The meeting aimed to implement the direction of the Central Steering Committee to summarize Resolution No. 18-NQ/TW on the arrangement of public service units, state-owned enterprises and focal points within agencies and organizations in the political system. Also attending were Deputy Prime Ministers, leaders of central ministries and branches who are members of the Steering Committee.
After listening to the opinions of ministries and branches, concluding the meeting, Prime Minister Pham Minh Chinh requested ministries, branches and localities to continue reviewing and clarifying the political basis for the arrangement of public service units in relevant Resolutions issued by the Central Executive Committee such as Resolution 18-NQ/TW on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient"; Resolution 19-NQ/TW on continuing to innovate the organizational and management system, improving the quality and efficiency of public service units, and Resolutions 71 and 72-NQ/TW of the Politburo recently issued in the fields of education and training, health care, and public health care, Official Dispatch No. 59-CV/BCĐ dated September 12, 2025 of the Central Steering Committee.

The Prime Minister emphasized that in the two fields of education and health, there are many public service units. The Ministry of Education and Training, the Ministry of Health and especially localities need to review and evaluate the overall performance of the units in the past time, analyze the good and bad aspects, and review to ensure that the arrangement is implemented in accordance with the Party's policies and the State's laws.

In particular, the Prime Minister requested to closely follow the practical situation of the locality to propose the most reasonable arrangement of public service units in these two fields, in the spirit of ensuring the best service for the people, improving people's lives, in which the highest goal is to ensure people's health care and ensure students can go to school.

The Prime Minister emphasized that the important goals of the reorganization are to reduce the number of units, increase the scale; improve the quality of services for people and businesses; reduce State spending and investment, promote the growth of public service units, and enhance people's enjoyment.

The Prime Minister requested the Central Government to develop principles, criteria, and standards and assign localities to base on them as well as actual conditions in the locality to propose arrangements and reorganizations; thoroughly grasp the spirit of not taking examples from 1 or 2 communes to generalize to the whole country; if practical situations arise, Party documents and State laws do not cover everything, it is necessary to report and propose to competent authorities to amend...
