That was the statement of comrade Truong Thi Mai, Politburo member, Standing member of the Secretariat, Head of the Central Organization Committee, Deputy Head of the Central Steering Committee on anti-corruption and anti-negativity at the Conference to review the work of the Party's Internal Affairs sector and the activities of the Provincial Steering Committee on anti-corruption and anti-negativity in 2023, and directions and tasks for 2024, which took place on the morning of January 10 in Hanoi .

The conference was organized by the Central Internal Affairs Committee in person and online to 63 locations across the country.

Attending and chairing the Conference were Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Internal Affairs Commission Phan Dinh Trac, Deputy Head of the Central Steering Committee on Anti-Corruption and Negative Practices; Comrade Vo Van Dung, Party Central Committee member, Deputy Head of the Central Steering Committee, Member of the Central Steering Committee on Anti-Corruption and Negative Practices.

Attending the Conference were comrade Tran Cam Tu, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee; comrades Secretaries of the Party Central Committee: Nguyen Trong Nghia, Head of the Central Propaganda Department; Bui Thi Minh Hoai, Head of the Central Mass Mobilization Department; comrades Central Party Committee members who are members of the Central Steering Committee on anti-corruption and negativity, representatives of ministries, departments and central branches in the internal affairs sector.

Also attending the Conference were the Secretaries of Provincial and Municipal Party Committees, Heads of the Steering Committees for Anti-Corruption and Negativity at the provincial level; Heads of the Internal Affairs Committees of Provincial and Municipal Party Committees; officials, civil servants and public employees of the Central Internal Affairs Committee and more than 1,200 officials and public employees of the Internal Affairs Committees of Provincial and Municipal Party Committees participating in the online television broadcast from 63 Provincial and Municipal Party Committees across the country.

The summary report at the conference said that in 2023, the Party Internal Affairs sector and the provincial Steering Committees for Anti-Corruption and Negativity made efforts and successfully completed the tasks according to the set programs and plans; contributing to promoting anti-corruption and negativity, maintaining political stability, socio-economic development and strengthening people's trust.

The work of researching, advising, proposing and implementing the Party's major viewpoints, policies and orientations, and the State's laws on internal affairs, anti-corruption and negativity (PCTNTC) and judicial reform (CCTP) continues to receive attention and achieves many results.

The Central Internal Affairs Commission has researched, developed, and submitted to the Politburo and the Secretariat 7 major projects on internal affairs, anti-corruption and anti-corruption. In particular, it has researched and advised the Politburo to issue regulations on controlling power and anti-corruption in investigation, prosecution, trial, and execution activities; developed more than 100 reports, proposed to the Politburo, the Secretariat, and the two Steering Committees major policies and guidelines on internal affairs, anti-corruption and anti-corruption.

The Provincial and Municipal Party Committees' Internal Affairs Committees have advised the Party Committees to develop and promulgate 2,758 documents to concretize and institutionalize the Party's guidelines and policies, the State's laws on internal affairs, anti-corruption and judicial reform. The internal affairs committees of Hanoi, Son La, Da Nang, Quang Ngai, Dong Nai, Ba Ria - Vung Tau... have done a good job in this work.

In addition, the entire Industry has actively researched, appraised, and provided quality opinions on 2,018 important projects and documents on internal affairs, PCTNTC and CCTP; paid attention to the appraisal work and provided opinions on personnel work, ensuring objectivity, prudence, and timeliness.

The Provincial and Municipal Party Committees' Internal Affairs Committees coordinated with the Inspection Committees at the same level to conduct 216 inspections and supervisions and directly deployed 312 inspections and supervisions, focusing on localities and fields with many prominent issues and public concerns about corruption and negativity; advised on reviewing 7,527 socio-economic inspection conclusions; issued 6,132 documents guiding and urging on internal affairs, preventing and combating corruption, negativity and judicial reform...

Notably, in the 2021-2023 period, the Provincial and Municipal Party Committees' Internal Affairs Committees discovered and advised Party committees to direct the handling of 580 complicated and prominent issues related to security and order; 780 corruption and negative cases, of which 252 corruption and negative cases were discovered by the Provincial and Municipal Party Committees' Internal Affairs Committees themselves.

According to the assessment of the Central Internal Affairs Committee, the Provincial Steering Committee for Anti-Corruption and Negativity, although newly established, has urgently completed its organizational structure, perfected regulations and working procedures, and has increasingly operated in a disciplined and methodical manner, creating a clear change in the work of preventing and combating corruption and negativity at the local and grassroots levels.

In 2023, the provincial Steering Committees conducted 212 inspections and supervisions; urgently directed inspections and examinations of topics and cases at the request of the Central Steering Committee and central authorities; brought 260 corruption and negative cases and cases under monitoring and direction; local authorities prosecuted 763 new cases and 2,079 defendants for corruption (nearly 2 times higher than in 2022)...

In particular, many corruption and negative cases that have been pending and prolonged have been directed to be handled; many localities have prosecuted and investigated major corruption and negative cases, involving both officials under the management of the Central Government and the management of the Provincial Party Committee and City Party Committee, including former Provincial Party Committee Secretaries, former Chairmen and Vice Chairmen of the Provincial People's Committees.

In 2023, the whole Industry focused on advising and directing the removal of difficulties and obstacles, creating positive changes in the work of detecting, transferring, receiving and handling information sources on corruption and negative crimes; on the work of appraising, valuing assets and recovering corrupt and negative assets; being more in-depth, specific and drastic in advising on including many major corruption and negative cases in the Steering Committee for monitoring and directing, as well as on policies and orientations for handling a number of serious and complicated corruption and negative cases and incidents that are of interest to public opinion, ensuring both strictness and humanity, persuasion, in accordance with the direction of the General Secretary, Head of the Steering Committee, which has received high public approval.

Speaking at the Conference, Comrade Truong Thi Mai highly appreciated the achievements of the Internal Affairs sector and the Steering Committee for Anti-Corruption and Negativity of provinces and cities in the past year.

The drastic participation of the Provincial Steering Committee has seriously implemented the General Secretary's conclusion at the conference reviewing the first year of its establishment; promptly perfected the organizational apparatus, completed regulations, rules, and working procedures, put the activities of the Steering Committees into order, creating a clear change in the work of preventing and combating corruption and negativity at the local level.

Analyzing the clear changes, comrade Truong Thi Mai said that the reported data showed that in 2023, local authorities initiated 763 new cases, an increase of nearly 2 times compared to 2022, and a 3-fold increase compared to 2021. Many major cases that had lasted for many years were urgently reviewed and strictly handled, without any forbidden areas or exceptions, overcoming the situation of "hot above, cold below", with the consensus and support of the people, cadres and party members.

He also highly appreciated the initiative of the Central Internal Affairs Committee in advising on major strategic policies and guidelines. Since the beginning of the term, it has proposed 18 major projects to the Central Executive Committee, the Politburo, the Secretariat, the Central Steering Committee, and the Central Judicial Reform Steering Committee, not only on internal affairs, anti-corruption and anti-negativity, but also advising on policies and solutions to contribute to building a socialist rule-of-law state in the new period, a mechanism for controlling power, a mechanism for coordinating and directing to detect, handle, and recover corrupt assets, a mechanism for differentiating criminal cases and major incidents of public concern, both strictly and humanely in accordance with the direction of the General Secretary.

Comrade Truong Thi Mai also emphasized the great results that no other term has achieved by the Party Internal Affairs sector, which is advising on the issuance of 3 regulations of the Politburo on controlling power in personnel work; inspection, supervision, enforcement of party discipline and in inspection and auditing activities; in investigation, prosecution, trial and execution of sentences. She also said that in the near future, she will prepare to issue 2 more regulations that will combine into a system of power control, contributing to perfecting the implementation of principles on state apparatus organization.

The Standing Secretariat assessed that the Party Internal Affairs sector has always proactively researched and promptly proposed many practical issues, creating new breakthroughs in the work of preventing and combating corruption and negativity; strengthened guidance, training, fostering, monitoring and urging the implementation of work programs of Steering Committees at all levels; proposed solutions to remove obstacles and difficulties. It is noteworthy that the inspection and supervision work has been promoted, focusing on areas and areas prone to corruption and negativity, where there are prominent and pressing issues.

Emphasizing that the Party Internal Affairs sector and provincial Steering Committees need to continue to overcome the shortcomings and obstacles mentioned above, comrade Truong Thi Mai said that the results achieved are not yet uniform, the quality and effectiveness in some places have not met the requirements. Some places are not highly determined, some places still maintain a reserved, hesitant attitude, afraid of conflict, afraid of affecting achievements. Some localities still have major incidents with serious consequences, affecting security, order, social safety, causing public outrage.

In the coming time, comrade Truong Thi Mai suggested that the Central Internal Affairs Committee, the internal affairs committees of provincial and municipal Party Committees and the provincial Steering Committee for Anti-Corruption and Corruption Prevention and Control need to continue to research, evaluate and fully analyze the causes of violations during the term to have better solutions; review, supplement and perfect policies and laws in areas of common violations in the past time; continue to review and perfect the Party's regulations and rules in internal affairs and anti-corruption work; pay special attention to self-training, self-reflection, self-correction, exemplary behavior, and words must go hand in hand with actions, especially for leaders and managers.

In his concluding remarks at the Conference, Comrade Phan Dinh Trac, Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Internal Affairs Commission, Permanent Deputy Head of the Central Steering Committee on Anti-Corruption, Permanent Deputy Head of the Central Steering Committee for Anti-Corruption, requested the entire Industry to thoroughly grasp and seriously implement the direction of the Standing Member of the Party Central Committee's Secretariat at the Conference.

In particular, urgently advise on the development and effective implementation of the 2024 Key Work Program of the two Steering Committees at both the Central and local levels; Pay attention to directing the dissemination and effective implementation of the Politburo's regulations on power control, anti-corruption and new regulations of the Central, Politburo, and Secretariat on internal affairs, anti-corruption and anti-corruption.

Strengthen coordination, advise and direct the removal of difficulties and obstacles, speed up the investigation and handling of cases and incidents under the supervision and direction of the Central Steering Committee and the Provincial Steering Committee; especially advise and direct the urgent conclusion and handling of violations of party organizations and party members related to Viet A Company, AIC, Van Thinh Phat Group, SCB Bank and cases and incidents related to leaders and managers at all levels, well prepare personnel for the Party Congresses at all levels in the next term.

Proactively coordinate closely with relevant agencies in the internal affairs sector, promptly advise the Politburo, the Secretariat, and local Party committees to lead and direct the effective handling of emerging issues related to security and order, not to form "hot spots", not to be passive or surprised.

Comrade Phan Dinh Trac emphasized that the work of the Party's Internal Affairs sector in particular and internal affairs agencies in general are always difficult and sensitive issues because they touch people's political lives, are closely related to political stability, social order and security, and the survival of the Party and the regime.

Therefore, each cadre and civil servant in the Party's Internal Affairs sector must be brave, honest, have a "hot" heart and a "cool" head; be cautious, objective, impartial; always be open-minded, humble, learn to improve knowledge, accumulate experience, coordinate closely with internal affairs agencies; be determined, persistent, and strive to complete assigned tasks well...

Recognizing the achievements of collectives and individuals in the Party Internal Affairs sector after 3 years of implementing the emulation movement on the topic "Detecting and advising the Party Committee to lead and direct the handling of corruption cases and incidents; proactively advising and proposing to handle complicated and prominent issues of security and order in the area" in the period of 2020-2023, the Central Internal Affairs Committee requested the provincial and municipal Party Committees directly under the Central Government to consider proposing the Prime Minister to award Certificates of Merit to 5 collectives with outstanding achievements.

The Head of the Central Internal Affairs Commission decided to award Certificates of Merit to 14 collectives and 18 individuals with many achievements in their work.
