The Youth Union Congresses at all levels in the entire Brigade 88 were carried out in a modern, scientific , practical and effective direction, ensuring both solemnity and determination to innovate, affirming the pioneering role of the Youth Union organization in concretizing resolutions at all levels on promoting the development of science, technology and digital transformation in the Army, Service Branches and Brigades.
If in the past, the Youth Union Congresses were often associated with the image of thick documents, printed papers in a rush, and the distribution and management of information had many limitations, now from the beginning the Brigade has directed a strong change in methods, resolutely applying information technology, implementing the digitization of all documents, building an internal wifi system and a separate electronic information portal for the congress. The Youth Union of the Brigade has pioneered the digital transformation, contributing to making the Youth Union Congress truly a festival of youth, both solemn, modern, economical and effective.
"Paperless Congress" - a step forward in digital transformation
One of the most outstanding and impressive new points is the direction of implementing the "Paperless Congress" model. All documents from political reports, draft resolutions, personnel plans, guidance documents, and discussions are digitized and stored on the internal server system. Instead of distributing hundreds of printed copies, each delegate only needs to bring a smartphone or tablet, connect to the congress's internal wifi to access and download documents directly. Thanks to that, document distribution management becomes simple and compact; delegates can easily look up and search without having to flip through each page.

The “Paperless Congress” model brings many practical benefits: Saving printing costs, avoiding paper waste, being environmentally friendly, while ensuring the safety and confidentiality of information and data, which are only circulated internally and not disseminated to the outside.
In particular, the system is designed to allow centralized management and control of document lifecycles. All documents are only stored on the internal server, without sharing functions. After the congress ends, the organizers can delete all documents with just administrative operations. This mechanism ensures that no copies remain on the delegates' personal devices, including phones or tablets. Thanks to that, information is used to serve the congress conveniently but still absolutely safe after the end. This is a very important new point, demonstrating a strict scientific management mindset in conditions of high information security.
Internal wifi system and congress website - electronic information portal in the hall
A distinct technological highlight is that the congress set up a closed internal wifi network, serving the congress alone, completely separate from the internet. The network is configured in Captive Portal mode - that is, any delegate who connects to wifi, is called by scanning the QR code, the device will automatically open the information security regulations page, the delegate must confirm that he/she has read and understood it clearly to access the congress information page (Brigade 88 has written a QR code generating software that works offline to serve the congress). The wifi network operates only in LAN (no internet access); a server stores the website and documents; the router/AP broadcasts wifi.

The congress website, when established, not only acts as an information portal but also as a center for operations and propaganda about the congress. The interface is designed to be intuitive, scientific, and easy to use.
Smart, intuitive and transparent operations
During the process of conducting, discussion reports, draft resolutions, etc. are shown directly on the LED screen, combined with infographics and illustrative video clips. This not only helps the content become intuitive, vivid, and easy to follow, but also saves time and creates high concentration for delegates.
Attendance is also directly supported by the portal. Each delegate is given a personal QR code to check in with secure authentication. Results are aggregated instantly, transparently, minimizing errors, saving time compared to the traditional method.
Propaganda work - spreading the image of youth
Not only modern in management, propaganda work on congresses at all levels in Brigade 88 is also promoted through the application of digital technology. Reports, video clips, and documentary images about achievements, movements, and examples of union members are broadcast interspersed in congress sessions, creating an exciting and competitive atmosphere.
The internal website becomes an “electronic library” storing all the congress documents, serving both on-site reference and long-term document sources for unit tradition education. This is a new and effective way to help the image of the Brigade’s youth spread more strongly and widely.

Innovations in organizing the Youth Union Congresses at all levels at Brigade 88 have brought about clear results: Significantly reducing costs of printing, paper, ink, and human resources for document distribution; shortening the process of issuing documents (in case of adjustment, just upload and update data on the server), taking attendance, announcing vote counting results; helping the program take place scientifically; reports and speeches are presented visually, attractively, easily accessible, increasing persuasiveness... Data only exists internally, can be deleted or completely revoked, users can only view, not edit, download, or copy; absolutely avoiding the risk of insecurity and information leakage.
Scalability of the model for conferences with high security requirements
The application of information technology in organizing the Youth Union Congresses at all levels in Brigade 88 is not only limited to the internal scope of the Youth Union organization, but also opens up many potentials for replication and application to other types of conferences, seminars, meetings, training sessions... without using paper in the Brigade and the Corps.
The highlight of the model is the closed security and centralized control. The internal wifi connection system operates independently, without connecting to the internet and military network (only needs 1 router/AP and a number of computers and phones to form an internal network), helping to minimize the risk of information leakage. Documents, texts, image data, videos are only circulated internally, can only be viewed, cannot be downloaded, cannot be edited, and cannot be distributed outside.
In particular, all data is only stored on the server, other devices can only be considered as a key factor to ensure security. When the conference ends, the Organizing Committee only needs to stop the server and delete all related data. Thus, users cannot continue to access the information. This method both meets the requirements for convenient exploitation during the conference and ensures the principle of absolute confidentiality after the end.
If properly researched and invested in, this model can become a standard technological solution for many conferences in the Brigade and the Corps, from regular meetings, mid-term and final conferences, to large conferences such as Military-Political Conferences, Key Cadre Conferences... With the advantages of high security, savings, speed and modernity, this will be a new direction, contributing to improving the quality of operation, management and propaganda in Brigade 88 and the Corps.

The initial success in applying the “paperless” Youth Union Congress model, connecting internal wifi and a dedicated website, has affirmed the correctness and effectiveness of this direction. On that basis, Brigade 88 can continue to research and perfect the system, adding features such as: Multi-layer authentication for delegates, login system using personal identification code, integrating software for managing attendance, voting, online speaking, flexible data storage and backup mechanism.
In terms of standardization, perfecting the model will help the Brigade easily expand its application to many different types of conferences of the unit. Ensuring the requirements of savings, security, science and efficiency are also put first, so the model of the Youth Union Congress using digital technology can completely become a common solution.
Thereby, Brigade 88 not only pioneered the digital transformation in the innovation of the Youth Union's work, but also contributed an experience and model that can be replicated for the entire Corps, even the entire army. This is an important step to gradually realize the goal of building a "Revolutionary, disciplined, elite, modern" Corps associated with the national digital transformation policy that the Party, the State, the Central Military Commission, and the Ministry of National Defense have identified.
