On September 25, the Ho Chi Minh City Party Committee Working Group led by Mr. Dang Minh Thong, Deputy Secretary of the City Party Committee, inspected and supervised the leadership, direction and organization of the implementation of the two-level local government model in Bau Bang and Tru Van Tho communes.

Lack of specialized staff at department level
Reporting to the delegation, comrade Vo Van Truong, Standing Deputy Secretary of the Party Committee of Tru Van Tho commune, said that the team of cadres and civil servants of the commune basically has professional qualifications, training majors and experience suitable for the current job positions. However, the team of cadres and civil servants still has limitations such as skills in applying information technology, data analysis, and foreign languages that do not meet the requirements. Some positions are not really suitable for their training majors. The work pressure is high, many positions have to be held concurrently...
Notably, the Commune Economic Department has 12 job positions but currently only has 7 staff.
The Department of Culture and Society currently has no medical professionals, while this agency is responsible for 4 areas with 98 tasks, but has only 2 leaders and 4 civil servants, leading to overload. In addition, the department also has no accounting professionals, affecting the consultation and implementation of regimes and policies for the people.
Therefore, Tru Van Tho commune recommends that the city soon provide guidance on the staffing framework and job positions suitable for the 2-level government model, as a basis for developing a plan for staff usage and streamlining.

Similarly, comrade Nguyen Phu Cuong, Secretary of the Bau Bang Commune Party Committee, said that the total number of cadres, civil servants and public employees in the commune is currently 90 people, of which the commune-level professional agencies (including non-professional workers) are 52 people. Based on the arrangement and reorganization plan when merging, the Standing Committee of the Commune Party Committee has allocated staff and assigned tasks in accordance with expertise and work experience, meeting practical requirements.
However, the commune is currently lacking human resources in some important areas. Specifically, the Economic Department has 12 job positions but is currently lacking 6 positions.
Or the Department of Culture and Society has 10 job positions, currently lacking 4 positions. Therefore, Bau Bang commune recommends to soon assign the staffing quota for the missing positions, issue a document guiding the staffing according to job positions so that the locality has a basis for recruiting and selecting personnel.

Procedures arise that are not yet regulated.
Regarding administrative procedures, Tru Van Tho commune said that the People's Committee has implemented 363/363 internal procedures under its authority, all of which are configured on the Information System for Handling Administrative Procedures. However, in reality, in the locality, there are still some procedures that are not included in the regulations such as: confirming legal housing for permanent residence registration, confirming difficult households, confirming no house number, confirming rubber liquidation...
The commune proposed that the city add administrative procedures that have arisen but have not been officially regulated to the list of administrative procedures, in order to meet practical requirements at the grassroots level.
Similarly, as of September 23, 2025, Bau Bang commune has received 1,127 applications. Of which, online applications account for the majority with 1,090 applications, and direct applications are 37.
Notably, in reality, the locality still has many procedures that have not been officially regulated, with 437 records outside the list of administrative procedures. These are procedures for providing land information, confirming livestock locations, confirming legal housing status for permanent registration, confirming common access, adjusting residential land location, confirming difficult circumstances to reduce tuition fees, etc.
Bau Bang Commune recommends that the City issue a document on decentralization and delegation of specific powers to the commune to facilitate the implementation of tasks. Specifically, there is currently no guidance on the house numbering process; project appraisal; no decentralization or delegation of power on construction quality management and road management to approve the connection of technical infrastructure to roads managed by the commune...

Concluding the working session, Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong acknowledged and highly appreciated the efforts of the two localities in recent times.
He also noted that localities need to clearly assess the positive and negative aspects, and fully acknowledge the difficulties and obstacles. Issues that are directly responsible for supporting the people, such as transmission lines or software, must be handled immediately. At the same time, attention should be paid to education , and facilities and equipment for teaching and learning should be reviewed.
In real estate management, it is required to review the effectiveness of the use of public housing and land funds after the merger, ensuring proper and effective exploitation. Party committees and authorities at all levels must urgently complete and issue action programs and specific plans to implement the congress resolution; at the same time, develop plans to inspect, supervise, and perfect human resources in conjunction with planning and training of staff.
In the context of Ho Chi Minh City implementing the master plan, localities must proactively review and promptly report problems for resolution. At the same time, pay attention to resolving policies and regimes for officials and civil servants; focus on handling existing problems and limitations, closely follow and specify each task to effectively implement.
