Ho Chi Minh City strengthens management of construction and urban order

The Department of Construction is the governing body, providing professional and technical guidance; local Party committees and authorities are responsible for managing, coordinating, assigning tasks and evaluating staff annually.

On the afternoon of October 9, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Manh Cuong signed and issued a document conveying the direction of the Chairman of the Ho Chi Minh City People's Committee on the arrangement and deployment of forces to strengthen the management of construction and urban order in the city.

Accordingly, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Construction to preside over and coordinate with the Department of Home Affairs and the People's Committees of wards, communes, and special zones to urgently determine the requirements, plans for arranging and organizing forces in accordance with the reality of each locality. At the same time, this Department will develop regulations for coordinating the management of construction and urban order to ensure the following principles: the Department of Construction is the governing body, providing professional and technical guidance; local Party committees and authorities are responsible for managing, coordinating, assigning tasks, and evaluating cadres annually.

The deadline for completing this directive is October 25, 2025.

For the Department of Home Affairs, review and propose policies and regimes to support the assigned force to perform the task of managing construction and urban order at the grassroots level; at the same time, propose ending the model of Self-Managed People's Groups and Residential Groups in some areas, ensuring compliance with the general policy of the Central Government and the actual situation in Ho Chi Minh City.

The Chairman of the People's Committee of the ward, commune, and special zone is responsible for coordinating with the Department of Construction to receive, assign tasks, and create working conditions for the seconded force; at the same time, evaluate and comment on the seconded staff in accordance with regulations.

The Director of the Department of Construction and the Chairman of the People's Committee of wards, communes and special zones will be fully responsible before the law and the People's Committee of Ho Chi Minh City for the situation of construction management and construction order in the area.
