Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of two major projects worth VND182,000 billion in Hai Phong.

This is an important and practical event to welcome the Hai Phong City Party Congress for the 2025-2030 term, towards the 14th National Congress of the Party.

On the afternoon of September 26, at Kien Hung commune, Hai Phong City People's Committee coordinated with Vingroup Corporation to organize the groundbreaking ceremony of the Tan Trao Industrial Park Infrastructure Development Investment Project (Phase 1) and Hai Phong LNG Thermal Power Plant Project.

This is an important and practical event to welcome the first Congress of Hai Phong City Party Committee, term 2025 - 2030, towards the 14th National Congress of the Party.

Attending the groundbreaking ceremony were comrades: Pham Minh Chinh, Politburo member, Prime Minister; Nong Duc Manh, former General Secretary of the Communist Party of Vietnam; Nguyen Minh Triet, former President; Nguyen Thi Kim Ngan, former Chairwoman of the National Assembly; Phan Dien, former Standing member of the Secretariat.

Also attending were Party Central Committee members, former Party Central Committee members; leaders of central departments, ministries, branches, and organizations; leaders of neighboring provinces and cities; and international guests.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh assessed that the two projects are of great importance in the context of the country promoting economic restructuring, renewing the growth model, and developing based on green economy, digital economy, science and technology, and innovation. The two projects will contribute to industrial development, attracting selective foreign investment with high technology, modern management, training high-quality human resources; developing green energy, and responding to climate change.

The Prime Minister welcomed Hai Phong for promptly and actively implementing the Party's policies and guidelines, calling for investment, and mobilizing resources in key areas.

The Prime Minister requested ministries and branches to continue to support, Hai Phong to continue to promote the spirit of "saying is doing", especially in site clearance, implementing procedures, creating favorable conditions for businesses with the spirit of "all for the common good", not allowing corruption, negativity and waste to occur.

Prime Minister Pham Minh Chinh also asked project investors to promote the motto of "fast, green, sustainable development", fulfill their commitments, speed up project progress and ensure quality, technique, aesthetics, safety, environmental sanitation, and create more jobs for people.

The Prime Minister hopes that the Tan Trao Industrial Park Project will be implemented quickly, attracting selective investment, prioritizing high-tech projects; the Hai Phong LNG Thermal Power Plant project will quickly implement procedures, combine with foreign investors to transfer technology, and strive to inaugurate 1 year earlier.

Comrade Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee stated at the groundbreaking ceremony: After 9 months since the establishment of the Southern Coastal Economic Zone of Hai Phong, 2 key projects with large total investment have been started, affirming the superior policy in attracting investment into the economic zone. This is also a concrete result in leadership and direction; the drastic, synchronous and effective participation of the entire city's political system, aiming to realize the four strategic strategies, especially Resolution 68 of the Politburo on private economic development in the area; creating strong momentum, promoting new growth, and is also an important result achieved from the city's Investment Promotion Conference on July 15, 2025.

The Chairman of the City People's Committee emphasized that the Southern Coastal Economic Zone of Hai Phong is oriented to develop into a comprehensive, multi-industry, multi-functional economic zone following the green growth model, circular economy, sustainable development; focusing on high-tech industry, seaport services and modern logistics. Including the Free Trade Zone with breakthrough mechanisms and policies, becoming a pioneering marine economic center. This will be the main growth of the city and the Red River Delta.

With the development of the Southern Economic Zone, starting with two important projects invested by Vingroup, it will contribute to realizing the goal of making Hai Phong the leading economic center of the country, a strategic trade hub of the region and the world; a large seaport city, a pioneer in industrialization, digital transformation, green transformation and innovation; perfecting synchronous infrastructure, multimodal connectivity; promoting the values ​​of world natural and cultural heritage, ensuring national defense and security; deeply integrating internationally, towards a Hai Phong that is comprehensively developed, sustainable and livable.

To achieve the set goals, the city has identified a number of targets to be achieved in the coming term: GRDP increases by an average of 13%/year, striving for 14%/year; state budget revenue reaches 245,500 billion VND, of which domestic revenue reaches 122,000 billion VND; total investment capital implemented in the area reaches 2.4 million billion VND; export turnover reaches 75 billion USD or more. By 2030, the city will have about 87,000 operating enterprises; 32,900 social housing units will be completed; by 2028, there will be no more poor households in the area.

The Chairman of the City People's Committee respectfully thanked the Government, the Prime Minister and relevant ministries and branches for creating the most favorable conditions for the establishment of the Southern Hai Phong Coastal Economic Zone and the commencement of the two projects.

The city leaders acknowledged and commended Vingroup Corporation, departments, branches, sectors, and the Party Committee and government of Kien Hung commune for their efforts in implementing investment procedures and site clearance, contributing to the projects being started on schedule. At the same time, they sincerely thanked the people of Kien Hung and Nghi Duong communes for their agreement, support, and handover of site, creating favorable conditions for the project to be implemented as planned.

In order for the projects to be completed and put into operation soon, the Chairman of the City People's Committee requested investors to focus maximum resources to complete the technical infrastructure of Tan Trao Industrial Park (phase 1), striving to complete the entire project before the second quarter of 2030, ahead of the approved schedule.

The joint venture of investors Vingroup Corporation - JSC and VinEnergo Energy JSC focuses all resources with the highest determination to deploy and complete the Hai Phong LNG Thermal Power Plant Project, connecting to the national grid before 2030 as committed.

The People's Committees of Kien Hung and Nghi Duong communes continue to urgently complete the site clearance work of Tan Trao Industrial Park (phase 1), handing over to the investor on schedule.

The Hai Phong Economic Zone Management Board takes the lead, closely coordinates with departments, branches, localities and investors; regularly monitors, urges, promptly removes difficulties, and creates the most favorable conditions for projects to be implemented on schedule.

According to the representative of Vingroup Corporation, the Tan Trao Industrial Park Infrastructure Development Investment Project is invested by Vinhomes Hai Phong Industrial Park Investment Joint Stock Company. The project has an area of ​​nearly 227 hectares, located in Kien Hung and Nghi Duong communes, with a total capital of more than 4,000 billion VND in phase 1. The project will be built in 5 years, from the second quarter of 2025 to the end of the second quarter of 2030.

After completion, the industrial park will become a major center of new industry and technology with advanced technical infrastructure, attracting investment in many sectors such as: electricity, electronics, telecommunications, pharmaceuticals, supporting industries, new materials, clean energy industry, renewable energy... In particular, this place will gather tens of thousands of high-quality human resources from all over the country and internationally. With its scale, location and synchronous development orientation, Tan Trao industrial park will be one of the new growth drivers contributing to increasing investment attraction for Hai Phong and becoming a model industrial center of the country.

The Hai Phong LNG Thermal Power Plant Construction Project is located in the land of Tan Trao Industrial Park, invested by the Joint Venture of Vingroup Corporation - Joint Stock Company and VinEnergo Energy Joint Stock Company.

The project covers an area of ​​nearly 100 hectares, with a total capital of more than 178,000 billion VND. The project will be built in 5 years and is expected to be operational by the end of 2030.

The plant will provide about 9.6 billion kWh/year (phase 1) and 19.2 billion kWh/year (phase 2), both meeting the electricity demand for production in the entire Tan Trao industrial park and adding a large capacity source to the national grid, supporting the regulation of the grid system and reducing dependence on traditional energy sources.

The plant has a designed capacity of 4,800 MW (phase 1 is 1,600 MW; phase 2 is 3,200 MW). This will be the largest thermal power plant in Vietnam - according to the Government's Power Plan VIII and is among the world's leading LNG power plants.
