Ho Chi Minh City proposes to increase support level for civil defense

On January 17, the Ho Chi Minh City People's Committee submitted a document to the Ho Chi Minh City People's Council requesting the issuance of a resolution regulating monthly allowances, uniform subsidies, and support for purchasing voluntary health insurance for the civil defense force (BVDP) and food allowances for commanders and deputy commanders of the Military Command of wards, communes, and towns.

The reason is that recently, many voters have reported difficulties for the People's Public Security Force due to the monthly allowance being too low, not enough to cover and ensure the minimum living expenses in daily life in special urban areas. At the end of November 2023, the National Assembly passed the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, effective from July 1, 2024, identifying the People's Public Security Force as the core force participating in protecting security and order at the grassroots level. The regimes and policies for this force are considered and decided by the Ho Chi Minh City People's Council based on the local budget. Through review, the allowance level for the People's Public Security Force of only 2.2 million VND/person/month, prescribed since January 2018, is no longer suitable.

Therefore, the Ho Chi Minh City People's Committee proposed to increase the monthly allowance for the People's Public Security Forces according to each position and calculated according to the basic salary (1.8 million VND), specifically the head of the department is 2.15 times, the deputy head of the department is 2.1 times, the team leader and deputy team leader are 2.05 times, and the members are 2 times. In addition, the People's Public Security Forces are also subsidized for uniforms of 2 million VND/year and supported to buy voluntary health insurance every year.

With nearly 7,000 civil defense guards, it is estimated that the total budget estimate of Ho Chi Minh City to ensure the settlement of annual policies and regimes is more than 325 billion VND, an increase of 123 billion VND compared to the present.
