Proposal to calculate salary groups of Vietlott and Southern lottery companies
News from the Ministry of Finance , this ministry has just sent comments to the Ministry of Labor - Invalids and Social Affairs on the draft decree on labor management, wages, remuneration, and bonuses in state-owned enterprises.

Accordingly, the draft regulations show that Vietnam Computerized Lottery Company (Vietlott) is ranked in the same salary group as lottery companies in the Southern region.
However, Vietlott has a unique business model that is different from other Southern lottery companies because this is a business cooperation model with foreign partners.
Specifically, foreign partners invest capital in the technical infrastructure of the computerized lottery business. Every year, Vietlott pays a fee to the foreign partner at a percentage of ticket sales revenue during the implementation of the business cooperation project.
Due to the above-mentioned partner fee, compared to Southern lottery companies with the same revenue scale, Vietlott's annual profit will be about 500 billion VND lower.
Therefore, the Ministry of Finance recommends that when calculating Vietlott's profit target to determine the basic salary, it should add the content of the annual fee payable to foreign partners according to the business cooperation contract.
From the above opinions, the Ministry of Labor, War Invalids and Social Affairs reviews and synthesizes a report to the Prime Minister.
Foreign investors net withdraw nearly 90,000 billion VND from Vietnam's stock market
In a recently released report, SSI Securities said that in the first 11 months of this year, foreign investors net sold about VND88,000 billion on the HoSE floor - the highest ever.

However, in terms of capitalization, the foreign ownership ratio reached approximately 21% on November 29, 2024, down from 22.2% at the end of 2023 but still higher than 19.5% in 2012 and most recently 20.3% in 2021 when the market size had improved significantly.
Foreign investors had a net selling month almost throughout and showed signs of returning to net buying in the last week of the month when domestic exchange rates cooled down.
According to SSI, foreign net selling value increased to nearly VND12,000 billion in November, including VND9,500 billion through order matching channel and VND2,500 billion through negotiation channel.
Accordingly, the proportion of foreign transactions increased to 13.92% at the end of November, the highest since April 2023. Foreign investors sold strongly in the pillars of residential real estate, banking, financial services and food and beverage, putting pressure on stock prices. Meanwhile, groups with slight net purchases included personal and household goods, electricity, water and gasoline, and insurance.
Securities accounts will be suspended from online trading if citizen identification is not updated.
According to the official dispatch of the State Securities Commission on reviewing and standardizing investor data according to Project 06, from January 1, 2025, for cases where investors have completed the reconciliation, update and standardization of securities account information, the units will provide normal services.
On the contrary, for investors who have not yet cooperated to complete the update, the committee recommends that units request investors to complete the update and standardize information before making transactions.
Previously, the requirement to update citizen identification was required for investors from October 1, 2024.
Later, this deadline was extended to early 2025. The above extension of the account verification deadline was due to the difficulties and obstacles that many securities companies encountered during the implementation process.
Some units have proposed to postpone the completion deadline so that they have time to deploy technical solutions to authenticate, standardize, and clean data on individual investors.
FLC Securities Company Changes Chief Accountant 4 Times in More Than 1 Year
The Board of Directors of BOS Securities Joint Stock Company (ART) - a unit of the FLC ecosystem, has just approved the dismissal of Ms. Dao Thi Kim Ngan from the position of chief accountant.
Ms. Dao Thi Kim Ngan is responsible for handing over work and documents at her current position to the person appointed by the Board of Directors to replace her.

The person holding the position of chief accountant replacing Ms. Ngan is Ms. Le Thi Thuong. According to the resume provided by BOS, Ms. Thuong was born in 1983, is from Nghe An , and has a bachelor's degree in business accounting.
Since last June, BOS has had four chief accountants. Ms. Ngan was appointed as chief accountant in October last year. Before that, Ms. Nguyen Thi Thuy had only held this position for a little over a month.
LPBank approved to increase capital by nearly 4,300 billion VND
Loc Phat Vietnam Commercial Joint Stock Bank - LPBank (LPB) has just announced a resolution on implementing dividend issuance to existing shareholders to increase charter capital in 2024 after being approved by the State Bank.
Accordingly, charter capital is expected to increase by nearly VND 4,300 billion, equivalent to 429.7 million shares to pay dividends with a right exercise rate of 16.8%.
The bank said the source of capital for the issuance is from undistributed after-tax profits as of the end of 2023 on LPBank's 2023 audited financial statements.
Currently, LPBank's charter capital is 25,576 billion VND. After completing the plan, the charter capital is expected to increase to 29,873 billion VND.
Previously, LPBank's 2024 annual general meeting of shareholders approved the plan to increase charter capital from VND 25,576 billion to VND 33,576 billion through the offering of 800 million shares to existing shareholders.
Measles epidemic in Ho Chi Minh City continues to increase, over 300 cases/week
According to the Ho Chi Minh City Center for Disease Control, from December 9 to December 15 (week 50), the city recorded 373 measles cases, an increase of 29% compared to the average of the previous 4 weeks.
Thus, the total number of measles cases accumulated from the beginning of 2024 to week 50 is 3,189 cases. Districts with high number of cases include Binh Chanh district, Binh Tan district and Thu Duc city.
Week 50 also recorded 613 cases of dengue fever, down 15.7% compared to the average of the previous 4 weeks.

The total number of dengue fever cases accumulated from the beginning of 2024 to week 50 is 14,865 cases. Districts with high number of cases per 100,000 people include District 1, Thu Duc City and District 7.
During the week, the city also recorded 191 cases of hand, foot and mouth disease, down 27.4% compared to the average of the previous 4 weeks.
The total number of hand, foot and mouth disease cases accumulated from the beginning of 2024 to week 50 is 16,367 cases. Districts with high number of cases per 100,000 people include Can Gio district, Nha Be district and District 8.
To prevent hand, foot and mouth disease and dengue fever, people need to continue to take measures as recommended by the health sector.
Parents need to take their children to medical facilities to get two measles shots according to the vaccination schedule to create immunity for the children.
