On the morning of September 29, at the 4th session, the Ho Chi Minh City People's Council passed a resolution regulating a number of specific policies for sports coaches and athletes in the area.
Mr. Nguyen Van Tho, Permanent Vice Chairman of the Ho Chi Minh City People's Committee, said that the current application of policies with different levels of support and rewards according to the regulations of the three old localities (Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau ) leads to inequality and unfairness.
Therefore, the resolution was issued to unify specific policies for coaches and athletes throughout Ho Chi Minh City after the merger, creating fairness, solidarity, stability and motivation for the entire sports force.
Accordingly, Ho Chi Minh City will provide nutritional support, regular responsibility allowances, class allowances, preferential allowances for talented athletes, pocket money support for training and competing abroad, and encourage participation in sports tournaments.
When merging 3 localities, the number of coaches and athletes enjoying the policy is 4,368 people, of which the national team has 1,730 people, the youth team has 1,741 people and the gifted team has 1,167 people.
According to the plan, the Department of Culture and Sports will select and rearrange the force according to the target of the sports development project until 2035 to 3,560 people, a decrease of 18% compared to the original time of import.
At that time, the team had 288 coaches and 1,039 athletes, the youth team had 207 coaches and 1,165 athletes, the gifted team had 142 coaches and 719 athletes in 51 sports.
With the reorganization of the force, the estimated budget for nutrition is 263 billion VND, a decrease of 79 billion VND compared to the 2025 budget of all 3 regions. For the remaining 7 regimes, 5 regimes will increase and 2 regimes will decrease compared to the 2025 budget.
It is expected that in 2025, 577 billion VND will be spent on the above policies. From 2026, the budget will spend 472 billion VND, including 264 billion VND for nutrition and 208 billion VND for other policies.
Awarding 3,000 commemorative medals for the cause of construction and development of Ho Chi Minh City
Also at the meeting, the Ho Chi Minh City People's Council passed a resolution regulating the name, subjects and criteria for awarding the Ho Chi Minh City commemorative medal. According to the resolution, the commemorative medal is called the "For the cause of building and developing Ho Chi Minh City" commemorative medal.
The recipients of the commemorative medals are cadres, civil servants, public employees, and workers working at agencies and units of Ho Chi Minh City; individuals who are and were members of the Executive Committee of the Party Committees of Ho Chi Minh City, Binh Duong , and the former Ba Ria - Vung Tau; National Assembly deputies, deputies of People's Councils of wards, communes, and special zones; and individuals working at central agencies who have directly contributed to the development of Ho Chi Minh City.
Each individual can only receive the award once, posthumous award is not applicable. The awardee must meet the criteria of having worked in Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau for 20 years, including one time being awarded the title of emulation fighter, National Assembly delegate for one term or People's Council delegate at district or commune level for two terms...
Individuals working at central agencies must meet the criteria of working in Ho Chi Minh City, Binh Duong and the former Ba Ria - Vung Tau for 10 years or more, including two times receiving certificates of merit from the Chairman of the People's Committee of Ho Chi Minh City, Binh Duong and the former Ba Ria - Vung Tau.
It is expected that from now until the end of 2026, the Ho Chi Minh City People's Committee will award commemorative medals to about 3,000 individuals with a total budget of 4.23 billion VND. In the following years, 500 commemorative medals will be awarded each year.
