Accordingly, the People's Committee of Ho Chi Minh City launched this peak emulation campaign to continue effectively implementing the Directive on promoting emulation "Improving quality - Breaking through targets" to successfully implement the economic development targets and tasks for the 5 years (2021-2025) and the peak emulation campaign "100 days of streamlined - strong - efficient, effective and efficient activities, welcoming the Party Congresses at all levels, towards the 1st Ho Chi Minh City Party Congress for the 2025-2030 term, the 14th National Party Congress; successfully implementing the goals in the emulation covenant of the cluster of centrally-run cities.
This peak emulation period takes place from October 3 to December 31, 2025, divided into 2 phases. Phase 1 from October 3 to October 15, emulates to achieve achievements to welcome the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, towards the 14th National Congress of the Party; welcomes the 1st Ho Chi Minh City Patriotic Emulation Congress, term 2025-2030, towards the 11th National Patriotic Emulation Congress.
Phase 2 from October 16 to December 31, 2025, emulates the peak to successfully achieve the economic and social targets of 2025 and the period 2021-2025. Summarizing the emulation period in the first quarter of 2026 in combination with the Conference to summarize the patriotic emulation movement of Ho Chi Minh City in 2025.
In phase 1, the Ho Chi Minh City People's Committee requires each agency and unit to identify at least 1 key project, with solutions to speed up construction progress, or at least 1 typical work model.
The city will start 9 projects, notably: Construction of the City Children's Palace; construction of the Ho Chi Minh City - Moc Bai Expressway; and continue to implement many key projects in the area. On this occasion, Ho Chi Minh City also inaugurated 2 projects, including: Construction of the new Cu Chi Regional General Hospital and Dredging and renovating Ba Trieu Canal.
Phase 2, with the motto "Accelerate, break through, successfully complete the goals and tasks of economic and social development in 2025 and the period 2021-2025", Ho Chi Minh City People's Committee requires all levels and sectors to especially focus resources, strive to disburse public investment capital at least 95% of the set plan.
Also on the morning of October 6, the Ho Chi Minh City Party Committee Office issued a notice stating: Implementing the direction of the Standing Committee of the City Party Committee, the City Party Committee Office, while practicing thrift and ensuring security, the City Party Committee Office requests agencies, units and individuals not to send gifts and flowers to congratulate the 1st Ho Chi Minh City Party Congress, term 2025-2030, scheduled to take place from October 14 to 15, 2025.
