
Due to the influence of cold air combined with the circulation of storm No. 12 (Fengshen), today (October 20), the Hoang Sa special zone sea area has strong northeast winds of level 7-8; the area near the storm's eye has strong winds of level 9-11, gusting to level 13; waves 3-5m high, the area near the storm's eye has waves of 5-7m high, and the sea is very rough.
All ships and boats operating in dangerous areas at sea are susceptible to the effects of storms, whirlwinds, strong winds and large waves.
Around the evening and night of October 21, the cold air mass will strengthen and affect the weather on land in Da Nang city, with winds gradually increasing to level 3, coastal areas level 4, gusting to level 5.

According to the Da Nang City Civil Defense Command, the Search and Rescue Information Station under the City Border Guard Command and coastal units broadcast news about the location and developments of the storm to fishing vessels operating at sea; notify and call for instructions for fishing vessels and vehicles operating to proactively avoid and move out of the storm's affected area, and have a safe itinerary and production plan.
Border guards must collect and count the number of people and vessels operating at sea, especially offshore fishing vessels operating in the Hoang Sa special zone and the North East Sea; and maintain forces and means ready to carry out search and rescue missions when situations arise.
The city has 264 fishing vessels with 3,886 workers operating at sea, of which 115 vessels (213 workers) operate in coastal waters; 43 vessels (269 workers) in offshore waters; 32 vessels (346 workers) in Hoang Sa waters; 71 vessels (3,028 workers) in Truong Sa waters; 3 vessels (30 workers) operate in the Gulf of Tonkin.

The Da Nang City Civil Defense Command continues to request the City Military Command, City Police, City Border Guard Command, Department of Agriculture and Environment, People's Committees of coastal communes and wards to urgently review and count all local boats and vehicles operating at sea and along the coast. Coordinate with relevant agencies by all means to promptly inform captains, owners of vehicles and boats anchored at the port or operating at sea about warnings, forecasts and developments of the storm to proactively prevent, have appropriate production plans, ensure safety of people and property.
At the same time, guide movement to escape and not enter areas at risk of being affected by storms; call for and guide ships and vehicles to safe shelters; guide and support the implementation of necessary measures to ensure the safety of ships at anchorage (to prevent fires, explosions, and sinking at storm shelters).
The City Border Guard Command shall base on the storm developments to proactively decide to restrict ships and vehicles from going out to sea, operating at sea or prohibit the sea when necessary (pay attention to prevent storms and lightning before the storm directly affects). At the same time, preside over and coordinate with the Da Nang Port Authority, the Maritime Search and Rescue Coordination Center of Region II and related units to effectively organize the implementation of search and rescue plans at sea.
