Prime Minister: The world must unite to solve non-traditional security issues

According to the Prime Minister, non-traditional security issues are of a national, comprehensive, and global nature. No one, no country can solve them alone. No country is safe if the world is still threatened.

Speaking at the National Conference on deploying non-traditional security strategies held on September 18, Prime Minister Pham Minh Chinh stated that our Party and State recognized very early and issued many resolutions, strategies, and laws on preventing and responding to non-traditional security threats.

This demonstrates a systematic, scientific , and comprehensive approach, a positive shift from passive response to proactive and comprehensive management; the capacity to respond to non-traditional security challenges is consolidated and enhanced.

According to the Prime Minister, non-traditional security threats are having a strong and comprehensive impact on Vietnam's sustainable development and people's lives. If prevention and response work is not done well, the consequences will be unpredictable.

Accordingly, climate change, natural disasters, and weather are increasingly extreme, with high intensity and severity, causing serious consequences. Diseases are complicated, especially new diseases. Energy security, food security, and water security issues are also complicated.

The Prime Minister assessed that the development of science, technology, artificial intelligence, and digital transformation is both an opportunity and a challenge for national security, as science and technology are the means for crime to develop; traditional crimes are more sophisticated; new crimes tend to increase rapidly. Privacy and personal data are at risk; cyber security and information security are at risk...

Non-traditional security issues are global in nature. No one, no country can solve them alone. No country is safe if the world is still threatened.

Therefore, there must be cooperation and solidarity of the whole world, promoting multilateralism to solve the problem. In which, rich countries must support and help poor countries and each agency and each citizen must have their own responsibility.

In the face of non-traditional security issues, prevention must be proactive and sustainable, and response must be timely and effective. To do so, it is necessary to improve forecasting and warning capabilities, focus on basic research, grasp the situation, propose appropriate and effective tasks and solutions based on data, apply science, technology, innovation, and digital transformation.

The Prime Minister emphasized the goal of preventing and responding to non-traditional security threats to contribute to rapid and sustainable development, protect security, safety and public safety, prevent, repel and not let incidents happen, and if they do happen, they must be resolved quickly and responded to promptly and effectively.

Affirming the position of a responsible nation in responding to global security challenges

Speaking at the opening of the conference, General Luong Tam Quang, Minister of Public Security, assessed that in recent years, non-traditional security issues have become increasingly complex, with multi-dimensional and direct impacts on many aspects of social life, at many different levels, and on a large scale, creating chain reactions, challenging and threatening national security.

"Most non-traditional security threats are global and beyond the response capacity of any single country," General Luong Tam Quang emphasized.

According to the Minister of Public Security, Vietnam is one of the countries seriously and comprehensively affected by non-traditional security threats. The strong development of science and technology, especially when technology develops faster than management or lacks control mechanisms; transparency and information sharing can become a source of new risks to traditional social security.

Citing the above assessments, General Luong Tam Quang said that if the automatic control system is attacked, taken over or operated incorrectly, it can cause accidents, loss of security and safety; artificial intelligence can be exploited to create fake content, fraud, manipulate public opinion or automatic attacks...

From there, the Prime Minister assigned the Ministry of Public Security to preside over, develop, advise the Government to issue and organize the Conference to deploy Resolution 147 today. The Resolution identifies that preventing and responding to non-traditional security threats is an important and regular responsibility, right and obligation of the entire political system and the entire people.

According to Minister Luong Tam Quang, prevention must be fundamental, proactively eliminating causes and conditions that can lead to the emergence and development of non-traditional security threats early, from afar, from the grassroots, while proactively mobilizing resources, solutions, and plans to promptly respond, handle, and quickly overcome consequences as soon as a disaster occurs.

The Ministry of Public Security said that Resolution 147/NQ-CP identifies eight major guiding viewpoints and goals until 2030, with a vision to 2045, to gradually build Vietnam into a country with the capacity to effectively and modernly manage non-traditional security risks, ensure people's safety, firmly protect national interests... and affirm the role and position of a responsible nation towards the international community in responding to global security challenges.
