Ho Chi Minh City: Completely overcome the situation of students having their health insurance card renewal delayed

Regarding the incident in which many parents of students at Tran Quoc Toan 1 Secondary School (Binh Trung Ward) reported that students' health insurance cards were not renewed or were not fully renewed in 2025, on September 25, Mr. Nguyen Quoc Thanh, Deputy Director of Ho Chi Minh City Social Insurance, said that this situation has been resolved and does not affect the rights of students at all.

Previously, in early September 2025, 24 parents of students in class 7/2 of Tran Quoc Toan 1 Secondary School discovered that their children's health insurance cards had expired on December 31, 2024, even though they had paid the fee to buy health insurance cards for their children in 2025 through the school. When looking up the information system of Vietnam Social Security, the results showed that the health insurance card status was "no longer valid".

In March and April 2025, some parents of other students at Tran Quoc Toan 1 Secondary School were also notified that their health insurance cards would expire on December 31, 2024, when they took their children to see a doctor. After contacting the homeroom teacher, these students had their health insurance cards renewed and received normal medical examination and treatment, but the renewal date was only calculated from the time the parents reported it instead of from January 1, 2025 as prescribed.

In meetings with parents at the beginning of the 2025-2026 school year, the leaders of Tran Quoc Toan 1 Secondary School said that in the 2024-2025 school year, the school collected compulsory health insurance for all 1,135 students, the total amount collected was more than 1 billion VND and the money was transferred to the Social Insurance agency. However, from the beginning of September 2025, after receiving feedback from a number of parents, the school's Board of Directors coordinated with the Cat Lai Social Insurance agency to check information on students' health insurance cards. The results showed that 378 students of the school had incorrect information on the card with errors such as: expiration date from December 31, 2024, incorrect initial medical examination and treatment location, incorrect health insurance payment period for 5 consecutive years...

Immediately after that, the leaders of Tran Quoc Toan 1 Secondary School contacted the Cat Lai Social Insurance to inform and find a solution. However, many parents are concerned that not being able to renew their health insurance cards from January 1, 2025 will affect the students' rights to enjoy the 5-year continuous regime, and at the same time, they question the transparency in renewing health insurance cards.

Responding to this issue, Mr. Nguyen Quoc Thanh, Deputy Director of Ho Chi Minh City Social Insurance, said that, regarding the process, after Tran Quoc Toan 1 Secondary School transfers the payment and the list of students participating in health insurance to Cat Lai Social Insurance, the Social Insurance agency will renew the health insurance card for the students. However, during the process of entering data and reviewing information, in some cases, students have missing or incorrect personal identification numbers, social insurance codes compared to the student's full name, etc., so the Social Insurance agency has transferred the information to the school to review and supplement the information to issue the card. "Only when the school has fully supplemented the information can the Social Insurance agency issue the card to the student," Mr. Thanh emphasized.

Mr. Thanh admitted that the reason why many students of Tran Quoc Toan 1 Secondary School were delayed in renewing their health insurance cards was due to poor coordination between the local Social Insurance, the school and parents. After receiving feedback, up to now, the health insurance card validity period of students of Tran Quoc Toan 1 Secondary School has been adjusted; health insurance benefits (including benefits for 5 consecutive years) are guaranteed. To limit this situation, in the new school year, Ho Chi Minh City Social Insurance directed the local Social Insurance units to regularly urge schools to provide lists of participants, promptly supplement cases of missing information to ensure that 100% of students have their health insurance cards renewed in accordance with regulations.

The leaders of Ho Chi Minh City Social Insurance also noted that parents also need to look up information on the VssID application. If they find incorrect information, they should immediately notify the school and the Social Insurance agency to promptly adjust and supplement the health insurance card for students. When people go to see a doctor or get medical treatment, if the health insurance card is faulty and does not display the card value, they should immediately contact the Social Insurance agency for immediate inspection and resolution. For cases where people have paid for a health insurance card but due to lack of information provided, the card has not been issued, health insurance benefits are still guaranteed if medical examination and treatment arise. People only need to provide invoices and hospital discharge papers to the Social Insurance agency to be directly paid for medical examination and treatment costs within the scope and benefits of health insurance.
