At the meeting, the Politburo and the Secretariat gave their opinions on the draft Report on the implementation results of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee from November 2024 to July 2025.
A representative of the Central Organizing Committee said that from June 20 to 30, provinces and cities actively and proactively deployed a pilot operation of the 2-level local government model under the direction of the Central Government.
The trial operation was carried out in most commune-level administrative units and achieved some positive results, especially the effective operation of the Public Administration Service Center, helping cadres and civil servants immediately access the tasks and powers that must be implemented.
Localities have also simultaneously deployed many measures such as arranging vehicles to transport officials and civil servants to work; organizing training, education, and professional development, especially in processing records in the electronic environment, for commune-level officials and civil servants; arranging experienced officials and civil servants to directly guide new officials and civil servants taking up work...
From July 1, the two-level administrative apparatus officially came into operation, marking a new development stage of the country with the goal of being closer to the people and serving them better.
According to initial reports from localities, the operation of the two-level administrative unit model has been basically smooth and stable; administrative procedures are resolved quickly and without interruption.
The vast majority of cadres and civil servants show a spirit of receptiveness, actively learning, practicing expertise and skills, and being dedicated and devoted to their work. At the commune level, it is recognized that the grassroots cadres and civil servants have quickly caught up with the work with higher determination and greater responsibility.
The results achieved demonstrate the determination, relentless efforts and effective innovations in the direction and management of the Party Central Committee, the Politburo, the Secretariat, the Government, the National Assembly and the Central Party agencies and committees; and the drastic participation of localities. A large, difficult and unprecedented amount of work has been carried out in a short time under high pressure.
Many problems arose during the implementation process, but the entire political system was very focused, proactive, steadfast, united, and unified in action. Many cadres demonstrated their capacity, qualifications, and responsibility, quickly adapted to the requirements of innovation, and overcame difficulties to solve problems for the country and the people.
After listening to the opinions exchanged at the meeting, General Secretary To Lam concluded that through the practical implementation of the work in the past time, the biggest and most important lesson learned was the spirit of determination, solidarity and unity within the Party and the consensus and support of the people. This is the strength for the entire political system to effectively carry out many tasks at the same time, organize the apparatus and administrative units, implement solutions for economic growth and ensure social security, and improve people's lives.
The General Secretary requested the Standing Committees of the provincial and municipal Party Committees directly under the Central Government to continue to strengthen leadership and direction of all work within their authority so that the two-level administrative apparatus (province and commune) can operate effectively and smoothly, without delay or omission, with the consistent goal of better serving the people and businesses.
Provincial and municipal Party Committees urgently review all work of assigning, arranging, and deploying cadres, civil servants, public employees, and workers in provincial and commune-level agencies and units; especially for communes, wards, and special zones lacking specialized staff, the provincial level must promptly and fully arrange, strengthen, support, and help to ensure effective work performance; at the same time, strengthen inspection and grasp the situation to promptly resolve and remove difficulties and obstacles for the commune level when operating the new apparatus.
Along with that, the Standing Committees of provincial and municipal Party Committees focused on leading and directing the preparation of good conditions for the successful organization of Party Congresses at all levels towards the 14th National Party Congress, in conjunction with the preparation for the election of the National Assembly and People's Councils at all levels.
Noting the need to do a good job in political and ideological education, the General Secretary directed localities to fully resolve the regimes and policies for cadres, party members, civil servants, public employees, and workers who are working, retiring early, or leaving work in accordance with the Central's instructions. Strengthening propaganda and guidance so that people can understand the new regulations, locations, and working methods of local state agencies; consolidating and maintaining people's consensus and support for the implementation of 2-level administrative units.
Localities and units need to organize sending youth union members and students from universities and colleges with knowledge of information technology to volunteer to support cadres, civil servants, public employees, workers, and people in communes, wards, and special economic zones (especially in remote, isolated, and disadvantaged areas) in the process of operating the apparatus, providing online public services, and handling administrative procedures...
The General Secretary requested the Government Party Committee to inspect and grasp the situation, compile complete statistics and promptly report to the Politburo on the situation of cadres, civil servants, public employees, and part-time workers at the commune level who have quit their jobs when rearranging the organizational apparatus and resolving policies and regimes according to regulations, ensuring the right people for the right jobs, and retaining qualified people.
Continue to review, amend and supplement regulations on salary regimes and policies, responsibility allowances for cadres, civil servants and public employees in accordance with the new organization and regularly urge, inspect and guide the implementation of regulations on functions, tasks and organizational structure of agencies and units in the administrative system at the central and local levels.
The Party Committee of the Fatherland Front and central mass organizations focus on reviewing and reorganizing focal points to ensure smooth, effective, and grassroots operations, close to the people; promptly reorganizing mass organizations to be streamlined; closely monitoring and grasping the implementation of activities of the Fatherland Front, political and social organizations, and mass organizations according to the 2-level administrative unit model; proactively proposing solutions to practical difficulties and problems.
Regarding the draft Report on the implementation results of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee from November 2024 to July 2025, the General Secretary emphasized that the report needs to clarify that this is the result of solidarity, unity, and great efforts of the entire political system and the consensus, response, and expectations of the people. The General Secretary assigned the Central Organizing Committee to absorb the opinions of the Politburo and the Secretariat, and continue to supplement and complete the report.
