Social policy credit is stable after the merger

The timely and effective solutions of the Vietnam Bank for Social Policies help ensure that policy credit activities are maintained continuously and stably after the administrative unit merger.

Immediately after the 2-level local government model officially came into operation, the Vietnam Bank for Social Policies directed its branches in provinces and cities to immediately maintain convenient disbursement transactions for the people.

Ms. Nguyen Thi Phuong, Director of the Bank for Social Policies, Lang Son Branch, said that after implementing the administrative boundary arrangement and following the direction of the General Director of the Bank for Social Policies, the Lang Son Branch has developed solutions to ensure that transaction activities are not interrupted or disrupted, all activities remain smooth, in order to best serve the people.

From July 1, implementing the plan to reorganize administrative units and build a 2-level local government model, Lang Son province has 65 communes and wards under the province. Ms. Phuong said that the Lang Son Provincial Social Policy Bank Branch continues to maintain 194 commune transaction points as before. The network of transaction points and transaction schedule are kept the same as before the reorganization of administrative units.

Accordingly, the Branch prioritizes arranging transaction locations at the headquarters of the People's Committee of the old commune, ward, or town (before the merger). In case it cannot be arranged at the People's Committee of the old commune, it will be arranged at the cultural house. All of this is to ensure maximum convenience for people when coming to transact, avoiding having to travel far, or changing financial habits.

From July 1, in order for policy credit activities to be maintained stably, continuously, and effectively in the new period, with the service motto of "Understanding the people's hearts, serving wholeheartedly", the system of Social Policy Banks nationwide continues to maintain the operating method, keeping the old commune transaction points and savings and loan groups intact, without affecting people's access to capital.

Regarding the merger, Mr. Ly The Cong, Director of the Transaction Office of Van Lang Social Policy Bank (the unit implementing loans in 5 communes with outstanding loans of 393 billion VND for 5,016 borrowers) said that to ensure the rights and convenience of people when accessing preferential credit policies, the unit continues to maintain 17/17 transaction points in the communes as before.

At the same time, the unit maintains the operation of 176 Savings and Loan Groups; people's address information is automatically updated according to the new commune area, people do not need to re-declare or perform any additional procedures.

Together with other units in Lang Son Provincial Branch, the transaction offices of the Vietnam Bank for Social Policies have proactively developed operating plans suitable to the situation of each locality, ensuring that disbursement, debt collection, interest collection, etc. activities take place smoothly.

In addition, the Branch directs transaction offices to announce transaction locations, fixed transaction schedules, transaction times, lists of villages in transaction points, etc., creating favorable conditions for customers in confirming loan applications and authorization procedures to ensure that no problems arise with administrative procedures.

Chairman of Khanh Khe Commune People's Committee, Lang Son Province, Mr. Trieu Duc Dung informed that Khanh Khe Commune was merged on the basis of 3 communes Xuan Long, Binh Trung of Cao Loc District (old) and Khanh Khe Commune, Van Quan District (old). Currently, the total outstanding loan program of the commune is nearly 90 billion VND, with over 1,000 households borrowing. To help people access preferential loans, the commune creates conditions to arrange locations for the Van Quan Social Policy Bank Transaction Office to set fixed transaction schedules at the headquarters of Binh Trung, Xuan Long (old) and Khanh Khe communes.

“At the transaction point, we arrange space for working and post public signs to promote policy credit. In addition, the Commune People's Committee closely coordinates with the Commune Police to implement a protection plan at the transaction point of the Social Policy Bank to ensure the safety of people and property during transactions,” said Mr. Dung.

Maintaining the transaction network as before the merger has helped poor households and other policy beneficiaries in the province not have to travel far, creating stability and peace of mind in accessing loans. Up to now, the total outstanding loan balance of the Social Policy Bank, Lang Son Branch is over 5,400 billion VND, with more than 90,400 borrowing households, the average outstanding balance per commune after the merger is 84 billion VND.

Ms. Dinh Thi Hieu (village 6, Khang Chien commune) said that she borrowed capital from the Trang Dinh Social Policy Bank Transaction Office since 2022 to invest in planting and taking care of forests. From July 1, Khang Chien commune merged with Trung Thanh and Tan Minh communes (old), the commune People's Committee headquarters is located in Trung Thanh commune (old), more than 20 km from her house. After the commune merger, the Trang Dinh Social Policy Bank Transaction Office continues to conduct transactions at the old commune transaction point, so people are very secure.
