Looking back on the past 50 years of Petrovietnam, General Secretary To Lam assessed that the Group has made an epochal transition to become the National Industry - Energy Group - a symbol of state-owned enterprises, playing an important role in the cause of building, protecting and developing the country. The Party, State and People have recognized and awarded the Group many noble awards: First-class Independence Medal, Gold Star Medal, Ho Chi Minh Medal, First-class Fatherland Protection Medal and the title of Hero of Labor.
Over the past 50 years, the General Secretary acknowledged that Petrovietnam has made great contributions, many years reaching 20-30% of the total State Budget revenue, making an important contribution to stabilizing the macro economy, ensuring national energy security; even contributing to maintaining the lifeblood of society, contributing to protecting the security of the regime, in difficult times, in the face of world political fluctuations.
Petrovietnam has mastered many modern technologies on par with the world, affirming its position as a leading state-owned enterprise, a pioneer in international economic integration. In particular, with our intelligence and creativity, we have designed, manufactured, and constructed DK platforms; we have been self-sufficient in researching, producing, and supplying special fuels for national defense and security; through economic activities, we have directly contributed to maintaining national security at sea, integrating internationally, and using soft power to elevate the country. Comrades, with their intelligence, creativity, love for the profession, and love for the country, have contributed to the world's oil and gas knowledge; In particular, you have designed, manufactured, and constructed existing DK platforms in the East Sea in Vietnam's maritime sovereignty areas.
Evaluating the 2020 - 2025 term, General Secretary To Lam acknowledged that Petrovietnam has overcome numerous difficulties and achieved outstanding results, demonstrated through the "5 Safe" mission and "5 Best" achievements. The core lessons here are: disciplined execution - risk management - continuous innovation - value chain linkage.
At the event, General Secretary To Lam highly appreciated Petrovietnam’s initiative on the program “STEM Education and Practice Room”. Through educational companion programs, Petrovietnam has deployed STEM classrooms in many localities - a model for nurturing science and technology human resources for the future, a model for exploiting human resources in the digital age.
In the new context, General Secretary To Lam said that the Central Committee and the Politburo have issued many resolutions and strategic conclusions such as the Resolutions of the 11th Central Committee Conference, the 12th Central Committee Conference, Resolutions No. 57, 59, 66, 68, 70, 71, 72 of the Politburo to implement three very important goals: Maintaining a peaceful and stable environment; Developing the economy rapidly and sustainably; Improving people's lives. With Petrovietnam, the Group is responsible for implementing Conclusion No. 76/KL/TW of the Politburo on the strategic orientation for the development of the Vietnam Oil and Gas industry to 2025 and a vision to 2035 and some orientations for the new period. This is the guideline for Petrovietnam to shift from "resource exploitation" to "energy - industry - knowledge creation".
Entering a new period with many fluctuations and urgent requirements for energy security, General Secretary To Lam pointed out 5 strategic responsibilities that Petrovietnam needs to undertake: Ensuring national energy security firmly according to the "3-layer" architecture: traditional sources, flexible sources (LNG, storage, etc.) and new energy sources such as wind power, nuclear power, etc.; Leading the industrialization and modernization cause with refinery - petrochemical complexes, mechanical engineering, industrial - ecological energy centers; Innovating the governance model according to international standards, transparency, efficiency, sustainability; Pioneering in science, technology, innovation and digital transformation; Proactively integrating internationally and promoting the strength of economic sectors to connect for common development.
In particular, on the occasion of the 50th anniversary of the Group's founding, General Secretary To Lam presented Petrovietnam with 8 words: "Pioneer - Outstanding - Sustainable - Global".

Reporting to the Party and State leaders on the 50-year journey of construction and development of Petrovietnam, Chairman of the Board of Directors of Petrovietnam Le Manh Hung respectfully remembered the great President Ho Chi Minh, the genius leader of the nation, who laid the foundation for the birth and development of the Vietnam Oil and Gas Industry, now the Vietnam National Industry - Energy.
Chairman of the Board of Directors of Petrovietnam Le Manh Hung said that the history of the Vietnamese oil and gas industry is basically divided into three periods. In the first period, with the help of Soviet experts, we established the "Oil and Gas Prospect Map of Northern Vietnam 1956-1960", completing the first report on "Geology and oil and gas prospects in the Democratic Republic of Vietnam" in April 1961, chaired by expert Kitovani SK.
The next period, on November 27, 1961, when the 36th Oil Exploration Group was established, with a total of 211 people, including 14 Soviet experts, with a meager capital of 457 thousand dong and 4 very rudimentary drilling machines. Although the war was very fierce, a large amount of valuable geological documents were studied, a core team of experts was trained, and the first commercial gas flow was discovered on March 18, 1975 at GK 61 - Tien Hai, Thai Binh with a reserve of 1.3 billion m3 of gas.
The period of rapid and breakthrough development of the Vietnamese oil and gas industry began after the historical milestone of September 3, 1975: The General Department of Oil and Gas of Vietnam (Petrovietnam) was officially established.
Chairman of the Board of Directors Le Manh Hung emphasized that over the past 50 years, under the leadership of the Party and the State, Petrovietnam has achieved many great achievements, being the driving force, spreading, and making important contributions to building and defending the Fatherland: Having built a complete, synchronous, modern oil and gas industry with a strategic, backbone energy infrastructure system; Putting into operation many key national projects and works at home and abroad such as: Bach Ho, Bien Dong, Cuu Long; Phu My Gas - Electricity - Fertilizer, Ca Mau; Dung Quat Oil Refinery, Nghi Son, Vung Ang Thermal Power... in foreign countries such as Russia, Algeria.
Comrade Le Manh Hung said that the Group has mastered most of the core technologies in the oil and gas value chain at world level: from oil and gas exploration and exploitation, gas processing; to petrochemical refining, chemical synthesis to produce ammonia, urea, high molecular materials, gas turbine and steam turbine power generation, etc., contributing to the world's oil and gas science with technology for oil exploitation in basement rock, manufacturing self-elevating drilling rigs, graphene synthesis, etc. At the same time, it has trained a team of highly qualified leaders, managers, scientists and experts, forming knowledge of the oil and gas industry, thereby contributing to changing and improving the level of Vietnam's production force.
Petrovietnam has successfully fulfilled its mission of making an important contribution to ensuring the "5 An": energy security, economic security, national defense security, food security and social security. In particular, in the volatile period of 2020-2025 with "double crises" and internal "wounds", Petrovietnam has steadfastly overcome challenges, recovered, developed with a very high growth rate, achieved many new records in production and business; revived and effectively put into operation many large projects and works such as: Song Hau 1 Thermal Power Plant, Thai Binh 2, LNG Thi Vai, Lot B Gas Power Chain... Petrovietnam has been successful in restructuring and shifting to a sustainable business model, increasing the proportion of technology, deep processing, high value and export, effectively responding to fluctuations in the business environment.
Up to today, Petrovietnam can be proud of its great achievements, in which 5 indicators are the highest: largest scale; highest budget contribution; continuously achieving the highest profit; enterprise with the most Ho Chi Minh and State awards in science and technology; performing social responsibility, highest contribution to social security.
Developing further on the traditional oil and gas platform, Chairman of the Board of Directors of Petrovietnam Le Manh Hung affirmed that Petrovietnam has made a strategic shift, becoming a National Industry - Energy Group, opening a new era of development, combining Five main areas of operation into Three pillars: Energy is the core, Industry is the foundation, Technical services are the spearhead. Expanding the exploitation of energy layers, resources, and seabed minerals; developing new materials, sustainable fuels, and energy mechanics. In just the past 3 years, from zero, Petrovietnam has become an important link in the global offshore wind power supply chain. It can be affirmed that the Petrovietnam brand has gone beyond national borders, contributing to enhancing Vietnam's position in the international arena.
At the ceremony, on behalf of the Party Committee and the Board of Directors of Petrovietnam, comrade Le Manh Hung expressed his gratitude to the Party, the State, ministries, departments, branches and localities for their constant attention, leadership, direction, companionship and support to the Group. At the same time, he expressed his thanks to the partners, customers and international friends who have always trusted and supported Petrovietnam and the gratitude to the generations of leaders, officers, engineers and oil and gas workers who have continuously contributed to the development of the Group over the past 50 years.
Entering a new era, along with the country's development, despite many difficulties, Chairman of the Board of Directors of Petrovietnam Le Manh Hung affirmed that Petrovietnam will firmly implement the strategic goals set out in the Resolution of the 4th Party Congress, striving to be one of the 500 largest enterprises in the world by 2030, developing strongly and sustainably. Innovating and modernizing the management system in line with the model of the National Industry - Energy Group; focusing on developing science, technology, innovation, especially 10 strategic technologies, 32 key products, with the target of revenue from science and technology accounting for 25%; managing talents, preparing high-quality human resources for the future; developing National Ecological Energy Industry Centers; strengthening international cooperation, investment, export and business, striving for international revenue accounting for 30%; Elevate corporate culture in line with the new mission and vision through human and knowledge development of Petrovietnam.
“With the aspiration, courage and intelligence of Petrovietnam people, under the leadership, care and trust of the Party and State, we completely believe and affirm that Petrovietnam will continue to be a pillar of the national economy, a pride of the nation, and continue to write golden pages in the glorious journey to conquer new heights,” Chairman of the Board of Directors of Petrovietnam Le Manh Hung affirmed.
With its great contributions to the cause of national construction and development, Petrovietnam has been honored to receive many of the most noble awards from the Party and the State. On this occasion, General Secretary To Lam, Prime Minister Pham Minh Chinh and Chairman of the Board of Directors of Petrovietnam Le Manh Hung performed the launching ceremony of the Petrovietnam STEM Innovation Program - Creating a Green Future under the witness of leaders of the Party, State and Petrovietnam. The Petrovietnam STEM Innovation Program is deployed with the goal of building 100 STEM classrooms applying digital technology in 100 days, with a total budget of about 500 billion VND, drawn from the Group's annual social security budget. This is a large-scale educational project, aiming to upgrade educational infrastructure, support the training of young generations with science, technology, engineering and mathematics skills, meeting the requirements of developing high-quality human resources of the country in the new period. According to the plan, from now until the end of 2025, Petrovietnam will deploy 3 typical STEM classrooms in each province/city, connecting between localities and internationally, first with the education and training system of Singapore.
The ceremony is also an opportunity to express gratitude and honor generations of Oil and Gas workers who have continuously devoted their intelligence, enthusiasm and strength, contributing to the establishment, development and affirmation of Petrovietnam's position over the past 50 years.
As one of the former leaders of Petrovietnam, Prof. Dr. Ho Si Thoang, former Chairman of the Board of Directors, General Director of Vietnam Oil and Gas Corporation (now Vietnam National Energy and Industry Group) emotionally shared: “I joined the big Oil and Gas family in the early 90s. That was the period when the country entered a period of innovation and Petrovietnam transformed itself into a breakthrough stage, overcoming all difficulties to carry out the tasks of comprehensively developing the Vietnamese oil and gas industry. Petrovietnam has received great attention from the Party and Government as well as the General Secretary and Prime Minister personally.”
Prof. Dr. Ho Si Thoang compared Petrovietnam to a boat that has crossed many rivers and streams and today has proudly reached the ocean, overcoming big waves in the middle of the ocean. The difficulties, challenges and pressures that the Group is going through and will go through are many times greater than before.
“We, the previous generations, are truly happy and proud of the results that our current colleagues have achieved and are confident in the expectations for the coming years because you are a united collective, full of capacity and intelligence that is increasingly enhanced, with growing aspirations while the Party and State are paying close attention, creating more favorable conditions and mechanisms for Petrovietnam,” Prof. Dr. Ho Si Thoang expressed.
Recognizing that green transformation, both in the traditional fields of oil and gas exploration, exploitation and processing and in the renewable energy fields, is an extremely great and harsh challenge, however, Professor Ho Si Thoang affirmed that he and his colleagues of the same generation are extremely optimistic, believing in the ability, will and intelligence of the collective of fire-seekers being led by a dynamic, creative, united and unified leadership.
“We believe that we will certainly be able to do what the Party, the State, and the people expect and entrust us with, and remain the locomotive of the country’s economy, worthy of the glorious tradition of the industry.
