Amending Circular 29 to suit new reality

According to Deputy Minister Pham Ngoc Thuong: In the 2025-2026 school year, the education sector will continue to implement Circular 29 regulating the management of extra teaching and learning.

In the new context, from a three-level government to a two-level government, the regulations on the management of extra teaching and learning have some contents that need to be revised. Therefore, the Ministry of Education and Training will soon have amendments to Circular 29 to make it suitable for the new reality.

The General Education Department (Ministry of Education and Training) is being asked to advise on revising Circular 29. "However, there is one consistent principle that remains unchanged, which is to limit the spread of extra teaching and learning" - Deputy Minister Pham Ngoc Thuong said.

Evaluating the management of extra teaching and learning in Ho Chi Minh City in recent times, Mr. Thuong said: "Ho Chi Minh City has done well, now it needs to do even better."

In addition to the above requirements, at the conference, Deputy Minister of Education and Training Pham Ngoc Thuong assessed: After the merger, Ho Chi Minh City still has many difficulties and bottlenecks that need to be cleared, so that Ho Chi Minh City can maintain its position as the leading locality in the country in education and training development.

Currently, the city's education sector continues to face difficulties in school facilities; the teaching staff is still lacking and inconsistent.

"This overloads the management staff, affecting the organization of teaching activities. I hope the city's leaders will pay attention to this issue," Mr. Thuong commented.
