Prime Minister requests to reduce time for issuing driving licenses

The Prime Minister assigned the Ministry of Public Security to shorten the time for issuing driving licenses from 7 days to 4.5 working days by 2025; and reduce the procedures for changing and re-issuing from 5 days to 3.5 days.

According to the decision dated September 3, the reduction will save 2.5 days compared to the current regulations. Currently, the country has about 55.6 million driving licenses for cars and motorbikes.

The procedures for first-time vehicle registration for domestically produced and imported vehicles will be carried out online throughout the process. The change and re-issuance of registration certificates and license plates when done online or in person will receive a 30% reduction in fees and charges, with results integrated on the VNeID application. Temporary vehicle registration will also be carried out online, either entirely or partially, with a 30% reduction in fees.

In localities with sufficient marriage data, the Government allows a pilot program to issue registration certificates and license plates when changing vehicle ownership on the public service portal, in order to save costs and time for people.

The Prime Minister also decided to abolish the procedure for re-issuing driving test licenses for driving test centers of types 1, 2, 3 in case of damage, loss, or name change. This license will be converted to an electronic version, and when the name of the testing center is changed, it will be adjusted online.
