Unit leaders need to focus on perfecting prevention mechanisms to "make corruption impossible", promptly detect and handle acts of corruption, especially "petty corruption", and ensure that all activities of the unit are public and transparent.

Regarding the "control of corruption in the public sector" index, the Ho Chi Minh City People's Committee identified the key task as building and perfecting a clean, strong, streamlined, effective and efficient socio -economic management institution.
Timely correct shortcomings in the performance of public duties and contribute to improving responsibility, consistency and unity in handling administrative procedures for people and businesses.
Agencies and units must seriously develop plans and implement periodic job transfers of officials, civil servants, and public employees, appropriate to each industry, field, expertise, and work strengths.
In addition, the Ho Chi Minh City People's Committee also requested agencies and units to develop and strictly implement regimes, norms and standards according to regulations; and implement the code of conduct for people with positions and powers in performing duties and public services.
