  According to Point m, Clause 7, Article 30 of Decree 100/2019/ND-CP (amended by Point g, Clause 17, Article 2 of Decree 123/2021/ND-CP), a fine of VND 2,000,000 - 4,000,000 shall be imposed on individuals and VND 4,000,000 - 8,000,000 shall be imposed on organizations that are owners of cars, tractors, specialized motorbikes and similar vehicles that arbitrarily change the paint color of the vehicle to a color different from the paint color stated in the Vehicle Registration Certificate.
