How far has the progress of developing Gia Lam district into a district been made?

Reporting on the progress of the implementation of the Project on investment in building districts into districts, Vice Chairman of Gia Lam District People's Committee Truong Van Hoc said that, regarding the criteria for establishing districts: The district and the consulting unit assessed that 30/31 criteria were met (the criterion of high schools meeting national standards was not met); specialized departments have just agreed to assess 22 criteria (20 criteria met, 2 criteria not met: high schools meeting national standards and Public green land in the district per capita), the departments have not yet assessed 9 criteria, of which: 2 criteria have been unanimously assessed by the departments at the end of 2022 as met.

Thus, according to the provisions of Resolution No. 26 and 27, Gia Lam district has so far met the standards to become a district. However, the district needs to be recognized as having completed 5 criteria (Urban traffic density; Urban commercial and service works; Rate of urban wastewater treated to technical standards; Average public green space per capita and Rate of civilized urban streets).

Regarding the criteria for establishing wards: The district has drafted a plan to adjust administrative boundaries and reviewed and recalculated the criteria according to the adjustment plan (16 administrative units), specifically as follows: For 3/3 mandatory criteria in the group of standards on structure and level of socio-economic development, the wards planned to be established have met 2/3 criteria, there is 1 criterion that has not been met, and is seeking the opinion of the Ministry of Finance, which is the criterion of balancing budget revenue and expenditure.

For the group of standards on urban infrastructure development level, it is necessary to meet at least 10/13 criteria, all 16 wards planned to be established have met (2 wards met 13/13 criteria, 9 wards met 12/13 criteria, 5 wards met 11/13 criteria).

To resolve some difficulties and obstacles in the investment work of building districts into districts, at the conference, the People's Committee of Gia Lam district proposed that Hanoi City supplement the content of adjusting the urban development boundaries to the administrative boundaries of districts with projects to establish districts in the Project to adjust the overall master plan for the construction of the Capital, and submit it to the Government for consideration and approval.

In addition, complete and unify the criteria for establishing districts and wards for: National standard high schools, urban commercial service works; Urban traffic density criteria and Urban civilized street criteria; Criteria for balancing revenue and expenditure of commune and town budgets... in the spirit of the current situation.

Vice Chairman of Hanoi People's Committee Duong Duc Tuan assessed that Gia Lam district has focused highly on accelerating investment progress to build the district into a district.

However, Mr. Duong Duc Tuan also pointed out that currently, the auction of land use rights in the district is still low, the rate of public investment for conversion from district to county is still not high, there are problems in planning work...

Regarding the criteria for developing districts into urban districts and communes into wards that the district has not yet met, Vice Chairman of the City People's Committee Duong Duc Tuan requested relevant departments and branches to carefully study the Central Government's documents to soon remove difficulties for the district.

At the same time, request the city's departments and branches to focus on reviewing, guiding and removing difficulties and obstacles of the district so that Gia Lam can soon complete the investment project to build the district into a district in the soonest time.
