Resolution of the 1st Congress of Tuyen Quang Provincial Party Committee, term 2025 - 2030

The 1st Provincial Party Congress, term 2025 - 2030, took place from September 22, 2025 to September 24, 2025 at the Provincial Convention Center; the Congress was attended by 415 outstanding delegates representing over 136,000 party members in the entire Provincial Party Committee. After discussing the documents submitted by the Provincial Party Executive Committee for the term 2020 - 2025,

CONGRESS RESOLUTION

I - Approving the basic contents on the implementation results of the Provincial Party Congress Resolution, term 2020 - 2025; goals, directions, tasks and solutions for the term 2025 - 2030, goals by 2045, including:

1. On the results of implementing the Resolution of the Provincial Party Congress, term 2020 - 2025

Despite facing many difficulties and challenges, the Party Committee, government and people of all ethnic groups in Ha Giang and Tuyen Quang provinces before the merger have promoted the tradition of solidarity, strived, led, directed and organized the implementation to achieve many important and comprehensive results and achievements in all fields; basically completing the goals, targets and tasks set out in the term.

1.1. On Party building and political system work

The work of Party building in terms of politics, ideology, and ethics, associated with promoting the study and following of Ho Chi Minh's ideology, ethics, and lifestyle, has been focused on, has had many innovations, and has achieved many important results. The work of fighting to prevent and repel degradation in political ideology, ethics, and lifestyle, manifestations of "self-evolution" and "self-transformation", and preventing and combating corruption and negativity has been widely deployed, contributing to building an increasingly clean and strong Party organization.

The work of reorganizing the political system's apparatus has been implemented methodically, closely, and resolutely to meet the set goals and requirements. The work of inspection, supervision, and enforcement of party discipline has been promoted. Mass mobilization work has seen many innovations, firmly consolidating the great national unity bloc. Administrative reform within the Party has seen positive changes. The effectiveness and efficiency of management and administration of governments at all levels have been improved.

1.2. On economic, cultural, social, defense, security and foreign affairs development

Basically completed the main goals and targets set. Notably, the economy of the two provinces (before the merger) grew quite well; the economic scale and the average gross domestic product per capita in 2025 increased compared to 2020. The agricultural and forestry economy continued to develop. The construction of new rural areas achieved many important results. Tourism developed rapidly, gradually becoming a key economic sector of the locality.

The Presidium voted to pass the Congress Resolution.

Effectively mobilize resources, deploy investment in many important projects and works, notably: Completing the Tuyen Quang - Phu Tho Expressway Project; implementing the construction of Tuyen Quang - Ha Giang Expressway (phase 1); Tuyen Quang - Ha Giang Expressway (phase 2) from Tan Quang to Thanh Thuy international border gate and many other key projects.

Industrial production grew quite well; attracted many non-budget investment projects; the service and trade sectors continued to develop; the application of information technology and digital transformation initially achieved positive results; social security was given attention and care; the program to eliminate temporary and dilapidated houses in the two provinces was completed. National defense was strengthened. Security and order were maintained and stabilized, contributing positively to socio-economic development. Foreign affairs activities continued to be consolidated and expanded.

2. Limitations and disadvantages

The concretization and implementation of some Party documents are limited in content in some places; administrative reform in the Party has not met requirements. The quality of Party committee and cell activities in some places has been slow to change. The pioneering and exemplary spirit, self-criticism and criticism of a number of cadres and Party members are still limited; there is still a situation of avoidance, shirking, and fear of responsibility. The effectiveness and efficiency of state management is not strict at times, in some areas, and in some fields. The work of inspection, urging, and grasping the situation at the grassroots level is not timely and effective.

The innovation of the content and methods of operation of the Fatherland Front and socio-political organizations has not met the requirements in the new situation. Socio-economic development has not been commensurate with potential and advantages; many difficulties and problems in institutions, infrastructure and technology have not been resolved promptly. The system of cultural institutions at both provincial and communal levels has not met the requirements; the material facilities in the fields of education and health are not synchronous; high-quality human resources are still lacking. The quality of some aspects of military and defense work is still limited. The security and order situation in some areas still has potential complications. Foreign affairs work associated with investment promotion is not effective.

3. Goals, targets, tasks and main solutions for the 2025 - 2030 term

3.1. Development viewpoint: Promoting revolutionary traditions, the strength of great solidarity among nations; arousing the will of self-confidence, self-reliance, and the desire to rise up; closely linking and synchronously implementing goals and tasks, in which determining: Socio-economic development and environmental protection are the center; Party building is the key; cultural and human development is the foundation; strengthening national defense and security and promoting foreign affairs and international integration are essential and regular.

3.2. General goal: Strive to be a fairly developed, comprehensive, sustainable province with high average income by 2030; by 2045 to be a developed, high-income province in the midland and mountainous region of the North; self-reliant, confident in the new era, prosperous and happy development.

3.3. Main indicators (18 indicators)

2.1. Economic indicators (08 indicators), including:

(1) Total product in the area reached 170,000 billion VND.

(2) The average growth rate of total product in the area in the period 2026 - 2030 reaches 10.5%/year.

(3) Total product in the area per capita by 2030 will reach 95 million VND/person.

(4) The proportion of digital economy reaches at least 20% of GRDP.

(5) State budget revenue in the area strives to reach 12,000 billion VND.

(6) Total social investment capital is over 75,000 billion VND.

(7) Labor productivity reached over 213 million VND/worker.

(8) Attracting 6 million tourists.

2.2. Social indicators (05 indicators), including:

(1) Human Development Index (HDI) reached 0.72.

(2) Percentage of schools meeting national standards at all levels: Preschool 73%, general education 80% or more. Percentage of trained workers is 72% or more, of which the percentage of trained workers with degrees and certificates is 30% or more.

(3) 100% of communes and wards have appropriate cultural and sports facilities that are effectively managed, exploited and promoted; 100% of villages and residential groups have Cultural Houses - Sports Areas to serve community activities and organize mass cultural and sports activities; 90% of households are cultural families; 85% of villages and residential groups are cultural villages and residential groups; 95% of agencies, units and enterprises meet cultural standards.

(4) The rate of stunted children under 5 years old (height for age) is 22%. Strive for 100% of communes and wards to meet the National criteria on commune health. Average life expectancy from birth is about 74 years, of which the healthy life span is at least 68 years. Achieve 44 hospital beds/10,000 people and 11 doctors/10,000 people.

(5) The poverty rate according to national poverty standards decreases by an average of 3 - 4%/year.

2.3. Regarding the group of environmental indicators (03 indicators), including:

(1) Forest cover rate reached 62.2%.

(2) The rate of collection and treatment of urban solid waste meeting standards and regulations reaches 95.0%.

(3) 100% of operating industrial parks have centralized wastewater treatment systems that meet environmental standards.

2.4. Regarding the group of indicators on Party building and the political system (02 indicators), including:

(1) Every year, over 90% of organizations, agencies, and units complete their tasks well or better; over 90% of cadres, party members, civil servants, and public employees complete their tasks well or better. The annual rate of new party members is 3% or more compared to the total number of party members of the party organization.

(2) During the term, the rate of party organizations and party members who are committee members at all levels inspected and supervised is 30% or more.

3.4. About key tasks (there are 05 key tasks)

(1) Continue to promote the building and rectification of a clean and strong Party and political system; focus on implementing well the policies on perfecting the organization of the apparatus and administrative units, ensuring streamlining, efficiency, effectiveness and efficiency. (2) Complete synchronous mechanisms and policies; effectively implement adjustments to the provincial planning; promptly remove bottlenecks to promote the province's rapid and sustainable development, focusing on the agricultural, forestry, industrial, tourism and service economies; manage, exploit and effectively use resources associated with environmental protection. (3) Promote potentials and advantages to promote tourism development, soon becoming a spearhead economic sector, associated with heritage economy, cultural industry and branded border gate economy, with prestigious and quality tourism products at national and international levels. (4) Build and develop Tuyen Quang culture and people comprehensively and sustainably, meeting the requirements in the new development stage; Invest in developing education and training, attracting and utilizing talents; improve the quality of human resources and take care of people's health. (5) Strengthen national defense, maintain security and order, firmly protect national border sovereignty; expand and improve the effectiveness of foreign affairs activities and international integration.

3.5. About breakthroughs (there are 03 breakthroughs)

(1) Strong breakthroughs in institutional building according to authority to promote socio-economic development; improve the governance capacity of local governments at two levels; promote the development of science, technology and digital transformation. (2) Continue to make breakthroughs in building socio-economic infrastructure, focusing on transport infrastructure; technological infrastructure; urban infrastructure; industrial park and cluster infrastructure. (3) Comprehensively develop human resources, especially high-quality, highly qualified human resources; build a team of leaders and managers at all levels to meet development requirements. Improve the quality of education, health care, and sustainably reduce poverty.

4. Main tasks and solutions

4.1. Regarding economic development: Reorganize the development space, suitable for the scale of the new administrative unit and the 2-level local government model, in the direction of green and sustainable growth, based on 5 pillars: Transport infrastructure; high-quality, unique tourism; agricultural and forestry production in chains, specialties, high economic value quality; developing border gate economy, border trade; linking economic development with the provinces of the Northern Midlands and Mountains, major economic centers, the Red River Delta and with the provinces of Yunnan and Guangxi (China).

Effectively mobilize resources to accelerate the progress of key public investment projects, focusing on continuing to invest in and build the Tuyen Quang - Ha Giang expressway, completing 4 lanes from the Provincial Administrative Center to Thanh Thuy border gate; continue to develop rural transport. Expand housing types, prioritizing social housing. Strongly develop digital infrastructure; complete the goal of mobile coverage in white and signal-dip areas; promote the application of AI and big data.

Implementing well the budget revenue and expenditure in the direction of increasing expenditure for development investment. Implementing credit policies effectively, prioritizing capital for breakthrough areas, implementing well the social policy credit promotion. Promoting investment in upgrading infrastructure of economic zones and industrial parks to effectively attract strategic investors. Building Thanh Thuy border gate economic zone into a comprehensive economic zone.

Promote tourism development, soon becoming a spearhead economic sector of the province, prioritizing investment in modernizing infrastructure of key tourist areas, associated with improving product quality, building national and international tourism brands. Reorganize agricultural and forestry production according to value chains, processing industry, commodity production, creating quality products, high economic value. Link agricultural economic development with new rural construction. Promote administrative reform and improve provincial competitiveness indexes. Promote private economic development, support small and medium enterprises.

4.2. Regarding cultural and social development: Synchronously and effectively deploy solutions to implement the Resolution of the 14th National Congress of the Party and the conclusions of the Politburo on building and developing Vietnamese culture and people, and building comprehensively developed Tuyen Quang people. Link heritage conservation with tourism, literature and art development. Promote the development of mass and high-performance sports; pay attention to investing in cultural and sports institutions at the provincial and communal levels.

Promote solutions to effectively implement Resolution No. 71 and programs and projects of the Politburo on improving the quality of education and training; pay attention to and improve teaching and learning conditions in remote areas, ethnic minority areas. Build a learning society, digital school model and popularize digital skills. Strongly develop vocational education associated with market demand. Improve the quality of people's health care according to Resolution No. 72 of the Politburo. Well implement social security policies, ensure progress, fairness, improve livelihoods and improve the quality of life for people.

4.3. On science, technology, innovation and digital transformation: Effectively implement Resolution 57 of the Politburo. Comprehensive digital transformation on 3 pillars: digital government, digital economy and digital society. Perfecting mechanisms and policies to encourage research and innovation, applying high technology, forming a startup ecosystem. Effectively applying science, technology, and digital transformation in production and business.

Develop digital and data infrastructure, build shared databases and open data platforms, and promote the socialization of resources. Develop digital human resources, train digital skills for all people, and prioritize capacity building for grassroots officials and small and medium-sized enterprises. Enhance the provision of online public services and build e-government. Expand and promote the application of AI and big data; mobilize resources and social participation to complete mobile coverage in areas with no signal and signal depressions.

4.4. Regarding resource management, environmental protection, and proactive adaptation to climate change: Synchronously and effectively implement mechanisms and policies for resource and environmental management. Improve the efficiency of land management and use, and strictly manage public land funds.

Improve the effectiveness of forest management and development, water resources management, strengthen monitoring, strictly handle violations of natural resources and environment; pay attention to investing in environmental protection projects, ecosystem restoration. Effectively implement the natural disaster prevention program, prioritize the relocation of people from dangerous areas. Ensure the safety of dams and reservoirs and proactively share hydrometeorological information with related areas.

4.5. Regarding national defense, security and foreign affairs: Firmly consolidate the defense zone; build a national defense foundation associated with a solid people's security posture. Closely combine socio-economic development with national defense and security. Focus on promoting the role of ethnic minorities in border protection. Build a clean, strong, disciplined and modern police and military force.

Maintain security in all areas, proactively respond to traditional and non-traditional security challenges. Innovate and improve the quality of the movement "All people protect national security". Improve the effectiveness of foreign affairs according to the motto "proactive, flexible, creative, effective". Promote economic diplomacy, deepen relations with traditional partners and expand cooperation with new partners. Focus on border diplomacy, associated with promoting the image of the province.

4.6. On building a strong government; improving the quality of judicial work: Implement the policy of building a socialist rule-of-law state, improve the effectiveness of law enforcement. Continue to build, consolidate and effectively operate the 2-level local government model, promote decentralization and delegation of authority associated with supervision, promote the effectiveness of the mechanism of "local decision, local action, local responsibility".

Building a digital government and a modern administration. Improving the quality of operations of People's Councils and the executive role of People's Committees at all levels. Improving the efficiency of judicial agencies. Streamlining the organizational structure, tightening payroll management and building a team of professional, honest, people-friendly, and caring officials and civil servants.

4.7. Regarding the Fatherland Front and socio-political organizations: Promote innovation in the content and methods of operation, focusing on the grassroots; promote the core role in gathering people's strength; effectively organize emulation movements, do a good job of supervision, social criticism and people's diplomacy. Widely deploy democracy at the grassroots level with the motto "People know, people discuss, people do, people inspect, people supervise, people benefit". Take care of and promote the role of social classes and arouse the will of self-reliance and self-improvement of the people of all ethnic groups in the province. Well implement the policy of great solidarity among ethnic groups, promote the role of prestigious people in the community, and strengthen the development of union members and association members.

4.8. On Party building and rectification: Improve the leadership capacity and fighting strength of Party committees and organizations at all levels. Innovate propaganda work, protect the Party's ideological foundation; combine studying and following Ho Chi Minh's ideology, morality and lifestyle with building a clean and strong political system. Promote exemplary behavior, revolutionary ethical standards, and spread the culture of integrity among cadres and Party members.

Continue to streamline the political system, operate effectively, efficiently and effectively; innovate and improve the quality of Party committee and cell activities, replicate the models of "Four-Good Party Cells", "Four-Good Grassroots Party Committees", and improve the quality of Party members. Strengthen internal political protection, control power, encourage and protect cadres who dare to think, dare to do, and dare to take responsibility.

Focus on the structure of scientific cadres, young cadres, women, and ethnic minorities. Improve the quality of studying and implementing Party resolutions and State laws. Strengthen the work of preventing and combating corruption, waste, and negativity. II - Approving the Report on reviewing the leadership and direction of the Provincial Party Executive Committee for the 2020-2025 term. Assigning the Provincial Party Executive Committee, term I, term 2025-2030, to absorb the opinions of the Congress, lead, direct, and implement in accordance with the viewpoints and orientations approved by the Congress.

III - Approving the Report on synthesizing comments on the draft documents of the 14th National Party Congress. Assigning the Provincial Party Executive Committee, term I, 2025 - 2030, to be responsible for fully synthesizing the comments discussed at the congress and reporting to the Central Committee according to regulations.

IV - The Provincial Party Executive Committee, term I, 2025 - 2030, shall absorb the opinions of the Congress, complete and promulgate the Action Program to implement the Resolution of the Congress; lead, direct and organize the successful implementation of the Resolution and the policies, goals and tasks stated in the documents of the Congress, and put the Resolution of the Congress into practice immediately after the Congress.

The 1st Congress of Tuyen Quang Provincial Party Committee, term 2025 - 2030, assessed and affirmed the results and achievements in the term 2025 - 2030. At the same time, it highly agreed on the goals, targets, breakthroughs, tasks and development solutions set out by the province in the term 2020 - 2025, demonstrating the high political determination and aspirations of the Party Committee and people of all ethnic groups in Tuyen Quang province in the new era of development of the country.
