The Provincial Party Standing Committee gave opinions on a number of aid reception and investment policies.

Attending the meeting were comrades: Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee; leaders of a number of departments and branches. The meeting was organized in a combination of in-person and online meetings to the relevant local bridges.

The Standing Committee of the Provincial Party Committee focused on reviewing the content of receiving aid sponsored by the People Resources Conservation Foundation (PRCF) of the United States to implement the community-based conservation project for white-cheeked black langurs. Through discussion, the Standing Committee of the Provincial Party Committee agreed with the policy of receiving aid.

Accordingly, the community-based conservation project for the White-cheeked Langur will be implemented in Lam Binh - Na Hang district from 2023 to 2025 with a total budget of over VND 9 billion from non-refundable aid. The purpose of the project is to promote and strengthen community-based conservation initiatives in Lam Binh and Na Hang districts, Tuyen Quang province, home to the largest known surviving population of the species in Vietnam.

The project results aim to help the population of the White-cheeked Douc langur in the area grow steadily; Langur monitoring and biodiversity conservation activities are improved. At the same time, awareness of conservation among communities in selected villages is raised and local communities are supported to participate and benefit from conservation work.

Provincial Party Secretary Chau Van Lam requested the Department of Planning and Investment to coordinate with the Department of Agriculture and Rural Development to work with aid organizations to fully provide each content related to the project such as: mobilized funding; investment and implementation facilities, beneficiaries.

Along with that, investors are required to comply with the provisions of law on financial management mechanisms; control practical activities at the project site in conjunction with good implementation of political security and social order and safety. Beneficiary localities need to strengthen supervision to ensure that the project is implemented in accordance with the committed content.

At the meeting, the Provincial Party Standing Committee also agreed on the policy of accepting the aid from the Challenge for School Revival (CSR2)/Japan to implement the project of repairing 3 kindergartens in Lam Binh district; and the policy of adjusting the non-project aid to award scholarships to disadvantaged students at secondary schools in Lam Binh district sponsored by the Challenge for School Revival (CSR2)/Japan.

Leaders of the Department of Agriculture and Rural Development expressed their opinions on the policy of receiving aid.

The Standing Committee of the Provincial Party Committee also reviewed and discussed the content of supplementing the capital source entrusted through the provincial branch of the Social Policy Bank to lend for the employment program according to Decree No. 61/2015 of the Government. Comrade Secretary of the Provincial Party Committee Chau Van Lam suggested that every year, the Department of Finance advises and implements savings in expenditure sources to supplement capital for the Social Policy Bank to implement the Decree as well as social credit policies. On the basis of implementing national target programs and other programs suitable to the activities of the Social Policy Bank to mobilize more resources from organizations and enterprises to meet the needs of social policy credit in the province.

The meeting also gave opinions on adjusting the investment policy of the Hung Vuong Son Duong General Hospital Project; the policy of establishing Trung Mon Industrial Cluster; the draft Decision on the Plan of the Provincial Party Standing Committee on supervising the leadership, direction and organization of the implementation of Resolution No. 51-NQ/TW dated September 5, 2015 of the Politburo on the national security protection strategy.
