Prioritize capital allocation for Le Bac bridge project

DNO - After a field survey of the Le Bac bridge project (Thu Bon commune) on the afternoon of October 8, the Standing Committee of the Da Nang City People's Council has decided to resolve difficulties and problems for this project.

Through a field survey, the Standing Vice Chairman of the City People's Council, Tran Phuoc Son, and the Urban Committee of the City People's Council recorded that the construction time of the Le Bac bridge project up to October 8 was 79%. The actual construction volume reached 66.83% of the contract value, but the disbursement value only reached 51%.

The project has only about 3 months left until the end of the construction period according to the signed construction contract. However, the project is facing difficulties due to lack of capital to pay for completed construction volume to the contractor; lack of soil materials to fill the road leading to the bridge; and problems in site clearance.

To speed up the progress and ensure the completion and putting Le Bac bridge into operation on time, the Standing Committee of the City People's Council requested the City People's Committee to direct the People's Committee of Thu Bon commune to urgently hand over the site for the public land area managed by the commune.

Urgently approve the specific land price of the project to develop a compensation and support plan for the remaining area on the bank of Le Bac village to promptly clear and hand over the construction site on schedule.

The Department of Finance monitors the project implementation progress, promptly advises and proposes to the City People's Committee to decide on transferring internal capital of slow-disbursement projects to projects in need of disbursement based on the request of the investor.

In particular, priority is given to allocating sufficient capital for the Le Bac bridge project to speed up construction progress, pay for completed volume, avoid outstanding volume debt for contractors and contribute to completing the city's annual disbursement plan.

The Department of Agriculture and Environment is studying the proposal of the Duy Xuyen Area Construction Investment Project Management Board to allow the Le Bac Bridge project contractor to access about 12,000m3 of fill soil and foundation soil at the Ho Dua mine area (An Hoa village, Duy Xuyen commune) to solve the problem of filling soil materials for the project.

Reporting to the survey team on the afternoon of October 8, Mr. Le Van Nghia, Director of the Duy Xuyen Area Construction Investment Project Management Board, said that the Le Bac bridge project has a total investment of 93 billion VND from the local budget, to be implemented in the period of 2024 - 2026.

The construction contract value is more than 51.2 billion VND; currently the contractor has achieved a volume value of more than 34.2 billion VND. The contractor strives to complete the project by mid-December 2025. However, up to now, the allocated capital has been disbursed; the investor still owes the contractor the volume of work completed.

The project is lacking materials to fill the approach road to the bridge. The investor has requested the competent authority to allocate the remaining funds for the project; at the same time, transfer the source of fill material from the mine in Duy Xuyen commune to serve the project.
