After nearly 5 years of implementing the management, exploitation, protection and development of aquatic resources, Quang Ninh has achieved many outstanding results. The whole province has organized more than 9,770 patrols, inspections, controls, detected and handled 7,505 violations, collecting over 45.6 billion VND for the budget. Notably, fishermen's awareness has changed positively, most of them have clearly recognized their responsibility in protecting resources, limiting destructive exploitation. Many practical actions have been recorded such as: rescuing and releasing sea turtles and dolphins back to the wild; contributing to improving the marine ecological environment, restoring aquatic resources...
The fight against IUU fishing has seen remarkable progress: 100% of offshore fishing vessels have been registered, inspected, licensed, equipped with vessel monitoring systems (VMS) and have fully reported on their fishing activities; there is no longer any illegal fishing in foreign waters. The structure of the fishing fleet has been adjusted more reasonably, with the total number of fishing vessels decreasing by 26.9% (from 8,455 to 6,181), mainly coastal vessels, thereby reducing the pressure on fishing in coastal areas. The proportion of offshore and inshore fishing vessels has increased from 8.6% to 12%, gradually overcoming the imbalance between fishing areas.
Along with that, the legal system and management mechanism have been completed and synchronized; the organization of the fisheries sector has been improved, associated with the 2-level local government model, meeting the requirements of modern, effective and efficient state management.
In the 2026 - 2030 period, Quang Ninh aims to build a sustainable and responsible fishery, associated with protecting sea and island sovereignty and socio-economic development. The province is determined to end IUU fishing, contributing to removing the EC's "yellow card", and at the same time modernizing fisheries management. The focus is on: promoting communication, raising public awareness of protecting and developing aquatic resources; reviewing, amending or abolishing inappropriate regulations and policies; perfecting the apparatus, strengthening state management resources; reducing the number of coastal fishing vessels; combining the conservation and development of aquatic resources with national defense and security tasks at sea; promoting the application of science and technology and digital transformation in fisheries management...
