In the 2024 summary report, Mr. Nguyen Thanh Truong - Vice Principal of the School of Training and Fostering of Natural Resources and Environment Officers said that the School has successfully completed the assigned tasks. The direction and management work is effective and efficient, closely following the set programs and plans. The working relationship between the Party Committee, the government, and the unions is unified, determined, and flexible and timely implementation of solutions appropriate to the situation.
The school has basically completed the tasks assigned by the State budget; implemented training courses/classes according to the approved plan, achieving results with 56 courses and 5,174 participants. The network of lecturers and reporters (about 100 people) continues to be maintained.
In addition, the School expands the scope of online training for localities, actively expands training and fostering activities in localities with many new contents according to legal regulations and socialization according to the needs of organizations and businesses.
Some typical classes that are highly effective and save budget costs include: "Training to improve scientific and technological research capacity for civil servants of the Ministry of Natural Resources and Environment", "Training in knowledge and skills of state management in the field of remote sensing", or some classes coordinated with the Department of Environmental Pollution Control, with the Office of the Party - Mass Organizations of the Ministry.
In research and technology activities, the School has coordinated with the Department of Science and Technology - Central Propaganda Department; University of Technology, Vietnam National University, Hanoi; Vietnam Institute of Artificial Intelligence (AI) to organize "Training to improve scientific and technological research capacity for civil servants of the Ministry of Natural Resources and Environment " in Hanoi, contributing to improving the research capacity of the staff.
Emphasizing international cooperation, Mr. Nguyen Thanh Truong said that the School has proactively coordinated with many partners to implement training, fostering and experience exchange activities. Notably, the cooperation with the International Finance Corporation (IFC) and the World Bank (WB) in organizing training courses on resource lecturers for the Environment - Society - Governance (ESG) system has achieved positive results. The School also coordinated with the University of Tokyo to survey the needs and develop training programs to improve skills for local officials in environmental monitoring.
In addition, the School has signed a Cooperation Agreement with Korean experts in the fields of environment, climate change and green growth.
In order to carry out the tasks in 2025, Mr. Duong Thanh An - Principal of the School of Training and Fostering of Natural Resources and Environment Officers said that the School will urgently review and prepare all conditions for merging and rearranging the organizational apparatus according to the direction of the Ministry and the Government.
At the same time, the School will focus on implementing the Project "Enhancing the capacity of the School's facilities for training and fostering natural resources and environment staff" from the beginning of the year, ensuring quality, efficiency and progress. The internal document system will also be developed and issued based on the regulations of the Ministry and the School's training program.
In order to promote training activities, the School will focus on leading, directing and organizing the implementation of approved training, fostering and coaching plans. At the same time, the School will apply information technology in management, training and assessment; update databases, programs, documents and lectures. In addition, the School will strengthen internal strength, enhance the role of mass organizations, and expand cooperation and relations with domestic and foreign partners.
Contributing opinions at the Conference, Ms. Nguyen Thi Huyen, Deputy Director of the Department of Personnel Organization, Ministry of Natural Resources and Environment, said that despite many difficulties in 2024, the school has made efforts to complete the tasks assigned by the Ministry, in which the school has deployed and completed the school rearrangement project.
According to Deputy Head of the Department of Personnel Organization Nguyen Thi Huyen, in 2025, the school's Board of Directors needs to urgently start developing a project to merge and consolidate the school. During this process, it is necessary to carefully study legal regulations, refer to appropriate models, and closely coordinate with the Department of Personnel Organization and Hanoi University of Natural Resources and Environment to agree on the optimal plan.
Speaking at the conference, Deputy Minister of Natural Resources and Environment Nguyen Thi Phuong Hoa praised the achievements of the School for Training and Fostering of Natural Resources and Environment Officers in the past year. The Deputy Minister also shared the concerns of the staff and teachers about the changes in the organizational structure and emphasized the need to reorganize the school to be more streamlined and effective.
Deputy Minister Nguyen Thi Phuong Hoa suggested that the school's Board of Directors proactively work with the Hanoi University of Natural Resources and Environment to unify the functions, tasks and organizational structure after the merger, and pay attention to arranging staff appropriately, ensuring no disadvantages. Deputy Minister Nguyen Thi Phuong Hoa affirmed that despite the change in organizational structure, the school's functions and tasks remain unchanged. Therefore, the Deputy Minister requested the school to continue implementing the 2025 plan, develop training programs interspersed with normative documents, and update lectures related to new Laws.
