Summary of 15 years of implementing Directive No. 38 of the Secretariat

The report summarizing 15 years of implementing Directive No. 38 dated September 7, 2009 of the Secretariat on promoting health insurance work in the new situation, presented by Comrade Bui Mai Hoa, Standing Committee member, Head of the Provincial Party Committee's Propaganda Department, affirmed: Over the past 15 years (2009-2024), Party committees and authorities at all levels in the province have focused on leading, directing, organizing learning, thoroughly grasping, implementing, promoting information and propaganda work in many forms and organizing serious, timely and effective implementation of Directive No. 38 of the Secretariat. Health insurance work in the province has achieved comprehensive results. The awareness of Party committees, authorities, cadres, Party members, people of all walks of life, and enterprises in the province about health insurance has been raised, considering this an important task and a criterion to assess the level of completion of political tasks in each locality and unit.

To achieve the goal of universal health insurance, the Ninh Binh Provincial People's Council issued resolutions to support funding from the provincial budget to buy health insurance cards for a number of groups of people with permanent residence registration in the province; the Provincial People's Committee issued many documents directing the implementation of health insurance policies in the locality. Health insurance policies have been concretized, really put into practice, and received the response and consensus of cadres, party members and people. The number of people participating in health insurance over the years, the benefits of health insurance participants, the quality of medical examination, treatment and health care for the people have been improved. In 2023, the whole province will have over 276,000 people participating in household health insurance, 10 times higher than in 2011; the health insurance coverage rate in the province will reach over 93%; there have been over 1.7 million health insurance examinations and treatments, an increase of over 52% compared to 2009...

Inspection, examination and supervision work has always been given attention and focus. Administrative procedure reform and application of information technology in the implementation of health insurance, medical examination and treatment have been promoted, creating convenience for patients. The health insurance fund has been strengthened in management, ensuring the rights and interests of health insurance participants. The results of implementing Directive No. 38 of the Central Government have contributed positively to the care and protection of people's health, ensuring social security in the province.

At the conference, delegates focused on clarifying the results achieved in 15 years of implementing Directive No. 38, good experiences, effective methods of localities, agencies, and units in promoting propaganda and mobilization work, enhancing administrative procedure reform, creating favorable conditions for people in health insurance examination and treatment; developing health insurance participants, towards universal health insurance; using health insurance funds...; at the same time, pointing out a number of difficulties and problems and proposing solutions to continue implementing Directive No. 38 in the coming time.

Concluding the conference, Provincial Party Secretary Doan Minh Huan emphasized the purpose and significance of issuing Directive No. 38. Affirming the important results in 15 years of implementing Directive No. 38, the Provincial Party Secretary also pointed out a number of difficulties, obstacles, and limitations that need to be overcome in the coming time.

Noting the strategy and major orientations in the development of Ninh Binh province, striving to basically achieve the criteria of a centrally-run city by 2030 with the characteristics of a millennium heritage city, a creative city, a civilized society, and happy people, the Provincial Party Secretary requested all levels and sectors to continue to thoroughly grasp, deploy, and strictly and effectively implement the viewpoints, tasks, and solutions of the Party and State on promoting health insurance work in the new situation.

Highlighting the viewpoint of valuing health - a precious asset of human beings, and emphasizing that health insurance policy is considered a humane policy, one of the three pillars of social security, he suggested that all levels, sectors and localities review and re-evaluate the issued health insurance policies to continue to have appropriate support directions. Thereby increasing welfare but also ensuring the initiative and positivity of beneficiaries.

He also requested the political system in the province to continue promoting propaganda work, focusing on innovating and diversifying forms of communication, and developing health insurance participants. Focus on inspection and examination of the implementation of the Party and State's policies and laws on health insurance; strictly control medical examination and treatment costs, prevent abuse and profiteering, safely use the health insurance fund, ensure the rights of participants... Thereby contributing to bringing the health insurance policy into real life, effectively implementing the work of caring for, protecting, and improving people's health, promoting economic development, civilized society, and happy people.

At the conference, the Provincial People's Committee awarded Certificates of Merit to 10 Party organizations and 15 Party members with outstanding achievements in implementing Directive No. 38-CT/TW of the Secretariat on "Promoting health insurance work in the new situation".
