The Draft Resolution of the Provincial Party Committee on continuing to build and develop Thanh Hoa culture and people in the new period, presented by Comrade Dao Xuan Yen, Standing Committee member, Head of the Provincial Party Committee's Propaganda Department, clearly stated: Thanh Hoa is a land of "Spiritual land and talented people", rich in historical, cultural and revolutionary traditions, always playing an important role in the history of building and defending the country of our nation. Thanh Hoa is the birthplace of many feudal dynasties of Vietnam; the homeland of many national heroes, famous civil and military mandarins in history and has many unique tangible and intangible cultural heritages. Thanh Hoa people are patriotic, studious, have a spirit of solidarity, humanity, loyalty, diligence, creativity, always have the will and aspiration to rise up in life.

Promoting the cultural traditions and good cultural values ​​of the homeland, in recent years the Provincial Party Committee and Party committees at all levels have always paid attention to leading and directing the promotion of building and developing Thanh Hoa culture and people to meet the requirements of industrialization, modernization and international integration, achieving many important results.

However, the work of building and developing Thanh Hoa's culture and people in general is not commensurate with the potential, expectations and requirements of the province. Some traditional cultural values ​​are at risk of being lost. Many tangible cultural heritages are damaged and degraded but there are no effective measures to preserve and embellish them. The exploitation and promotion of cultural heritage values ​​for traditional education , tourism development and services are not very effective. The development of the field of literature and art is not commensurate with the historical and cultural traditions of the homeland, there is a lack of great works with high ideological and artistic values. The system of cultural institutions and material and technical facilities serving cultural activities is not synchronous, there are no large-scale, worthy works...

To continue building and developing Thanh Hoa culture and people in the new period, the draft Resolution defines the general goal as: Building and comprehensively developing Thanh Hoa culture and people, aiming at the values ​​of truth - goodness - beauty, on the basis of inheriting and promoting good cultural values, historical and revolutionary traditions of the homeland, selectively absorbing the cultural quintessence of the nation and humanity. Constantly improving the material and spiritual life of the people, narrowing the gap in cultural enjoyment between regions in the province. Taking care to build a healthy, civilized and progressive cultural environment in families, clans, residential areas, agencies and units. Building an advanced literature and art, imbued with national identity; developing high-quality cultural and tourism products imbued with Thanh Hoa's characteristics. Focus on investing resources for comprehensive cultural development, making culture truly become a driving force and important endogenous strength to promote Thanh Hoa's rapid and sustainable development; strive to become a rich, civilized and modern province by 2030; and by 2045 to become a comprehensively developed and model province of the whole country.

After listening to the opinions of the members of the Provincial Party Standing Committee contributing to the Draft Resolution, in his concluding remarks, Secretary of the Provincial Party Committee Do Trong Hung emphasized: The construction and development of Thanh Hoa culture and people have an extremely important position and role. Any locality that wants to develop must rely on three pillars: natural conditions, geographical location; historical and cultural traditions; and people.

The draft Resolution prepared by the Provincial Party Committee's Propaganda Department addresses two closely intertwined issues of culture and people. This is a big and difficult issue, but with the efforts of the Provincial Party Committee's Propaganda Department, the draft Resolution has been carefully researched and developed and is highly practical, aiming to continue promoting the cultural values ​​and people of Thanh Hoa in the new period.

Provincial Party Secretary Do Trong Hung stated: This is the second time the Provincial Party Standing Committee has commented on the draft Resolution and reached a high consensus on proposing the Provincial Party Executive Committee to issue a Resolution on continuing to build and develop Thanh Hoa culture and people in the new period.

Based on the opinions expressed at the conference, the Provincial Party Secretary gave specific comments on the draft Resolution and requested the Provincial Party Committee's Propaganda Department to coordinate with the Provincial Party Committee Office to complete the draft Resolution and send it to the members of the Provincial Party Committee for research, comments, and submission to the Provincial Party Committee Conference in mid-2024.

The Provincial Party Secretary assigned the Provincial People's Committee to study, develop programs, action plans and implement the Resolution throughout the province.

At the conference, members of the Provincial Party Standing Committee also gave their opinions on the report summarizing 15 years of implementing Conclusion No. 21-KL/TU dated August 4, 2008 of the Provincial Party Standing Committee and Regulation No. 03-QD/BTGTU of the Provincial Party Propaganda Department on building a standard district-level political center.

Accordingly, after 15 years of implementing Conclusion No. 21-KL/TU and Regulation No. 03-QD/BTGTU, up to now, 100% of district-level political centers in the province have been recognized as meeting standards.

Opinions say that the fact that the main centers have met the standards has contributed to improving the overall quality of political theory training and fostering for cadres, party members and people in the province.

In addition to appreciating the achieved results, the members of the Provincial Party Standing Committee also pointed out a number of shortcomings and limitations: Many political centers after being recognized as meeting the standards, the teaching staff is still lacking according to Regulation No. 208-QD/TW dated November 8, 2019 of the Central Secretariat stipulating the functions, tasks, and organizational structure of district-level political centers; Decision 1806-QD/TU dated December 5, 2022 of the Thanh Hoa Provincial Party Standing Committee on assigning staffing for Party agencies, the Fatherland Front and socio-political organizations at the provincial and district levels for the period 2022-2026.

In addition, the coordination between the Political Center and departments, branches, offices, agencies, units, and localities to organize training and refresher courses is still limited. The organization of professional activities, demonstration teaching, class observation, class visits, lesson plan inspection, and experience exchange has not been implemented according to regulations. Many localities have not organized primary political training enrollment for many years. The content of education on historical, cultural, revolutionary traditions, and practical research in some units has not been implemented.

Delegates also gave specific opinions on regulations on standard district, town and city political centers so that when implemented, they will be suitable to actual conditions, effective and highly practical.

The Provincial Party Secretary also gave specific comments on the content of the report and regulations on standard district, town and city centers; requested the Provincial Party Committee's Propaganda Department to fully absorb the opinions at the conference, coordinate with the Provincial Party Committee Office to complete the report and draft regulations, and ask for written opinions from the Provincial Party Committee Standing Committee for promulgation in June 2024.

The Provincial Party Standing Committee Conference also gave opinions on a number of reports of the Party Committee of the Provincial People's Committee on: Amending and supplementing regulations on functions, tasks, powers and organizational structure of the Management Board of Nghi Son Economic Zone and Industrial Parks of Thanh Hoa province; Regulating functions, tasks, powers and organizational structure of the Thanh Hoa Provincial Inspectorate; Supplementing regulations on functions, tasks, powers and organizational structure of the departments: Justice, Education and Training, Science and Technology, Home Affairs, Finance; Contents of local adjustments to the Master Plan for construction of Nghi Son Economic Zone, Thanh Hoa province to 2035, with a vision to 2050; Regulations on criteria for establishing a Security and Order Protection Team; criteria on the number of members of the Security and Order Protection Team; support, training and expenditure levels for forces participating in security and order protection at the grassroots level in the province; Prescribe the collection, exemption, reduction, collection, payment, management and use of fees and charges under the authority of Thanh Hoa Provincial People's Council.
