Responding to storm No. 12 (FENGSHEN), on October 20, the People's Committee of Hue City issued an urgent dispatch, requesting competent authorities to deploy response measures, absolutely not allowing boats to go out to sea, and calling on boats still operating at sea to enter safe anchorage before 7:00 p.m. on October 20.

Specifically, the Chairman of the Hue City People's Committee requested departments, branches, sectors and Chairmen of the People's Committees of communes and wards to proactively organize close monitoring of forecasts and developments of rain, floods, and strong winds at sea; promptly direct and deploy response activities according to the "four on-the-spot" motto according to assigned tasks and authorities, not to be passive or surprised, to minimize property damage to people and the State; to check and withdraw all forces from areas at risk of flash floods and landslides to ensure safety.

The City Border Guard Command in coordination with the Thua Thien Hue Maritime Port Authority, the Fisheries Sub-Department and the Hue Coastal Information Station absolutely does not allow boats to go out to sea, and calls on boats still operating at sea to enter safe anchorage before 7:00 p.m. on October 20.

The City Police, Department of Construction, City Border Guard Command, Fisheries Sub-Department and relevant units, according to their assigned functions and tasks, organize guidance, inspection and ensure safety for ships and boats at anchorages, wharves and ports; Thua Thien Hue Maritime Port Authority directs units to lower the height of containers and cranes at bridges and ports to ensure safety when there are strong winds and big waves.

The City Military Command and the City Police directed forces stationed in the area to review response plans, proactively organize and deploy forces and vehicles to be ready to support localities in responding to storms, floods, evacuating people, and rescuing victims.

The Department of Agriculture and Environment directs and urges localities to ensure the safety of reservoirs and irrigation dams, especially key reservoirs and dams, to prevent unexpected incidents; inspect and review plans to ensure the safety of aquaculture ponds, cages and livestock facilities.

The Department of Science and Technology directed the Center for Monitoring and Operation of Smart Cities to increase the application of the Hue-S platform, the 19001075 switchboard and the smart broadcasting system; increase the duration and frequency of disaster warning bulletins, promptly inform authorities and people at all levels to proactively prevent; at the same time, direct telecommunications units and enterprises (VNPT, Viettel,...) to develop and deploy plans to ensure smooth communication, serving the direction and command of disaster prevention, control and search and rescue.

The Department of Education and Training and Hue University directed schools and educational and training establishments in the city to inspect and reinforce facilities and teaching equipment; arrange appropriate class schedules, ensuring safety for students and teachers when natural disasters occur; strengthen propaganda and dissemination of information on natural disasters to students, especially first-year students and students from other localities; provide guidance on knowledge and skills to prevent rain, floods, and inundation, ensuring safety for students studying and living in areas frequently flooded, and proactively responding when situations occur.

The Department of Construction directs inspections and ensures the safety of traffic and construction infrastructure works in case of natural disasters; coordinates warnings and guides people to ensure safety when moving through underground and overflow areas.

The Department of Tourism directs tourism service establishments, entertainment establishments along the coast, rivers, streams, camping and outdoor picnic areas to have plans to ensure safety for tourists....

People's Committees of communes and wards should strengthen propaganda and instruct people to proactively respond to prolonged rains and floods; proactively stock up on food, drinking water, essential items and spare batteries; prepare evacuation plans, ensuring family safety...

According to the forecast of the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on October 20, the center of storm No. 12 was at about 17.5 degrees North latitude; 117.2 degrees East longitude, about 540km East Northeast of Hoang Sa special zone. The strongest wind near the center of the storm is level 9 (75-88km/h), gusting to level 11. The storm is moving northwest at a speed of about 25km/h. It is forecasted that between October 21 and 22, the North East Sea area (including Hoang Sa special zone) will have strong winds of level 7-8; the area near the center of the storm will be level 9-11, gusting to level 13; waves will be 3-5m high, the area near the center of the storm will be 5-7m high. The sea will be rough.

Currently (October 20), cold air has weakly affected the Northeast region. From the night of October 20, the cold air will be strengthened.
