The National Assembly passed an absolute ban on alcohol concentration while driving.

(Dan Tri) - This morning the National Assembly passed the Law on Road Traffic Order and Safety with the approval of the vast majority of delegates.
On the morning of June 27, with 388/450 delegates in favor (accounting for 92.59%), the National Assembly passed the Law on Road Traffic Order and Safety. Of which, 92.18% of National Assembly delegates agreed with the regulation prohibiting driving vehicles on the road with alcohol concentration in blood or breath.

Previously, in the report explaining, receiving and revising the draft Law on Road Traffic Order and Safety, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi said that many opinions agreed with the regulation prohibiting driving vehicles on the road with alcohol concentration in blood or breath. However, some opinions said that there should be a minimum threshold; some other opinions suggested presenting two options to seek opinions from National Assembly deputies. The National Assembly Standing Committee believes that the above regulation is not new content but inherits the provisions of the 2008 Road Traffic Law and is consistent with the 2019 Law on Prevention and Control of Alcohol and Beer Harms. According to Mr. Toi, in this draft law, if the regulation is not continued, there will be a risk of increasing violations of road traffic safety and order, road traffic accidents... going against the efforts of the entire political system, causing waste of effort and money of the state and people in recent times.

At this session, the National Assembly Standing Committee asked for opinions from delegates and 388 delegates gave their opinions. Of these, 293 delegates agreed with the "prohibition of driving a vehicle on the road with alcohol in the blood or breath". 95 delegates proposed "prohibiting the lowest limit of alcohol in the blood and breath for drivers of vehicles on the road". Based on the majority of delegates agreeing with this regulation, the National Assembly Standing Committee proposed that the National Assembly continue to implement the regulation prohibiting driving a vehicle on the road with alcohol in the blood or breath. In addition, the National Assembly Standing Committee directed the Ministry of Health to provide regulations on determining alcohol concentration and endogenous alcohol concentration in the blood as a basis for determining cases of alcohol concentration due to the use of wine, beer or other alcoholic beverages. In addition, some opinions suggested adding the regulation that "children under 10 years old or under 1.35m tall when traveling in a car carrying less than 10 people are not allowed to sit in the same row as the driver when participating in road traffic". Some opinions suggested removing the content "without an adult sitting with" when traveling with children. In response to the opinions, the National Assembly Standing Committee directed the adjustment in Clause 3, Article 10 of the draft Law. Regarding ensuring traffic order and safety for cars carrying students and preschool children, the National Assembly Standing Committee proposed that the National Assembly add the regulation that cars used for transportation business to transport students and preschool children or cars used for transportation business combined with student and preschool child pick-up and drop-off activities must have a device with the function of warning and preventing children from being left in the car.
