Tuyen Quang directs to ensure safe operation of hydroelectric projects

The People's Committee of Tuyen Quang province has just issued a document directing the implementation of emergency response to storm No. 11 and ensuring safe operation of hydropower projects and safety in downstream areas.

The cause of flooding in Ha Giang wards 1 and 2 is partly due to the flood discharge from hydroelectric plants upstream of Lo and Mien rivers.

The document stated: Recently, storm No. 10 caused widespread flooding in Ha Giang 1 and Ha Giang 2 wards, causing property damage and affecting people's lives.

The cause of widespread flooding is partly due to the large discharge of floodwaters from upstream hydropower projects. On the other hand, the riverbanks and riverbeds have been encroached upon, and earth has been dumped for construction, obstructing the flow and flood drainage capacity of the Lo River. Some hydropower projects have not yet proactively discharged floodwaters according to the reservoir operation procedures approved by competent authorities.

To rectify the above situation and to respond to storm No. 11, the Chairman of the Provincial People's Committee requested that operating hydropower projects proactively discharge floodwater when the water flow to the reservoir is large to ensure the ability to discharge floodwater in accordance with the reservoir operation process approved by competent authorities.

Increase power generation, water discharge, and lower reservoir water levels to increase flood capacity, contributing to cutting and reducing floods downstream during storm No. 11 and post-storm rain circulation.

Prepare adequate means, materials, and necessities according to approved disaster prevention and control plans and emergency response plans.

Closely coordinate with relevant agencies and local authorities to promptly inform people in downstream areas before flood discharge, especially in emergency flood discharge situations.

Urgently check and review locations at risk of landslides along both banks of the river downstream of the dam, within the management scope, to coordinate with local authorities to warn people to ensure safety and take measures to prevent landslides.

Check and evaluate the status of the dam, equipment, flood discharge and water intake operation items, flood discharge warning system in downstream areas and promptly fix any defects and incidents (if any).

The recent historic flood caused heavy property damage in Ha Giang wards 1 and 2.

Closely monitor meteorological and hydrological developments and coordinate with relevant agencies to operate reservoirs in accordance with procedures, ensuring safety for works and downstream areas; proactively apply warning methods and promptly notify downstream people when operating power generation and flood discharge.

The Chairman of the People's Committee of Tuyen Quang province also assigned the communes and wards to coordinate with the Department of Agriculture and Environment, the Department of Construction and relevant agencies to conduct actual inspections of encroached riverbeds, handle them according to their authority or advise on the definitive handling of acts of encroachment on riverbanks and riverbeds, obstructing the flow and flood drainage capacity.

Dismantle buildings, houses, and clear encroached land to restore the natural riverbed, ensuring good flood drainage capacity.
