Telegrams sent to the Ministers of Construction, Foreign Affairs, Agriculture and Environment, Finance; Secretaries and Chairmen of the People's Committees of the provinces and cities: Hanoi, Lao Cai, Yen Bai , Phu Tho, Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong, Hai Phong.
Resolution of the 13th National Party Congress, Conclusion No. 49-KL/TW dated February 28, 2023 of the Politburo and transport development plans have affirmed that railways are one of the transport sectors that need priority investment. This is a mode of transport with many advantages, transporting large volumes, fast, low cost, safe, environmentally friendly, with the ability to connect widely and cross-country... Therefore, the development of the railway system plays a key role in socio-economic development, connecting regions and promoting international integration.
In Conclusion No. 72-KL/TW dated February 23, 2024, the Politburo requested "prioritizing investment resources to complete the Lao Cai - Hanoi - Hai Phong route...". To realize the policy set forth by the Party Central Committee and the Politburo, the National Assembly passed Resolution No. 187/2025/QH15 on the investment policy of the Lao Cai - Hanoi - Hai Phong railway project (hereinafter referred to as the Project); The Government is drafting a Resolution to implement Resolution 187/2025/QH15 of the National Assembly, which requires the Project to commence construction in 2025. On April 14, 2025, Vietnam and China signed an Exchange of Letters on China's technical assistance in preparing a Feasibility Study Report for the Lao Cai - Hanoi - Hai Phong standard gauge railway.
To ensure the goal of starting and completing the Project on schedule in 2025; in the spirit of the historic April days "faster, faster; bolder, bolder", the Prime Minister requested the Minister of Construction and Chairmen of People's Committees of provinces and cities where the project passes through to urgently and seriously implement the tasks.
Specifically, the Minister of Construction proactively works with localities to hand over the coordinates of the centerline and the site clearance boundary as a basis for localities to carry out compensation, support, resettlement, survey and design to prepare the project Feasibility Study Report, to be completed in June 2025.
The Minister of Construction directed the Project Management Boards and consulting units to increase human resources, organize and implement in parallel, at the same time the work of preparing, appraising and approving the Feasibility Study Report, construction design after basic design, bidding documents, request documents and other procedures of the Project (resolutely not letting the latter wait for the former), with the working spirit of "not enough work during the day, take advantage of working at night", working "through holidays, through Tet, through holidays", completing the procedures, starting the project on December 19, 2025. If necessary, mobilize human resources from the Hanoi Urban Railway Project Management Board to strengthen and support in the implementation process.
At the same time, urgently complete the dossier of the National Assembly Resolution Submission on specific mechanisms and policies, especially investment in developing the railway system at the 9th session of the 15th National Assembly; report to the Government before May 5, 2025 according to the direction of the Prime Minister in Document No. 499/TTg-QHDP dated April 29, 2025.
Immediately carry out compensation and resettlement work, to be completed in August 2025
The Prime Minister requested the Chairmen of the People's Committees of the provinces and cities of Hanoi, Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong, and Hai Phong to urgently establish a Steering Committee for site clearance of the Project in the locality, headed by the Secretary of the Provincial and Municipal Party Committees, to be completed before May 5, 2025, to focus on directing and mobilizing the entire political system at all levels to organize and implement site clearance work for the project.
At the same time, direct local levels, branches and agencies to closely coordinate with the agencies of the Ministry of Construction and the Railway Project Management Board to receive documents (coordinates of the centerline, site clearance boundary); immediately organize the implementation of compensation, support and resettlement work of the project in parallel with the process of the Ministry of Construction preparing the Project Feasibility Study Report, to be completed in August 2025 to hand over the site to serve the project construction.
Clearly defining the task of implementing the project's site clearance as an important political task in the direction and operation; working together, "only discussing, not backtracking", with the highest determination, proactive, creative, daring to think, daring to do; mobilizing the participation of the entire political system, propagating and mobilizing people to speed up the progress of site clearance and relocation of technical infrastructure, focusing on investing in the construction of resettlement areas, ensuring that people have new housing that is at least equal to or better than their old housing; doing a good job of propaganda, mobilization, support, creating more jobs and livelihoods for local people. If necessary, there should be temporary housing solutions to stabilize people's lives and ensure project progress.
Prioritize capital allocation for project implementation
The Prime Minister requested the Minister of Agriculture and Environment to closely coordinate with the Ministry of Construction and localities to speed up procedures related to the conversion of forest, forest land and rice land use purposes; proactively guide localities to organize the implementation of compensation, support and resettlement work of the Project, promptly remove obstacles according to assigned functions and tasks.
The Minister of Finance directed to urgently review the regular expenditure savings of the central and local governments in 2025 to prioritize project implementation; report to the Prime Minister in May 2025.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly monitor, direct and remove difficulties and obstacles of the Project.
The Government Office monitors and urges ministries, agencies and localities to perform the assigned tasks in this Official Dispatch.
