
The Ministry of National Defense has just issued Consolidated Document No. 75/VBHN-BQP Decree regulating the procedures for registration and the regime and policies for citizens during the period of registration, examination and health check for military service.
This Decree applies to agencies, organizations and individuals involved in registration, examination and health check-up for military service.
Notably, Article 9 also provides guidance on registration for exemption from military service in wartime as follows:

Photocopy or electronic copy of the decision on appointment to a position or certificate of the head of the agency or organization for the job title exempted from military service in wartime.
Implementation sequence:
Within 5 days from the date a citizen who has registered for military service receives the appointment decision or is assigned to a position exempted from military service in wartime, the agency or organization where the citizen works shall notify or send a representative to bring the appointment decision or certificate of position exempted from military service in wartime to the Commune-level Military Command to carry out procedures to remove him/her from the military service registration list.
If a citizen who has been removed from the military service registration list no longer holds a position or title exempted from military service in wartime, the agency or organization where the citizen works shall notify or send a representative to the Commune-level Military Command to re-register for military service.
Within 5 days, the Commune Military Command synthesizes the results and reports to the Regional Defense Command; the Regional Defense synthesizes the list for separate management.
Article 10 also states the regulations on military service of female citizens in peacetime as follows:
When the army needs to select and call up female citizens for military service in peacetime, the Minister of National Defense shall report to the Prime Minister to decide on the quota for selecting and calling up female citizens for military service as prescribed in Clause 2, Article 6 of the Law on Military Service.
Pursuant to the decision of the Prime Minister, the Chairman of the Provincial People's Committee assigns the quota for selecting female citizens to join the army to the Commune People's Committee for implementation.
The People's Committee at the commune level shall notify female citizens of military service age; female citizens must submit a voluntary application for military service with confirmation from the People's Committee at the commune level where they reside.
The People's Committee at the commune level shall select and call up female citizens for military service who meet the quota, meet the standards, and meet the time limit prescribed for selecting and calling up citizens for military service every year.
