the work with the higher score; if the score in Section 2 of the scale is also the same, the Organizing Committee will discuss with the Jury to propose a reward; the opinion of the Jury is the basis for the Organizing Committee to make the final decision.

2. Awards: 02 categories of Photos and Videos, specifically:

a) Photo:

- 01 First Prize: Bonus of 5,000,000 VND + Certificate from the Organizing Committee.

- 01 Second Prize: Prize of 3,000,000 VND + Certificate from the Organizing Committee.

- 02 Third Prizes: Bonus of 2,000,000 VND + Certificate from the Organizing Committee.

- 05 Consolation prizes: Bonus of 1,000,000 VND + Certificate from the Organizing Committee.

b) Video:

- 01 First Prize: Bonus 10,000,000 VND + Certificate from the Organizing Committee.

- 01 Second Prize: Bonus of 5,000,000 VND + Certificate from the Organizing Committee.

- 02 Third Prizes: Bonus of 3,000,000 VND + Certificate from the Organizing Committee.

- 05 Consolation prizes: Bonus of VND 1,500,000 + Certificate from the Organizing Committee.

* Note: The Organizing Committee will deduct personal income tax according to current regulations./.
