On the morning of October 2, member of the Central Inspection Commission Nguyen Van Hoi led the Regular Supervision Team No. 2030 to have a working session with the Standing Committee of the Lam Dong Provincial Party Committee on the activities of the two-level local government. Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Lam Dong Provincial Party Committee Ho Van Muoi received and worked with the Working Group.

Representative of the Working Group, Member of the Central Inspection Commission Nguyen Van Hoi acknowledged Lam Dong's efforts in implementing a two-level local government. Although there are still many difficulties, the image of Lam Dong's local government is very good in the general picture of neighboring localities.
“To operate the two-level government effectively and efficiently, Lam Dong must identify this as a key task. The work of arranging and organizing the new government must be in accordance with expertise and tasks. All must minimize gaps in the arrangement of positions and jobs,” Central Inspection Commission member Nguyen Van Hoi requested.

According to Central Inspection Commission member Nguyen Van Hoi, Lam Dong needs to identify difficulties and obstacles, and from there, propose effective operational solutions. Regarding policies and regimes for cadres, civil servants and public employees, they need to be implemented quickly and practically.
After more than 3 months of operating the two-level local government, the Party committees, agencies and units in Lam Dong have thoroughly grasped and seriously implemented the resolutions, conclusions and directions of the Central and local governments. After the arrangement, the two-level local government in the area has been operating smoothly.

The staff, civil servants and public employees uphold the sense of responsibility, overcome limitations and difficulties, and perform well the assigned tasks. The operations of the Public Administration Service Centers at all levels ensure smooth operation, promptly resolving administrative procedures for people and businesses.
However, in the process of operating the two-level local government, the arrangement of cadres and civil servants in some localities is not suitable. The field of resolving regimes and policies for cadres, civil servants, public employees and workers still faces many difficulties.

Offices and public administrative offices in many localities do not meet the prescribed standards. The handling of administrative procedures is sometimes inadequate in some places.
At the working session, the Working Group requested the Standing Committee of the Lam Dong Provincial Party Committee to clarify many related contents. Localities need to review and supplement specific data on positions and jobs in communes, wards and special zones. Regarding the issue of staffing the right people for the right jobs, localities must self-regulate, ensuring the right positions, expertise, etc.

At the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Provincial People's Committee Party Committee Ho Van Muoi affirmed: Compared to other provinces and cities, the process of operating the 2-level local government in Lam Dong encountered many difficulties. Because when merging the 3 provinces of Lam Dong (old), Binh Thuan (old), Dak Nong (old), the locality had a lot of trouble with the issue of administrative boundaries, the proportion of ethnic minorities and people.
“Up to this point, Lam Dong confidently affirms that the initial difficulties and hardships have been basically resolved. Lam Dong today has a very high level of solidarity and unity in leadership, direction and management. In particular, all levels and sectors from the province to the grassroots operate with a very new spirit and momentum,” affirmed Chairman of the Provincial People’s Committee Ho Van Muoi.

The Chairman of the Provincial People's Committee emphasized that during the operation, Lam Dong has always received great attention from the Central Government. This attention has created a lot of pressure for the locality. Therefore, after just over 1 month of operation, Lam Dong is the first province in the country to implement the program "I am a commune cadre", with more than 730 department and branch cadres being seconded to support communes and wards.
During the operation, the Provincial People's Committee has requested the Secretaries and Chairmen of communes and special zones to reassign cadres, civil servants, public employees and workers to the correct expertise and position. Departments and branches have increased professional training and expertise for local cadres.
At the working session, the Chairman of Lam Dong Provincial People's Committee proposed the Working Group the following recommendations: The Central Government should pay attention to and support Lam Dong in implementing the Land Data Digitization Project; remove difficulties to the final results regarding bauxite and titanium, creating conditions for projects and investors to come into operation.
From July 1 to September 29, 2025, Lam Dong received 402,719 records on the province's Information System. Of which, the number of records resolved and returned to people was 365,547 records, accounting for 97.34%; the number of overdue records was 9,698 records, accounting for 2.66%. The number of records being processed was 37,469 records; the number of overdue records was 2,850 records.
