Accordingly, departments, branches, People's Committees of communes and wards should enhance their responsibility in preventing illegal mineral exploitation and wharf gathering activities; promote the responsibility of leaders, especially Chairmen of People's Committees of communes and wards and Heads of agencies in strengthening leadership and direction of wharf gathering activities along rivers.

Regularly inspect and thoroughly handle cases of illegal mineral exploitation; buying, selling, transporting and consuming minerals of unknown legal origin and illegal dumping activities.
The Department of Agriculture and Environment presides over and coordinates with the People's Committees at the commune level to review all activities of wharves in the following areas: Planning, land use, licenses for operating inland wharves, licenses for operating within river banks, construction of sheds violating dike corridors, etc.
Resolutely handle thoroughly, clear and terminate the operation of wharves and yards outside the planning, not in accordance with the criteria, not ensuring full legal procedures according to the provisions of law, complicated security and order in the locality. The implementation results shall be reported to the Chairman of the Provincial People's Committee before October 15, 2025.
Coordinate with relevant departments and branches to remove obstacles and complete legal procedures on investment, land, construction, environment, procedures on mineral business conditions, traffic, tax, fire prevention and fighting in licensing of wharf operations.
Guide organizations and individuals to complete legal procedures for qualified and planning-compliant wharves to be licensed to operate in accordance with legal regulations, creating favorable conditions for businesses to exploit and trade minerals legally and legitimately.
The Provincial Police directed professional forces and commune-level police to closely coordinate with local authorities and relevant functional agencies to grasp the situation, strengthen inspection, promptly detect, combat, and strictly handle organizations and individuals who illegally exploit, transport, and consume minerals, causing environmental pollution; and subjects who take advantage of construction activities to illegally exploit and use minerals.
Coordinate with relevant agencies to inspect and handle mineral gathering and trading yards and riverside construction material transit stations that operate without proper procedures or without a license as prescribed; strictly handle acts of transporting, gathering, and trading minerals of illegal origin.
The People's Committees of communes and wards direct local functional units to review, inspect, handle or advise and propose comprehensive and thorough handling of unplanned yards and yards that do not fully comply with legal procedures as prescribed by law.
Strengthen management and improve land use efficiency for cleared wharves and yards, resolutely not allowing the emergence of new inland wharves and material staging areas that do not meet the conditions and have not been licensed.
In any locality where illegal mineral exploitation and illegal wharf activities occur in a complicated, serious, prolonged manner, causing outrage; or where an agency or unit has negative, corrupt officials and civil servants under its authority that do not proactively detect, handle, or do not promptly advise and report, the head of that locality and the heads of the sectors in charge of the field must be responsible before the Chairman of the Provincial People's Committee.
