Schools simultaneously announced online learning
From 5:30 to before 6:00 this morning, a series of schools in Hanoi informed parents to let students stay home to study online (for primary, secondary and high school students) and to have a day off for preschool children.
Ms. Thanh Tra (Dong Da Ward) said that her 3 children at 3 different schools informed them early this morning to stay home and study online, even though last night all 3 schools texted that their children would return to school as usual today.
"This is the right decision because it has been raining non-stop since midnight until this morning, and the alley in my house is very flooded. Even if the school does not allow me to take a break, I will still let my child stay home to ensure safety," said Ms. Tra.
A series of private schools such as Marie Curie, Vinschool, Olympia, Lomonoxop, etc. also sent notices from 5:30 a.m. to parents, allowing high school students to study online at home according to the schedule, while preschools are closed even though they were scheduled to study normally today last night.
Marie Curie School only applies online learning to middle school and high school levels, while kindergarten and primary school levels are on holiday...
Schools in Thanh Xuan, Cau Giay, Yen Hoa, Ha Dong, Thanh Tri, Giang Vo wards... have all announced early closure, before 6am this morning.
However, at 7am, on the forum for parents of students in Hanoi, some parents still shared that their children's school had not announced whether they would be absent or absent. Most of the comments said that even if the school did not announce it, with the flooding everywhere, parents should still decide to let their children stay home instead of going to school and then having to do everything they can to not be able to get home like last Tuesday.
Previously, on the afternoon of October 6, the Department of Education and Training announced that principals of schools in Hanoi should proactively decide on the appropriate form of teaching and learning (in-person, online or adjusted timetables) based on actual weather conditions in the area, physical facilities and traffic safety conditions on October 7.

3 scenarios for responding to storms and floods
To cope with flooding caused by storms and rains, the Hanoi Department of Construction has previously proposed three scenarios.
Nguyen Quy Duc Street is flooded rapidly.
PHOTO: PHAN HAU
In the first scenario, when the rainfall is less than 100 mm/day, 11 flooded points are expected. At that time, 6 flooded points will be handled according to option 1 (information on VOV traffic channel about the depth of flooding and traffic congestion (if any) to warn traffic participants); 2 points will be handled according to option 2 (information on VOV traffic channel about the depth of flooding and traffic congestion to warn traffic participants; placing warning signs on flooded roads, clearly stating the maximum depth on the road surface at the 2 ends of the flooded location) and 3 points will be handled according to option 3 (information on VOV traffic channel about the depth of flooding and traffic congestion to warn traffic participants; placing warning signs on flooded roads, clearly stating the maximum depth on the road surface at the 2 ends of the flooded location; the road management contractor will arrange people to guide and regulate traffic).
In the second scenario, when the rainfall is over 100 mm/day, there may be 30 flooded spots. Then, there will be 18 spots treated according to option 1; 5 spots treated according to option 2 and 7 spots treated according to option 3.
Quang Trung Street, from Ba La intersection - Yen Nghia bus station (Yen Nghia Ward) was deeply flooded, photo taken at 5 am
PHOTO: NGUYEN TRUONG
The third scenario, with extreme rainfall of 300 mm/day or more, could record up to 177 flooding points across the city. At that time, there will be 16 points handled according to option 1; 50 points handled according to option 2; 65 points handled according to option 3 and 46 points handled according to option 4 (information on VOV traffic channel about flood depth and traffic congestion situation to warn traffic participants; timely report to the Department of Construction to close the road and issue notices to organize traffic diversion (if necessary); place barriers, flood warning signs, clearly stating the maximum depth on the road surface, prohibition signs, direction signs at the 2 ends of the flooded location (2 barriers, 6 sets of signs and necessary equipment to guide and regulate traffic)).
According to information from Hanoi Drainage Company, due to the influence of storm No. 11, from 0:10 until now, there has been widespread rain in the city, with high intensity, with average rainfall of 90 - 150 mm, locally high at O Cho Dua 223.9 mm, Hai Boi 204.9 mm, Dai Mo 170.5 mm, Phu Luong 163 mm.
Heavy rain caused National Highway 6, the section passing through Yen Nghia Ward, to be flooded about 20-30 cm, stretching nearly 1 km.
PHOTO: DINH TRUONG
The water level of inner-city rivers and lakes is at a high level, causing flooding in some areas: Le Duc Tho (My Dinh Stadium Square), Phu Xa (Phu Xa - Phuc Hoa intersection), Duong Dinh Nghe - Nam Trung Yen (behind KeangNam), Vo Chi Cong (UDIC Building), Hoang Quoc Viet (Electricity University), Phan Van Truong (market gate - military barracks), Hoa Bang (lane 99), Tran Cung (gas station A38), Tran Binh (Mai Dich Ward People's Committee to 19.8 Hospital), Mac Thi Buoi, Minh Khai Street (foot of Vinh Tuy Bridge), Huynh Thuc Khang (Nguyen Hong intersection - lane 14 Huynh Thuc Khang), Thanh Cong (in front of the Ward People's Committee), Ngoc Lam Street (from Long Bien 1 intersection to Gia Lam Urban Area), Duc Giang (from Duc Hoa market to lane 97), Dam Quang Trung Street (in front and opposite Aeon Mall supermarket), Co Linh (in front and opposite Long Bien Secondary School), Thien Duc Street Train Underpass, Street To Huu (from Luong The Vinh to Trung Van), Do Duc Duc (road to Mieu Dam), Nguyen Trai (University of Science and Technology - even bus lane), Quan Nhan, Yen Nghia (from Yen Nghia bus station to Ba La intersection), Pho Xom - opposite Hai Phat building, Le Loi - Tran Hung Dao (area around Ha Dong market), Quyet Thang Street, To Hieu (in front of tax office and HUD3 building), National Highway 6 (section of residential groups 1+4, Yen Nghia ward), TT18 area, Phu La ward.

According to the forecast of the Northern Hydrometeorological Station, on October 7, Hanoi will continue to have moderate, heavy to very heavy rain and thunderstorms. Currently, the Hanoi Drainage Company is continuing to closely monitor weather developments, deploying forces to stay close to the scene, handle flooding and will update reports when there are new developments.
