At noon on October 14, the Department of Dyke Management and Natural Disaster Prevention informed: Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep signed an official dispatch requesting Hoa Binh Hydropower Company to open 1 bottom spillway gate of Hoa Binh Hydropower Reservoir at 3:00 p.m. today, October 14.
Flood discharge is carried out according to the Inter-reservoir Operation Procedure on the Red River Basin issued in Decision No. 740/QD-TTg dated June 17, 2019 and Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister .
Along with the telegram, the Ministry of Agriculture and Environment also issued a document requesting the People's Committees of provinces and cities in the downstream area of the Red River, including Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen and Ninh Binh, to urgently notify organizations and individuals with activities on the river and along the river such as aquaculture, ferry terminals, watercraft, exploitation and gathering of construction materials to know about flood discharge information to proactively prevent and ensure the safety of people and property.
