Piloting a special mechanism: "If not done, the mechanism shirt will forever be tight"

The Vice Chairman of the National Assembly said that the resolution gives localities new and different policies, but it needs to be accompanied by policies on decentralization and delegation of power so that the specific policies can truly come into life.

Emphasizing that “the mechanism shirt is too tight for the country’s strong body like at the age of 18 or 20, so there needs to be a larger shirt to promote resources and develop the country quickly and sustainably,” Vice Chairman of the National Assembly Tran Quang Phuong said that piloting a number of mechanisms and policies for Nghe An province and Da Nang city is very necessary.

Need to decentralize and assign responsibilities

Speaking at the discussion session in the afternoon of May 31, the 7th Session, on the content of the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province and the organization of an urban government model and a number of specific mechanisms and policies for the development of Da Nang city, Vice Chairman of the National Assembly Tran Quang Phuong expressed his hope that the pilot implementation will be effective and can be replicated nationwide.

Vice Chairman of the National Assembly Tran Quang Phuong said that since the beginning of this term, the National Assembly, the Government and localities have discussed piloting a number of specific mechanisms and policies to promote effective economic development. The first implementation will be for localities with strengths in budget growth, with revenue sources contributing to the State budget or large cities, "locomotives" of economic centers, as well as "locomotives" of the country such as Hanoi, Ho Chi Minh City and Da Nang.

To effectively implement, Vice Chairman of the National Assembly Tran Quang Phuong emphasized many times when the Government submitted, the National Assembly Standing Committee also raised a number of questions such as whether the current policy is unique? Is it outstanding? What are the strengths of the mentioned locality? From there, the National Assembly raised the requirement: "It is necessary to design specific policies so that they are feasible but do not break the legal system, ensuring unity."

Vice Chairman of the National Assembly Tran Quang Phuong also said that the piloting of specific mechanisms and policies is closely related to administrative procedures, especially decentralization.

“We give localities new and different policies, but along with that are policies on decentralization and delegation of power to reform administrative procedures in terms of order and procedures, so that the new policies can come into life,” Vice Chairman of the National Assembly Tran Quang Phuong emphasized.

According to Vice Chairman of the National Assembly Tran Quang Phuong, many special and outstanding policies are difficult to implement effectively without accompanying conditions; including Resolution No. 43 on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program; and the same goes for the special development policies to come.

Citing lessons learned from practical research in Shanghai (China), Vice Chairman of the National Assembly Tran Quang Phuong said that all agencies have helped Shanghai build and design policies and are currently implementing a very large and effective free trade zone, in which decentralization and delegation of power are thoroughly implemented.

“Therefore, I think the main way to do it is still decentralization and delegation of power. That is, handing it over to the locality and taking responsibility before the Party and the people. Central agencies only need to help the locality implement effectively, not come down to find fault with why this or that is stuck,” Vice Chairman of the National Assembly Tran Quang Phuong added.

On that basis, Vice Chairman of the National Assembly Tran Quang Phuong emphasized that decentralization and delegation of power to Da Nang city to pilot the first free trade zone is necessary, because this locality has limited land and a small population.

Regarding Nghe An province, Vice Chairman of the National Assembly Tran Quang Phuong emphasized that the current pilot policies are very suitable to the local characteristics. Based on many aspects of calculation, the Government and the National Assembly Standing Committee have also agreed.

“I hope that the National Assembly delegates will support it. If we keep discussing whether this law or that law is correct without piloting it, it will be very difficult. If that happens, our institutional shirt will forever be tight and unable to expand compared to the developing body of the country. Therefore, in my opinion, we have to do something first. Only by doing can we understand the situation; from there, we can summarize, evaluate, legalize, and replicate it,” the Vice Chairman of the National Assembly emphasized.

Define mechanisms to avoid entanglement

Expressing his agreement with the content of the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, Secretary of the Bac Kan Provincial Party Committee Hoang Duy Chinh (Head of the National Assembly Delegation of Bac Kan province) said that this is very necessary for the locality to promote its potential and make breakthroughs for development.

“Although the Central Government has paid great attention and issued resolutions on the development of Nghe An province over the years, there is still a lack of policy mechanisms; which leads to the fact that although there are policies and political determination, the legal basis for implementation is very difficult. Therefore, Nghe An has not been able to promote its potential and advantages,” Mr. Chinh shared.

From the above reality, the Secretary of the Bac Kan Provincial Party Committee suggested that the Central Government needs to clearly decentralize power, "once assigned, it must be associated with responsibility for implementation," so that localities can pilot specific mechanisms and policies for effective implementation.

As a locality selected to pilot the addition of a number of specific development mechanisms and policies, Nghe An Provincial Party Secretary Thai Thanh Quy said that in the initial proposal report, the province has prepared very detailed content and boldly proposed many policies such as increasing investment resources; especially decentralizing authority to the province to implement in areas requiring investment and development.

However, after many rounds of consultation, there are currently 14 policies remaining.

The Secretary of the Nghe An Provincial Party Committee also noted some adjustments due to inconsistent requests from ministries and branches, leading to changes. For example, when determining the additional balance capital from the central budget to the local budget, the tax balance from production, processing and mineral exploitation establishments in the Western region (Western districts, Nghe An) was not taken into account.

“We proposed that the whole Nghe An province, the Ministry of Finance agreed, but the Ministry of Planning and Investment only proposed in the Western region. It would be more appropriate to propose in Nghe An province,” Secretary Thai Thanh Quy stated.

Citing lessons from the special resolution on granting authority to change the purpose of rice-growing land (implemented in many provinces, including Nghe An province) talking about the story of "2 rice" - "1 rice" (rice-growing land with 1 crop, 2 crops) implemented from 2023, the Secretary of Nghe An Provincial Party Committee said: "At first, it was recorded as 2 rice and from 2 rice, it was converted back; once the conversion was allowed, 1 rice was natural, but then it became expensive and could not be done."

Therefore, at the discussion session in group 3, taking place this afternoon, Nghe An Provincial Party Secretary Thai Thanh Quy said that the National Assembly delegates of the Nghe An Provincial National Assembly Delegation requested that the content of the draft resolution needs to be clearly defined, so that there will be no problems when implementing./.

The basic content of the draft Resolution stipulates 4 groups of fields with a total of 14 specific policies for the development of Nghe An province, including: State financial and budget management (4 policies); Investment management (6 policies); Urban and forest resource management (2 policies); Organization and staffing (2 policies).
