On September 12, Project Management Board 7 (Ministry of Construction) said that the Vinh Hao - Phan Thiet expressway project is facing many difficulties in site clearance, especially slow capital disbursement, which risks affecting the completion progress and the time to organize toll collection to recover capital in early 2026.

According to Mr. Pham Quoc Huy, Deputy Director of Project Management Board 7, up to now, the handover of the site for the construction of the Vinh Hao - Phan Thiet expressway rest stop at Km144+560 has only completed a small part (1.67/10.86ha), the remaining part is entangled with 14 households, some long-standing disputes and an agricultural production project with disputed ownership.

The above situation is making it impossible for contractors to carry out essential construction items such as toilets and parking lots to serve the people.

Similarly, the U-turn road project serving the traffic monitoring and control system at the intersections of Cho Lau, Dai Ninh, and Ma Lam has not yet been handed over, as the locality is still waiting for instructions on site clearance.

Worryingly, the disbursement of land clearance capital is progressing very slowly. Of the total of nearly 113.5 billion VND allocated (including capital extended from 2024), only more than 8.8 billion VND has been disbursed, and more than 104.6 billion VND must be completed in 2025. If not completed within this time limit, the project will not continue to be allocated capital for the following years, meaning that the locality will have to balance the payment source itself.

The synchronous investment implementation of items on the Vinh Hao - Phan Thiet expressway is facing difficulties.

Project Management Board 7 warned that if site clearance and disbursement are not resolved in time, the project will be delayed in completion, resulting in the time for collecting capital recovery fees being delayed from the beginning of 2026 as required by the Government and the Ministry of Construction . This will not only slow down the process of recovering investment capital but also waste allocated resources.

Project Management Board 7 recommends that Lam Dong Provincial People's Committee direct resolutely and resolve land disputes, handing over at least 2 hectares of continuous land at the rest stop area in September 2025. At the same time, promptly complete compensation procedures, site clearance for the remaining items and speed up capital disbursement progress, to ensure the goal of putting the project into toll collection on schedule.

The 100.8km Vinh Hao - Phan Thiet Expressway (through Lam Dong province) will be put into use from May 2023.

According to the plan, this road will have 2 rest stops, including: Km144+560 and Km205+092. Currently, both rest stops are behind schedule, including one that cannot be constructed due to site clearance.
