Overcoming many challenges and unpredictable fluctuations of the domestic and foreign economies, Tra Vinh's economy in the first months of this year continued to grow steadily and showed signs of improvement thanks to promoting its position, resources and taking advantage of new opportunities.

The economy continues to grow steadily and positively.

In 2023, Tra Vinh's GRDP growth will reach 8.25%. The economic structure will shift in the right direction, the province's economic scale will reach 83,375 billion VND. Per capita income will reach 81.75 million VND. Disbursement of public investment capital will reach more than 95% of the plan..., creating a premise for the province to complete the tasks and targets of socio-economic development in 2024 and the entire 2020-2025 term.

Promoting the good growth results of the past year, in the first 5 months of this year, Tra Vinh's Industrial Production Index alone increased by 68.32% over the same period; the industrial production value is estimated at 17,272.98 billion VND, equal to 42.81% of the plan, up 28.96% over the same period last year. Of which, processing and manufacturing increased by 8.08%; water supply, waste and wastewater management and treatment activities increased by 10.6%; electricity, hot water and steam production and distribution increased by 47.91%; mining increased by 0.18%.

All four industrial production sectors increased compared to the same period last year. In particular, electricity production and distribution accounted for over 60% of the total production value, with electricity output in the first five months reaching 10.344 billion kWh (equal to 46.31% of the plan), 1.9 times higher than the same period last year (5.049 billion kWh higher than the same period last year); the processing and manufacturing industry has maintained good growth since the beginning of the year.

In 2024, Tra Vinh called for investment in 32 projects, including one industrial project, one education and training project, 13 trade, tourism and service projects and 17 projects in the fields of social infrastructure, urban and environment. In addition, the province called for investment in 3 independent social housing projects, and added 8 projects in the field of renewable energy to the list of projects calling for investment in 2024.

In the immediate future, Tra Vinh will support and facilitate the implementation of power projects and works to ensure progress; focus on investing, renovating and upgrading the power grid to meet the load and ensure grid safety during the rainy season. Since the beginning of the year, 30.55 km of medium voltage lines, 13.52 km of low voltage lines, and 365 transformer stations have been newly developed, contributing to the completion of the local power grid.

The total capital plan for 2024 is 4,874,533 billion VND, by May 14, 2024, 1,353,302 billion VND was disbursed, reaching 27.8% of the plan (the same period disbursed 21.7% of the plan). Tra Vinh is proactively preparing the content of the Trade Fair - Festival of 100 years of Tra Vinh wax coconut trees and Vu Lan Thang Hoi Week in Cau Ke district, associated with the Workshop on Potential to call for investment in the field of agricultural processing and tourism, taking place in August 2024.

The implementation of 6 key tasks, 3 breakthrough tasks; national target programs; Resolution No. 11/NQ-CP of the Government has brought about practical results. Specifically:

The province continues to direct the drastic implementation of work related to key projects and works in the province such as freshwater reservoir infrastructure along the Lang The river bank, infrastructure of Co Chien Industrial Park, Dinh An general wharf area; continue to mobilize and hand over the site to Project Management Board 85 to implement the construction of Dai Ngai bridge...

Continue to convert the crop structure on rice land to other crops and combine with aquaculture. Maintain concentrated production areas of key crops such as high-quality rice, fruit trees, coconuts, and crops; build and maintain agricultural product brands, issue codes for growing and farming areas; apply clean agricultural production, organic agriculture, and high-tech agriculture to date, reaching 12% of the total production area. In particular, Tra Vinh is focusing on careful preparation, ensuring the necessary conditions with the determination to successfully organize the "100-year Tra Vinh Wax Coconut Festival and Vu Lan Thang Hoi Week of Cau Ke District in 2024" at the end of August, in order to contribute to promoting, honoring the brand, developing the economy of wax coconut specialties, OCOP products of Tra Vinh, associated with preserving, promoting, developing local culture and tourism...

Up to now, Tra Vinh has 9/9 districts, towns and cities that have met the standards and completed the task of building new rural areas, of which Cau Ke and Tieu Can districts have met the standards of advanced new rural districts in 2023. At the same time, Tra Vinh is urgently completing the provincial report to send to the Central Office for New Rural Area Coordination (Ministry of Agriculture and Rural Development) to request recognition of Tra Vinh as a new rural province.

Develop a Plan to implement the National Strategy on attracting and utilizing talents until 2030, with a vision to 2050; draft the Project on Postgraduate Training and Attracting Human Resources in the Public Sector in Tra Vinh Province for the period 2025 - 2030.

The results of the announcement of the PCI, SIPAS, and PAR Indexes in 2023 of Tra Vinh all increased in points and ranks compared to 2022. In particular, the PAR Index increased by 2 ranks, the SIPAS Index increased by 4 ranks, and the PCI Index increased by 2 ranks. The province urgently directed departments, branches, sectors, and localities to focus on analyzing the results of the PAR Index, SIPAS, and PAPI and propose solutions to overcome limitations and continue to improve rankings in 2024.

Regarding the results of implementing the 3 breakthrough tasks, the Project on Adjusting the General Planning for Construction of Dinh An Economic Zone to 2040 has been completed. Continue to monitor and support investors to speed up the construction progress of infrastructure for Hiep My Tay Industrial Cluster, Tan Ngai Industrial Cluster, and wind power projects that have been granted investment policies.

Regarding the 2023 Administrative Reform Index, at the provincial level, 5/19 agencies are in the good group (scoring 90.29 points or higher), 14/19 agencies are in the fair group (scoring 82 - 88.72 points), no agency has average or poor results; at the district level, 100% are in the fair group (scoring 82.67 - 88.74 points). Establish and publicize a hotline and email to receive negative feedback, corruption, and harassment regarding the spirit and service attitude in receiving and handling administrative procedures for people and businesses. At the same time, continue to research, apply and transfer science and technology (S&T) into production practices; evaluate and accept a provincial-level S&T task; hold an Advisory Council meeting to determine 4 grassroots S&T tasks and 4 S&T tasks for intellectual property development in 2024.

Strengthening investment promotion and development alongside businesses

Since the beginning of the year, the province has attracted 6 domestic and foreign projects, including 5 domestic projects with a total investment capital of 1,756.1 billion VND (an increase of 2 projects compared to the same period, investment capital increased by 1,476.4 billion VND); one foreign project with a total investment capital of 2 million USD (compared to the same period, the number of projects did not decrease, but investment capital decreased by 0.5 million USD). 3 projects have been terminated, including one foreign project (total investment capital of 0.67 million USD) and 2 domestic projects (total investment capital of 277.7 billion VND).

In the first 5 months of the year, Tra Vinh established 195 new enterprises (reaching 37.5% of the plan), temporarily suspended 120 enterprises, and dissolved 73 enterprises. Compared to the same period, the number of newly established enterprises decreased by 29, temporarily suspended enterprises increased by 24, and dissolved enterprises increased by 37.

Up to now, the whole province has 5,654 enterprises, registered capital of 73,886 billion VND, with 106,217 employees (there are 2,810 operating enterprises, capital of 52,606 billion VND, with 68,233 employees), including 40 FDI enterprises.

The People's Committee of Tra Vinh province has just issued the Investment Promotion Program for 2024. Accordingly, the province focuses on calling for investment to strongly develop the marine economy, such as renewable energy, seaport logistics, logistics services, agriculture, fisheries, agricultural and aquatic product processing, etc.

The province calls for investment in building technical infrastructure for economic zones, industrial parks, and industrial clusters. Focus on exploiting industrial parks and industrial clusters in the area, completing infrastructure to create clean land, traffic connections, training human resources (especially high-quality human resources) ... to be ready to receive investment. The province's investment promotion activities are directed towards ensuring regional connectivity, being strategic, creating breakthroughs, spreading socio-economic development in the region according to the province's orientation goals.

At the end of May 2024, in order to enhance the exchange, grasp information, and promptly remove difficulties for businesses, the People's Committee of Tra Vinh province organized a dialogue conference with nearly 40 typical businesses implementing projects in the province. With a frank and open-minded spirit, the provincial leaders hope to listen to the opinions of businesses on difficulties, propose solutions to remove difficulties, overcome bottlenecks in project implementation, and further improve the business environment in the province.

The dialogue conference recorded many opinions and recommendations from businesses on issues that are still stuck in the process of implementing investment, production and business. Businesses proposed that the province have more policies to support investment attraction, remove difficulties related to administrative procedures, site clearance, etc.

Enterprises' opinions have been answered directly or indirectly in writing by leaders of departments, branches, sectors and localities in the spirit of openness, listening and sharing.

Chairman of the Provincial People's Committee Le Van Han highly appreciated the opinions of enterprises, thereby helping provincial leaders grasp information about difficulties and have plans to resolve them promptly and effectively. After this conference, the Chairman of the Provincial People's Committee directed departments, branches and localities to study and have specific solutions to quickly and thoroughly resolve the difficulties raised by enterprises. The Provincial People's Committee Office closely monitors the progress of resolution and promptly reports to the Provincial People's Committee. It is requested that departments, branches and localities always pay attention and accompany enterprises in investment, production and business to promptly listen, share and resolve difficulties. For matters beyond the province's authority, it is necessary to promptly advise and propose solutions to the Provincial People's Committee, and recommend central ministries and branches to jointly resolve them.

The head of the Tra Vinh provincial government emphasized that the province is always ready to listen, try its best to grasp and work with businesses to find ways to overcome difficulties. The province will continue to organize many regular dialogues to discuss, exchange opinions, identify bottlenecks in current mechanisms and policies, and create a favorable and transparent business environment.

He really hopes to receive the trust of businesses, share more opinions, suggestions and advice to promote investment progress, improve production and business efficiency, and contribute to local economic development.
